Vladimir Putin assured the students that they would receive training loans for 10 months of premiere, Vladimir Putin attended universities four times (in Krasnoyarsk, Novosibirsk, St. Petersburg and Vladivostok), but he never (at least publicly) did not collect meetings on higher education problems. Yesterday, the head of government eliminated the gap.In Dolgoprudny near Moscow, he visited the Moscow Physics and Technical Institute (MIPT). Having landed by helicopter, the prime minister examined the student hostel that had just been rebuilt for federal money, and then went to the university audience where the students were waiting for him.
Vladimir Putin reassured them: banks will continue to issue loans for training. “Moreover, the government is going to subsidize part of the interest rate on such loans,” the prime minister delighted.
The representative of the Ministry of Education and Science clarified that Sberbank, VTB, Gazprombank and Vnesheconombank will participate in the program of subsidizing "educational" loans. What part of the interest rate they will subsidize, according to him, has not yet been decided. According to the "newspaper", the most real option is two -thirds of the refinancing rate, that is, about 8.6%.
He promised the prime minister not to reduce financing of state universities. On the contrary, the government has plans to increase budget places in graduate school and magistracy, which will increase the load on an already scarce federal budget. Additionally, Vladimir Putin invited the scientific community to think about increasing the term of training of graduate students (as far as the prime minister did not specify). The benefits are double. Firstly, future candidates of sciences will receive more time to write a dissertation. Secondly, there will be fewer new working hands, which in conditions of a shortage of jobs is especially relevant.
At the third -year student Ivan Kalinin, the prime minister asked if the student was not involved in a recent collision of the Russian satellite with the American one. The student did not climb into his pocket and told the joke: "The American satellite and meteorite collided in the orbit of the Earth. The crew of the meteorite was awarded the title of Heroes of the Soviet Union."
Vladimir Putin liked the joke, but he quickly returned the conversation in a serious direction, asking students and rector of the IFTI, how they relate to the Unified State Exam (USE). It turned out that neither students nor the rector against the exam have nothing. He supported the idea of the exam and the prime minister. Thus, yesterday’s proposal of the Duma faction "Fair Russia: Homeland / Pensioners / Life" On the abolition of the exam has no prospects.
Later, conferring with the rector, the prime minister emphasized the creation of a network of national research institutes (abbreviated as a research institutes, not to be confused with scientific research institutes) on the basis of existing technical universities. Their selection will be engaged in the Ministry of Education and Science. Putin instructed the Ministry to develop the selection criteria for such institutions. At the first stage, the new research institutes will be no more than 15. 3 billion rubles were reserved for their federal budget for 2009, that is, each institute will receive about 200 million.
In conclusion, Vladimir Putin advised the Russian scientist to "be closer to reality", that is, to work for the needs of industry. “At the same time, you need to create a quality and competitive product,” the prime minister warned. He was prompted by a video motor with a branch of MIPT in Korolev when it turned out that Gazprom refused to buy a Russian satellite, preferring French.
