As the FAS deputy leader Andrei Kashevarov told the newspaper, in addition to the main interest rate on the loan, there is a commission for settlement and cash services. “It ranges from 0.5 to 1.9% per month, or up to $ 200 in absolute terms,” says Kashevarov. “Only this commission makes a loan more than 23% more expensive.” That is, with a declared interest rate on a loan of 20% per annum, the borrower will actually pay 43% per year. “And such operations for which additional interest are charged, 5-6 are recruited. As a result, the loan rate on average increases several times, sometimes reaching 60-70% per annum, ”Kashevarov emphasizes.
The representative of the FAS Julia Bondareva gives other figures: in certain regions of the country, the effective rate of consumer loan exceeds the declared rate by 3 times. The maximum effective rate (interest that is actually paid) is 66% - at the average level of declared rates from 23% to 29%. During car loans, the average rate is 9%per annum, however, the effective rate exceeds 17%, and in rare cases it reaches 42%.
The fact is that in Russia, unlike Western countries, there is no law that would oblige to indicate in advertising next to the nominal rate and effective. The maximum that threatens the bank bank is a fine of 40-50 thousand rubles.
In order to stop this banking practice, the FAS, together with the Central Bank on Tuesday, announced their intention to create a structure that will give recommendations for disclosing banks about loans. It will take at least a month.
According to the senior vice president of Bin-Bank, Alexei Guskov, attempts to make a business for the consumer are always praised more transparent, the main thing is that the banking secret is not violated. Therefore, experts doubt the effectiveness of the new structure. “FAS and the Central Bank have sufficient powers to punish the extensor banks. This is under their jurisdiction now, ”said Andrei Donskoye, head of the retail unit of FC Uralsib.
