Nine months before the mayor’s elections, Yuri Luzhkov took up self -promotion. The main image maker was appointed press secretary of the mayor Sergei Tsoi. He received the ministerial position of the head of the department and almost unlimited powers. Now Tsoi will not only be responsible for the mayor’s connections with the press, but also to oversee the work of his colleagues from all departments of the Moscow City Hall, aiming them on serving the mayor.
In the Moscow government, the power struggle continues: the mayor prepares his team for the elections.
Yesterday it became known that Yuri Luzhkov signed a decree on the transformation of the press center of the mayor and the Moscow government into the press service. Behind the game of words hides the retrofitting of press secretaries of departments and committees of the capital's government, prefectures and district administrations of the new department, the head of which was appointed personal press attache Luzhkova Sergey Tsoi. His deputy will remain Mikhail Solomensev. It is possible that in the near future Tsoi will have another deputy.
As it became known to the newspaper, yesterday Sergey Tsoi met at the City Hall with the employees of his department. Among them were 18 people from the department of Mikhail Shcherbachenko (he previously worked with Tsoi), which is part of the apparatus of the head of the Department of Information and Press of the Moscow Government Alexander Music. Moreover, former musician employees are moving to a new place of work with computers and tables (according to the official version - in order to save costs for maintaining the apparatus).
However, together with people, Sergei Tsoi takes away from the musician and part of the powers, in particular, control over the information policy of the Moscow media holding (TVC, decimeter channel 'Capital', Radio Says Moscow, Tverskaya Pravda, “Evening Moscow ', Rossiya, Literary Newspaper, Culture, Evening Club” 'Metro', about 80 district and district newspapers).
According to preliminary data, about 50 people will work in the press service of Tsoi. Yesterday they passed the briefing. According to the source of the newspaper, they are charged with the obligation to 'promote' not his immediate wards in the media, but mainly the mayor.
Perhaps Luzhkov is trying to limit his subordinates to information resources in this way and to prevent a leak in the media of confidential data.
Realizing the importance of the moment (in December the mayor’s elections will be held), Yuri Luzhkov endowed Tsoi with great powers. From now on, without his consent, not a single press secretary of any unit of the city’s executive branch can be hired or dismissed from personal press secretaries of the mayor to the heads of district administrations and district newspapers. The final text of the Regulation on the press service of the mayor and the government of Moscow must be prepared and submitted for consideration by the mayor within a month.
However, Tsoi is difficult to establish full control over the press services of Vice-mayor Valery Shantsev and other key figures of the Moscow government: Vladimir Resin, Oleg Tolkachev, Leonid Krasnyansky, Joseph Ordzhonikidze. Most likely, he will be able to subjugate only medium-sized press centers. Already at the first meeting with subordinates, Sergei Tsoi promised them all support in solving personal problems.

But Luzhkov persuaded Tsoi to stay. In order not to depend on the mood of the press secretary, Luzhkov created the public relations department, which actually duplicated Tsoi. However, after a series of scandals and an attempt on the head of the new department, Olga Kostin, the duplicate body was reorganized. On June 25, 1999, Tsoi was elected to the Board of Directors of JSC 'TV Center'. He is attributed to the authorship of some ambitious projects of the metropolitan mayor, in particular, the idea of Moscow patronage over the Black Sea Fleet. The protection of the Russian population in the CIS could greatly raise the rating of Luzhkov in the presidential election. In his free time, time is resting in the country.
