Yesterday, the news agencies reported that the Ministry of Economic Development and Trade (MECTR) sent to the government apparatus the projects of the lists of state creditors in the board of directors of the three largest natural monopolies: Gazprom, Rosneft and Transneft.
The department of German Gref decided not to change the horses at the crossing. Almost all current state creditors are likely to retain their posts. So, all six current directors are included in the Council of Directors of Gazprom: the First Deputy Prime Minister of the Government Dmitry Medvedev (chairman of the board of directors), Chairman of the Board of Gazprom Alexei Miller, head of the German Gref, ex-head of the liquidated minimum per permanentation, Gazizullin, Victor Khristenko and head of the Ministry of Industry Special representative of the president for international energy cooperation Igor Yusufov. However, new persons were also included in the Gref list: his deputy Kirill Androsov (he is responsible for the natural monopolies), Rosenergo deputy leader Vladimir Kuznetsov, the deputy head of the Federal Property Management Agency Yuri Medvedev, the head of the Federal Tariff Service Sergei Novikov and the head of Rosenergo Sergey Oganesyan.
Now the Board of Directors of the Gas Monopolist consists of 11 people. If six of them are represented by the interests of the state that owns the controlling stake in the company, then the rest are managed (Alexander Ananenkov, the deputy chairman of Gazprom, Elena Karpel, the head of the Department of Economic Expertise and Processing of Gazprom, and Mikhail Seredom, deputy chairman of the Gazprom board), or are considered independent (shareholder Boris Fedorov and the chairman of the board E.on ruhrgas ag Bergmann Burkhard).
To fill out the board of directors exclusively by state -owned deputy in the government or Gazprom, as the newspaper managed to find out, are not going to. The current personnel balance will be preserved. But then the government will have to choose only 6 from the Gref of state directors from 11. A conflict of interest is possible here. If only six current ones include the Council, then you will have to leave overboard, for example, Gref's deputy on the natural monopolies of Kirill Androsov, and it is unlikely that the head of the METAR will be pleased with this. Among the applicants to the state creditors there are two officials from the Ministry of Industry: the head of Rosenergo Sergey Oganesyan and his deputy Vladimir Kuznetsov. However, the GOSKRESEL, as already mentioned, is only six. And it’s hard to imagine that, for example, Medvedev, Gref, Khristenko and Miller were lost, for example. True, the latter has expired in May 2006. However, this does not mean that they will not extend it. Thus, former ministers Gazizullin and Yusufs can become the main candidates for departure. However, in the government and in the press service of Gazprom, they are still refraining from forecasts.
Intrigue is also expected around independent directors. Experts predict that in Gazprom they will speak louder in German. Matthias Varnig, colleague of Vladimir Putin in his former profession may join Burkhard. As you know, a representative in Russia Dresdner Bank Varnig was recommended in the Board of Directors of Gazprom in the spring of 2005. The bank where Varnig works has acquired a 30% stake in Gazprombank. However, do not discount from the accounts and Gerhard Schroeder, who recently headed the council of shareholders of the North European gas pipeline.
But in English, Rosneft will definitely not speak. But they gathered - two places were reserved for independent directors. One of them was to be the former US Minister Donald Evans. He, as you know, refused. 9 state departments are now applying for 9 seats, including Igor Sechin and Sergey Bogdanchikov.
