In principle, the situation is not so dramatic: some shifts in this direction occur, the problem is gradually solved. Although, to be honest, the movement is slow and quite painful, which is generally characteristic of the specifics of entering the life of the overwhelming number of our Russian, innovations, the fate of which directly depends on the volume of financing and interdepartmental ambitions, and on the competence and sanity of the relevant government officials.
Ideal broadcasting
We are talking about the prospects for the introduction of digital broadcasting. It differs from the familiar to us-analogy-in that the digital television radio signal can be neither distorted, nor subject to any obstacles, because mother-nature does not know how to interfere in digital form. For example, you can recall the invariably high quality of the sound of musical compact disks, no matter what happens to them: they are not clogged with dust, do not react to the prints of dirty or oily fingers, do not notice scratches on their surface. The signal in the digital broadcasting system behaves in the same way: it is either (and in this case it is always of excellent quality), or it simply does not exist.
In addition to the specific video and/or audio information, the digital signal contains some official information about itself in its composition. The logical device (processor), which is in a digital TV or radio, as in a computer, continuously double -checks the mathematical signs of the processed signal, introduces the necessary logical adjustment in them and even switches, if necessary, channels, programs and frequencies. Logical adjustment refers to the processor's ability to restore the “failure” fragment of the accepted signal by comparing its characteristics with previous and subsequent information premises.
This allows you to completely exclude such troubles as black, white or color flashes or “Muar” on the TV screen, as well as any distortions, clicks or “failures” on sound accompaniment or radio transmission. In addition, digital broadcasting, in principle, is able to transmit and accept several television or radio programs at the same frequency, having previously broken them into “blocks” marked in a special way. On the receiving side, the necessary “blocks” are distinguished from the general information flow, connected in the right sequence and processed as a normal continuous audio or video signal. Technical experiments conducted in the second half of the 80s in the capital of Estonia Tallinn have proved the potential possibility of transmitting and receiving at the same frequency of the VHF-band of six full stereo radio programs.

So, according to information sources, in a not very distant perspective, Russians will finally receive the possibility of confident and high-quality reception of television and radio programs. The first experimental zones of digital television and broadcasting in Russia will be deployed in Moscow, St. Petersburg and Nizhny Novgorod. This decision was made the other day by the Collegium of the Ministry of the Russian Federation for Communications and Informatization.
According to RIA Novosti, the digital television and broadcasting system will provide a better format for transmitting television and radio programs and through space satellites. At the same time, acceptance-transmitting ground complexes will be converted. For this, equipment and electronic devices of joint production enterprises using the achievements of Russian and foreign scientists will be used. After conducting experiments in experimental zones, the digital broadcasting system will be extended to all regions of the Russian Federation. The entire range of works on the transfer of Russia to the digital broadcasting system should be completed by 2015. ”
In accordance with the concept of the Ministry of Communications for experimental broadcasting, the European standard DVB-T (for television) and T-DAB (for radio) is recommended. The broadcasting range has been selected in the region of 600 MHz, however, in accordance with international recommendations, ground digital broadcasting when launching in commercial operation should take place in the range of 790 - 862 MHz. During 2002, on the basis of experimental broadcasting, it is planned to choose technologies for serial production at Russian enterprises of equipment for digital ground broadcasting. The serial production of Russian equipment itself should be deployed until 2005. The deployment of regional networks is planned to be carried out in the period from 2006 to 2010.

The Netoscope’s network news agency adds to the above that the creation of experienced areas in two capitals and Nizhny Novgorod has been said since the beginning of 2000, when the Ministry of Communications has been presented in Russia of the system of satellite digital television. Directly about the preparation of this program was known back in 1999. Then the VGTRK announced the plans of the phased creation of experienced digital broadcasting zones. However, many decisions have not yet been adopted or implemented.
“One of the most important tasks of experimental studies in experimental zones for digital communication should be the choice of the standard of frequencies of electromagnetic signals, it should be agreed with the International Union of Electric Network,” the press service of the Russian agency of management systems (RAS), which is part of the structure of the Ministry of Communications of the Russian Federation, noted.
