The doctor occupied the mentally ill, as it became known yesterday, the prosecutor's office of the Oktyabrsky district of Yekaterinburg sent a lawsuit to invalidating the agreement of the privatization of the apartment belonging to a mentally ill as a legally incompetent citizen, as well as the eviction of a psychiatrist and her son who occupied this premises.Materials of the prosecutor’s inspection to initiate a criminal case on the fact of fraud are transferred for consideration to the district police department.
As explained to the Prosecutor's Office of the Gazeta correspondent, the patient’s housing rights were violated by the doctor of the psychiatric hospital No. 6. The prosecutor’s audit found that in September 1997, the psychiatrist established the guardian over a citizen living in a two-room apartment on Belorechenskaya Street in Yekaterinburg. By abusing the rights of the guardian, she registered herself and her son on the patient’s housing, and in April 2004 she privatized this apartment. In July 2008, an incompetent citizen was removed from registration at the place of residence and was placed in the hospital of the Berezovsky neuropsychiatric dispensary for state support. The psychiatrist repaired the room and drove into the apartment with her son.
Based on the results of the audit of the prosecutor of the Oktyabrsky district, a lawsuit was sent to the court to evict a psychiatrist and her son from this dwelling. In addition, the prosecutor was submitted to the chief physician of psychiatric hospital No. 6 with the demand to eliminate the violation revealed by the prosecutor’s audit. According to Rimma Bobina, senior assistant to the media in the media of the Sverdlovsk Region, a court decision is expected within two weeks in this situation, after which the bailiffs will free the apartment. “Unfortunately, violations of the rights of mentally ill are there,” said Bobina. - In December 2007, the court examined the case of the prosecutor's office in the Pervouralsky Psychoneurological dispensary No. 2. There, the accounting department calculated a 25% pension of elderly patients and mentally ill disabled people for the needs of the dispensary. But in fact, computers, furniture were bought, business trips were paid to staff, but he bought clothes and even jewelry. In total, in the amount of more than 700 thousand rubles. ”
In the League of Protection of Patient Rights, the correspondent of Gazeta reported that, over time, cases of infringement of the rights of mentally ill in Russia are not less. “According to the reports of the Commissioner for Human Rights, Vladimir Lukin, from about 500 complaints on medical issues, half are complaints of patients with mental illness and loved ones of such people,” explains Alexander Savensky, head of the patient protection league. “However, no action so that the Commissioner for Patient Rights to appear in Russia does not occur.” For unclean relatives or doctors, the property of patients with mental illness seems to be a draw, they emphasize in the league. “The patient remains to take housing from the patient,” explains Dmitry Aivazyan, lawyer of the patient’s protection league. “Most often, such abuses come equally from the doctors, the administrations of the boarding houses, where the patient, or relatives are under treatment.”
