Officer families will gain access to preschool institutions without queue, the State Duma Committee on Thursday approved the amendments to the law “On the status of military personnel”, which establish priority for the military families in the distribution of seats in kindergartens. The project was introduced by the chairman of this committee Viktor Zavarzin and has already received a positive opinion of the government. As the newspaper correspondent in the apparatus of Zavarzina was informed, the consequence of the adoption of amendments will be mandatory access to kindergartens for children of officers.
“Military personnel whose kind of activity involves frequent changes in places of residence, as a rule, are limited to the right to accessibility for their children of preschool education in comparison with other citizens, since it is usually necessary to stand up for a kindergarten,” said Yana Gordievskaya, spokesman for the head of the committee.
The explanatory note to the bill also indicates that at one time the Ministry of Defense transferred most of his departmental kindergartens to the municipal authorities, and now the “military” kindergartens remained only in closed military towns.
“Thus, the federal executive bodies, in which the federal law provides for military service, cannot and should not (except for closed military garrisons) on their own and funds to provide children of military personnel with places in children's preschool educational institutions,” the note says.
The head of the Commission of the Public Chamber of Russia for Veterans, military personnel and members of their families, Alexander Kanshin, in principle, approves the adoption of such amendments, but the federal center, in his opinion, should now compensate for the costs of the municipal authorities.
“As a rule, it is the problem with the construction of a child in a preschool institution that the wives of military personnel, having the opportunity to find a job, did not implement it in many ways, especially in units located in remote areas in district centers,” Kanshin told the newspaper correspondent.
