Muscovites will be able to reconstruct houses at their own free will in Moscow are preparing an experiment on the reconstruction of houses on the initiative and with the financial participation of residents of the capital. The presented GUP “Office of the experimental development of microdistricts” (State Unitary Enterprise UEZ) of the city of Moscow experimented the Moscow City Duma deputies approved, and soon the administrative document on pilot projects may be issued by the city hall.

According to the General Director of the State Unitary Enterprise UEZ Valery Silin, buildings of 480 city microdistricts need reconstruction. “We are talking about areas with a mixed housing stock: panel and brick five-story buildings of unreasonable series, old eight to nine-eater houses, Stalin, low-rise buildings,” the head of the Mosgorduma Commission for promising development and urban planning Mikhail Moskvin-Tarkhanov explained in an interview with the newspaper. “The necessary overhaul is slow here: this is too much load on the city budget, and residents cannot pay it.”

The proposed scheme is as follows: residents collect the initiative group that finds the management company and sign the contract with it. After that, the residents are embodied in the project by the architect. And only then does the Moscow government join the contract as a third party. “It can decide on subsidizing the project if it is commercially disadvantageous,” says Moskvin -Tarkhanov. “The city hall may act as a guarantor of attracting credit funds - Sberbank of Russia has already agreed to work according to this scheme.”

The idea should appeal to the townspeople: they get the opportunity to expand their living space. “A person can get a new apartment in the built -in superstructure to the house,” explains Moskvin -Tarkhanov. - He will pay for the difference in meter, and he will pay only the cost of construction plus a fixed profit of the investor. It turns out about 2.5 times lower than the market value. ”

The experiment is supposed to be carried out in three to five microdistricts in different parts of the city. “There are already proposals from residents from the Kuzminki and Moskvorechye districts,” the Executive Secretary of the Muscovites Committee Alexei Navalny told the newspaper correspondent. He is sure that after launching a pilot project, there will be no shortage of initiatives. True, wealthy residents of the city center who have money for the implementation of such projects are practically excluded. “The historical center is not ordinary development,” explains Moskvin -Tarkhanov. So the reconstruction plan, say, the Ostozhenka will still be lowered from above. And on the outskirts of Moscow, rich residents are not enough. So, you need to lure investors there - during the experiment in this role, the State Unitary Enterprise will be played by the State Unitary Enterprise. But private investors are not enthusiastic about the idea. “We had a negative experience in reconstruction of the house with a superstructure of floors in Lytkarino,” Oleg Pronin, general director of Peresvet -Invest CJSC, told the newspaper correspondent. “It turned out to be unprofitable: the company received only 5-10% of profit.” The construction of a new house brings investors 50-70% of profit. “If the mayor's office completely refuses to profit in such projects and invests in the creation of engineering communications, if investors do not have to give the city a share in the built superstructures, then the commercial attractiveness of projects will grow,” Navalny is sure.
