The law on the support of housing construction has been adopted by legislation for building housing construction is finalized by the Stakhanov pace. And last Friday, the State Duma deputies adopted the bill "On the Promotion of the Development of Housing Construction" in the third reading. Judging by the zeal of people's chosen ones, in a week, the country can receive a law that, already in the fall, may bear the first fruits - specific federal land plots distributed to the regional authorities for the construction of housing on them.

Developed in pursuance of the decree of the new president of the Russian Federation, the bill provides for the creation of a non -profit organization - the Fund for Assistance to Housing Construction. It will accumulate land plots seized from federal departments. We are talking about the lands now under the jurisdiction of the Ministry of Agriculture, the Russian Academy of Sciences and the institutions created by them, which are practically not used. According to the Ministry of Regional Development, this is up to 1 million hectares in the country. Interestingly, the lands of the Defense Department will not affect the lands of the Ministry of Defense. Having ahead of the leadership of the state, the military managed to create two organizations (one of them - “Spetsstroy”), which will be engaged in the integrated development of territories in the administration of the Ministry of Defense.

The seized lands, as expected, will be equipped with integrated development projects and transferred to the authorities of the constituent entities of the Russian Federation. Those, in turn, organize the distribution between tenants, as stated in the bill, mainly through auctions. The vocabulary of the constituent entities of the Russian Federation by federal lands was established in three years, after which the land will be selected from the negligent governors of the Earth and, most likely, are put up for auctions.

A week ago, an anonymous source in the government informed one of the news agencies that the government commission, which will be headed by the first deputy prime minister Igor Shuvalov, who oversees property issues in the Russian government, will be distributed inefficiently used lands for housing construction purposes. However, as stated in the bill, the decision on the creation, work and composition of the interagency collegial body (most likely, we are talking about the government commission. - "Gazeta") the Government of the Russian Federation must adopt before October 1 of the current year. Until the same date, federal officials must determine the parameters of the property contribution, fill the fund with lands and cash to build up the potential of housing construction.

The position of the head of the Fund is considered the candidacy of Alexander Braverman, the President of the Russian Association of Marketing, the head of the Commission for the Development of the Market of Affordable Housing under the Presidential Council for National Projects, the ex-head of the minimum perception, which played a significant role in the process of privatization in the 1990s.
