The capital's authorities promise cultural citizens not only mass propaganda, but also quite material benefits: an increase in the total area of cultural institutions by 2.2 million square meters, gradual informatization of libraries, and so on. However, these indicators have the flip side: officials offer the effectiveness of the program to determine by indicators who have nothing to do with culture. For example, by how much the attendance of the Moscow zoo will grow in three years. For all this pleasure, by the way, about 79.2 billion rubles will be allocated from the city budget, and in addition, about 44 billion rubles from extrabudgetary sources will be attracted.
As stated in the draft resolution, the studies of the Moscow Institute of Social and Cultural Programs-the capital state institution were based on the proposals on cultural policy. The results of the study are very remarkable: it turns out that about 70% of Muscovites believe that the state is obliged to protect the culture of Russia from the "expansion of the soulless Western culture", and offer the introduction of moral censorship. In addition, recognizing the global significance of Russian culture (73.8% of respondents), most Muscovites (66.3%) believe that the protection of spiritual and moral heritage, historical and cultural traditions is a priority for Russia.
Where the researchers found so many conservative Muscovites, a separate issue. In any case, in theory, the city hall should have grabbed the head and think about how to correct this state of things: after all, one of the declared goals of the program is the integration of Moscow culture into the same corrugated western cultural space. However, the city hall did not grab their heads: apparently, the study ordered by the authorities miraculously coincided with the ideas of the customers themselves.
As a result, among the basic principles of the formation of the program “Culture of Moscow”, “attitude to objects of culture and the results of creative activity as a means for the formation of a positive value orientation of the population, especially young people” appeared. And among the main tasks of the program - “the formation of patriotic feelings and consciousness of citizens on the basis of historical values and the role of Moscow in the fate of Russia and the world, the preservation and development of a sense of pride in its capital.” Translated from the bureaucrat to Russian, this means that grants and other material support from the Moscow government will be received only by those cultural figures who correspond to the ideas of officials about aesthetics and morality. Proposals for creating an independent expert assessment of cultural projects in the program were not noticed.
What can we say about the support of libraries, theaters and museums owned by the city. The “spiritual and educational” component authors of the program managed to shove almost into every section of the program.
For example, the theaters are supposed to expand the repertoire, taking into account the target youth audience (and, as you know, she needs more patriotism). Including the system of targeted state order will be expanded. From the section with the funny name “Cinema and Films” it follows that officials intend to patronize the rental of Russian films. Plans have already been voiced: to purchase 160 new films of domestic production and bring the number of sessions of such films to 2.5 thousand a year. About whether there is so much quality product in Russia, in the Moscow government has not yet thought.
Finally, among the priorities of the program of the program-the development of a network of cultural institutions of the district level, including objects of social orientation, "aimed at the spiritual and moral education of the children's and youth audience."
At the level of the MKAD belt and below
So far, from the dominance of the propaganda of Muscovites, it seems only that cultural institutions in the city are a clear shortage. Special problems with the provision of objects of district significance (institutions of additional art education, music schools, libraries, leisure centers and clubs). In 15 districts of the capital, there are no such institutions at all as a class, the program project says. And residents of 25 districts are almost completely suspended from culture. This “allows us to conclude about the“ obstruction ”of the cultural space and the absence of conditions for cultural education and education of residents in the areas of the capital adjacent to the Moscow Ring Road,” the authors of the document admit. They also found other problems: in the existing “artists” and “music” there are not enough equipment, poorly trained teachers work there, institutions are practically not adapted for the access of disabled people.
The Moscow government promises to correct this provision: the “three -year -old culture objects in the Moscow Belief of Moscow belt” was announced, as recorded in the program. First of all, this means massive construction and reconstruction. At the district level until 2010, 60 cultural objects will be built and 35 cultural objects will be reconstructed. At the city level, 93 objects of culture will be erected at the same time and 103 objects will be reconstructed. And in areas that culture still will not reach, they will organize, for example, the departure of “bibliyatobuses”. In total, by 2010, the metropolitan culture will increase its area by as much as 2.2 million square meters. m. The share of the storage units of the funds of museums and libraries listed in the electronic catalog will increase by 40-50%, the number of institutions that have Internet access-by 30%, the number of computerized jobs-by 30%.
Rest in the zoo culturally
The capital’s authorities promise not only to build, promise and introduce innovations in the field of culture. For example, “intellect centers” (with the development of information technology in the library sector) will be created on the basis of existing libraries, and in addition, youth will give “creative centers”. In these establishments, as planned, young people will generate new ideas.
Among the innovations, a new approach to the financing of the metropolitan culture is also named. It is supposed to introduce “budgeting focused on a socially significant result, which is evaluated on the basis of quantitative changes in the main indicators of socio-economic efficiency of the implementation of services in the field of culture”. About what criteria will be evaluated and for what to issue money can be judged by the table given in the certificate. These are natural indicators used to determine the effectiveness of the entire system of program events. The conclusion is simple: if you want money from the Moscow government - drive to the theater, for example, a company of soldiers, and the cultural level of metropolitan life will ascend to an unattainable height.
"Third Rome" for export
It is interesting that the capital’s authorities intend to sell all this heavy cultural product not only in the domestic market. The concept of the program implies the active export of the metropolitan culture abroad. And here, too, the authors of the program assure, a new approach was found. “The most important innovation in the development of international and interregional cooperation,” the document says, is the subordination of all projects to the idea of a targeted formation of the international image of the metropolitan metropolis as a center in the creation of a new cultural world order based on the unity and diversity of cultures. ” For some reason, this innovation, like most others, gives a pungent smell of Naftalin.
How do you fight immorality?
Pavel Lungin, film director
I don’t seem to struggle with her, but I just make a movie as I understand him.
And what is immorality? There are some words-blizzards that everyone is afraid, but no one understands them, but sometimes it leads to the campaign. Maybe forbid young people to make love? But making love is not immorality.
Andrey Wulf, Member of the ATP
I do not struggle with immorality, nor morality: it is pointless, especially administrative methods, which is simply harmful to society. With immorality, one can only fight within yourself thanks to self -improvement, reading of positive literature, and appeal to religion. It is possible to learn morality - in the family circle by raising their children.
As for the possibility of conducting gay parades in Russia, there is nothing immoral and bad in them. And throughout Europe, they safely pass as large municipal tourist events. But in our conditions, they provoke clashes and injection of unhealthy relations in society both from the sexual minorities themselves, who are experiencing a large burst of homophobia in connection with their initiatives, and from the religious and guardian oriented community that once again reacting to this like a bull on a red rag.
On the one hand, a gay parade is an untimely and not very necessary undertaking of its organizers, but on the other hand, the ban on its holding is also wrong.
Natalia Narochnitskaya, deputy chairman of the State Duma Committee on International Affairs (faction "Fair Russia -" Homeland ")
In all my speeches, I try to enlighten and remind that freedom of conscience is not freedom from conscience. It is necessary that a person always moves a clear distinction between sin and virtue, and all these nonsense, that “any manifestations of a human personality is a manifestation of freedom” are perceived as the right to commit any abomination and indecency under the guise of freedom. This has never been characteristic of Russian culture.
Yes, we are all sinful, but for now we realize that this is a sin, he does not master us. A similar worldview frame should be a barometer for the media. And on our screens, our charming girls (compared with which foreign young ladies like pins from a piece of wood) how they begin to swear - and as if their living toads crawl out from their mouths.
All democratic Western countries in various ways protect their art, in particular, determining the volume for films of US production. It is noteworthy that in the vast majority of these paintings, the struggle of two sinful plans takes place with a red thread, but it is assumed that the viewer should sympathize with someone, although everything is just criminals there. Involuntarily gets used to sin - and you sympathize with more daring and skillful.
I am sure that sooner or later it will disappear from the screens, but everyone is afraid of the words “censorship”. I am also an intellectual, forced to write with encoded formulas at one time, but it is necessary that all the media simultaneously raise the bar. And the advertising will not go anywhere. Our people are not a fool: when the "idiot" showed, then all the ratings went off scale. And television intentionally underestimates the bar, appealing to the very low.
Nikolai Gubenko, deputy of the Moscow City Duma, artistic director of the theater "Commonwealth of Actors of Taganka"
I put the performances that encourage the viewer to think, including issues of morality and morality.
Abroad, there is a practice of higher advice in television, which do not allow excessive cruelty, violence and pornography on the screen. As soon as you talk about it with us, the whole press instantly stands on its hinders and says that we are introducing censorship. The performance of our Patriarch in the European Parliament is good, but very pointed, but inside the state the influence of the church is not felt. Although our positions are very strong and influence our believing president. However, as soon as the conversation comes in at a secular level, I remember, the president at the State Council answered Shakhnazarov: “We have a market, and this is the choice of a viewer.”
