What is the Afghan, is not supposed to be “Chechen” defends the state and the Society of Persons with Disabilities - Participants in the Military Equipment in Local Wars? Such was the topic of the press conference, held yesterday in the central house of the journalist. Communication of the leaders of veteran organizations with journalists was timed to the 15th anniversary of the All-Russian Public Organization of War Disabled in Afghanistan (LLC). But it was primarily about veterans of both Chechen wars.“Now the 20 -year -old guy comes without legs from Chechnya, and he is not supposed to be out of turn, vehicles and monetary compensation,” said the chairman of the LLC, the cavalier of two orders of the Red Star Andrei Chepurnaya. “The state of the state’s disabled attitude towards the needs of military disabilities causes fair indignation among this category of citizens.”
The number of participants in both Chechen wars has already exceeded the number of Afghans' warriors. Over the incomplete ten years of the Afghan war, 620 thousand soldiers and officers served as part of a limited contingent of Soviet troops. And according to the most modest calculations, about 1 million federals passed through Chechnya.
At the same time, the "Afghans" are recognized as participants in hostilities and equated by status to veterans of the Second World War. And Chechnya is not recognized by the war, and those who served there are considered not veterans, but for military personnel.
Accordingly, the benefits laid down by him are not determined by the law “On Veterans”, but by the Law “On the Status of Military Personnel”. Partly the social problems of the "Chechens" are trying to solve regional authorities. For example, in the Moscow region, disabled people Chechnya and Dagestan pay a monthly 3100 rubles. The former soldier who is left without a livelihood, such an amount is unlikely to help. In addition to the treatment of physical ailments, the vast majority of “Chechens” need psychological, if not in psychotherapeutic assistance.
This is a terrible PTSR
“The clinical consequences of post -traumatic stress disorder (PTSD) for veterans of the First Chechen war are more destructive than the Afghans and veterans of the Second Chechen War,” Vladimir Agishev, chief physician of the St. Petersburg Psychiatric Hospital named after Skvortsov -Stepanov, where participants in the local wars were treated. “There were more a bark in the first war, in the first war, in the first war, in the first war, in the first war. In Russian society, there was no feeling at all that the battle was going on a just cause. " In addition, the doctor notes that the educational and cultural level of “Chechens”, as a rule, is lower. The "Afghans" returned to the poor but stable country - the USSR. The youth of those who in 1994 stormed the Grozny, and in 1999 knocked out militants from Dagestan, fell on the 1990s, with their criminal revelry and social disorder.
The Afghan war is recognized as meaningless and bloody - 14 thousand Soviet soldiers died there. But the Last War of the Soviet Union was a goal and justification: assistance to the fraternal Afghan people, international duty.
Since 1999, the losses of the federal forces in Chechnya have been ranging from 3.5 (according to the Ministry of Defense) to 17.5 thousand people (according to the Committee of Soldiers' Mothers). For what Russian soldiers were killed - power itself cannot determine: either for the sake of the constitutional order, or in order to combat international terrorism.
According to many relatives of the “Chechens,” even if the soldier returned healthy and undeclared, he is hard for him to find a job. Because they are often treated with cautious. “The war is sharply changing a person. What is impossible in peaceful life, the norm is there,” the psychiatrist Vladimir Agishev emphasizes. “He who returned from any war feels terribly lonely. He survived the test, experience that the persons who are unable to fully understand and evaluate. It is very important to find a support point in this world, it is important to feel the necessary.”
Where to go to the soldier now?
Unlike veterans of the Afghan war, united at least in two all -Russian associations - LLC and the Russian Union of Afghanistan Veterans (RSVA), the Chechens warriors that are not related to special units veterans that would lobby their interests at the federal level.
It remains to hope for help from above. According to the chairman of the Society of Afghanistan Disabled Afghanistan, Andrei Chepurna, as part of the federal targeted program for assistance to disabled people, the government developed measures to support and rehabilitate the participants in local wars. “The federal target program adopted this year is a real breakthrough in the social protection of disabled persons of military operations,” says Chepurnaya. “It includes the implementation of a specific, calculated by the years of rehabilitation of disabled people, primarily those who were injured during hostilities in Afghanistan, Chechnya and other hot spots.”
The program, designed for 2006-2010, is a large amount - more than 2 billion rubles. True, if this money is divided only into those who went through Chechnya, it will turn out less than 2 thousand.
But here's the catch. "In 2006, it is planned to allocate more than 530 million rubles for the social rehabilitation of disabled people. Unfortunately, this program has not yet earned, and we have not received these funds," said Andrei Chepurnaya. Once again, the defenders of the Russian state have to beg for what they are due.
How and what should the state pay soldiers for participating in local conflicts?
Alexander Rutskoy / former vice president of Russia, Hero of the Soviet Union, participant in the war in Afghanistan:
“Participation in local conflicts is not amateur performances. Here the state makes a decision. And if so, then people need to think about people. The family who lost the breadwinner should be no worse than when he was alive. Or if a person has become incapable of wounding, then he should also live in the same way as before the injury, and in theory it is better, because he defended the interests of the state.
But the state only gives them handouts! Families that remained without a breadwinner erasure a beggarly existence and uproot the thresholds in search of the truth, and disabled people - the heroes of Russia cannot get a job. So the State Duma - on the building of which it is necessary to make the sign "United Russia" - instead of transferring the holidays from place to place and inventing new ones, it would be time to pay attention to this problem and adopt the law. So that people can live with dignity. All this is easily considered, and then, by the way, the state will think, whether it is necessary to participate in local conflicts. ”
Magomed Tolboev / test pilot , Hero of Russia, participant in hostilities in Angola :
“ How many local wars we had! Afghanistan is understandable. And Korea, Vietnam, Czechoslovakia, Angola, Egypt?! When I was a deputy of the State Duma, he repeatedly said that all the participants in these wars should be equated with the heroes! When I fought in Angola, my passport was taken from me! The planes with our pilots were shot down there, and the leaders of the country said that we were not participating in this.
I have no words about the representatives of the state, led by Zurabov ... We fought, and they are fattening! Thanks to the country! Yes, I don’t need anything, you give the old men who are already shaking. I have an honor. "
Mikhail Tanich / People's Artist of Russia, poet:
“Now it’s a completely different state, only people are the same. Of course, these people must be supported, they are victims of state imperial policy. Only recently they began to talk about what we were in Vietnam, in Egypt.
I think they can be called heroes. After all, the soldier is fighting not for his interests, but because he is a soldier who executes the order. Such people generally should be on the maintenance of the state. The Americans, the disabled war in Vietnam, received a huge allowance equal to almost the cost of the house. Unfortunately, this is impossible for us. But they need to pay pensions, however, not to scream about it, because the fight has long ended.
Then they were silent, and now we must be silent about heroism. Russia will pay for a long time for the sins of the state called the USSR. ”
Rustam Tursunkulov / commander of the assault group of the "Muslim" battalion, participant in the capture of the Amin palace in Afghanistan:
“My father told me that earlier the participants in the Great Patriotic War for military awards went to surcharges. Then they told Stalin that there were a lot of rewarded, and the country's economy could not stand it, “ask you to cancel” ... They left the supplement only to the heroes of the Soviet Union, Social Labor and the full gentlemen of the Order of Glory. And legless and wretched, but awarded, turned out to be thrown away.
Everyone has already understood that the “execution of international duty” is just a laughter. We completed the debt, received awards, and if we ask you to ask for money ...
We probably will probably not understand us participants in the so -called local conflicts now. But those who have lost their health in such wars - for example, by wound - it is necessary to somehow include and pay them to the system of medical rehabilitation, but no one still thought about it. I would like us, participants in the local wars, would pay 50% for utilities - this would be better than all compensation, because people have small salaries. But surcharges should not go against the surcharge of the Participants of the Second World War, labor veterans and Chernobyls.
There is no need to stick out us, especially while the Zurabovs with the company sitting, nothing good will work. I wanted to go to the sanatorium, and I was only recorded for February. I was rushing to go to their things now! The Americans have a solid pension, and the benefits were when entering institutes, and loans at low interest, and huge payments. We have nothing. ”
