The speaker of the Moscow City Duma spoke about the youth policy yesterday, the speaker of the Moscow City Duma (MGD) Vladimir Platonov spoke about the youth policy of the capital's authorities. First of all, he spoke, of course, about the Moscow Youth Duma (MMD) - the corresponding draft of the resolution has already been submitted by the United Russia to the MGD. However, Platonov also shared his common vision of the problem: how students can be useful to the city.Gryzlov is wrong
The metropolitan government already has a youth understudy. This body has been working for a couple of months, and students even performed several times at meetings of the "adult" composition of the city hall. And in August it will be replaced in general for a while. “I, along with the rest of the Muscovites, will watch with interest what will come of it,” Platonov said rather ironically.
In any case, according to him, the ministers who received the instructions of the mayor of Yuri Luzhkov "rejuvenate", the task was easier than before the MDD. In the executive branch, everyone except the mayor is appointed. But what to do with parliament is not very clear yet. Judging by the project entered in the MGD, 15 members of the Youth Duma will be proposed by the Association of Municipal Education from among young (18 to 30 years) district deputies. The remaining 20 vacancies will be occupied by young people from parties who have passed to the Moscow City Duma - in accordance with the number of "adult" mandates.
However, on this subject there is no consensus even among the "United Russia". Vladimir Platonov so doubts about the expediency of the youth parliament. If only because his powers are not entirely clear. The speaker offers another scheme - create a youth expert council at MGD. So that it is precisely the experts to enter it, "and not everyone who wants to speak out."
Moreover, Platonov said that he did not want to artificially "rejuvenate" the ranks of the party members. This sounded with a dissonance with the recent demand of the leader of United Russia Boris Gryzlov to introduce 20% of youth into the local branches of the party. However, the speaker of the Moscow City Duma does not want to go to the conflict and made a reservation several times that this was his personal opinion. And if the party makes another decision, he will obey him.
You would go to the gardeners ...
“Real work”, “useful things” - Vladimir Platonov repeated similar phrases with enviable regularity. And he recalled how he gathered scrap metal in the Soviet years and followed the public order. Similar words were not so long ago to hear from the head of the Moscow Committee on Family and Youth Affairs Oleg Pilshchikov (see the newspaper of March 6). The capital's authorities, repeatedly repeating that "now it will be wrong," nevertheless look at their happy and organized past.
“For example, in Moscow, the exact number of trees is still unknown, and in Berlin there is a sign on each,” Platonov outlined the circle of work for young people. He also invited schoolchildren and students to vaccinate poplars so that they would all become “men” and not dust.
Opposition request not to worry
The theory of useful things in their interpretation of the "United Russia" is also used in the "adult" Mosgordum. They have repeatedly stated that the parliament is not a place for political debate, nodding at a small but active opposition. However, as Platonov assures, in the MMD or other youth organ with the opposition, the opposition will not close the entrance. If only her representatives were not extremists or nationalists. This statement, judging by the existing practice, is quite dubious.
“When Luzhkov announced the formation of the youth government, we proposed to each capital's minister the candidacy of Dubler from our party,” Ilya Yashin told the “newspaper” leader of the youth apple. “Each of our nominees had a solid resume, but within a month we did not receive an answer from the government. And then it turned out that we were collecting all the understudies from the Luzhkovsky analog "Civil Change".
According to Yashin, the new youth initiative of the capital's authorities will be "as a tie that seems to be necessary, but does not carry any useful functions."
Yashin, by the way, competed with Platonov in the last elections to the Moscow City Duma. “Dear man,” the speaker recalls. “Only instead of doing good deeds, he tore off posters and conducted unauthorized rallies.” The spirit of partnership is evident.
