The government continues to advance on the same rake - to save domestic manufacturers at the expense of domestic consumers. The butchers, for example, received a multi-billion dollar national project and dragon imported quotas, in many respects because of which the monetary authorities cannot curb inflation in any way. Yesterday, the local textile workers and shoes were lucky - according to the new import rules, imported goods rise in price by at least 30%.
Control weighing
Since yesterday, the rules for importing goods to Russia have become tightened. According to the government’s decree that entered into force, citizens are allowed to import no more than 35 kg of luggage duty -free instead of the current 50 kg and only on condition that you travel no more than once a month (now once a week). Without changes, only one of the current conditions of duty -free import remains - the cost of imported baggage. It still should not exceed 65 thousand rubles. However, as the director of the state regulation of foreign trade and customs affairs of the Ministry of Economic Development, Galina Balandin, said yesterday, the government will also revise the value assessment of the imported by the end of the year. Naturally, in the direction of reduction - to 15 thousand rubles. The Ministry of Economic Development expects that the State Duma will accept the corresponding amendments to the Customs Code in the fall. In this case, shopping abroad without risk to run into additional costs on the border in the form of customs duties will become unsafe.
Confiscation
“It is clear that customs officers may not track the second fur coat or a third couple of jeans. On a harmless scale, the import of goods into the country is not an object of strict control by the state,” says Galina Balandina. However, it is obvious that if desired, customs officers will be able to track anything. According to the head of the Department of the Ministry of Economic Development, control will still be carried out selectively. So, there are no guarantees that the choice will not fall on you. Especially when the authorities should discern baggage for duty -free imports to the amount slightly higher than $ 500. Galina Balandina emphasized that for goods intended for personal use, exceptions will be made, but only "for single." “In this case, goods can cost more than 15 thousand rubles and they can be imported duty free,” she explained. Currently, the Ministry of Economic Development is developing special criteria, according to which customs officers will be able to determine whether goods are imported for sale or for personal use.
By the way, until recently, the head of the Federal Customs Service (FCS), Alexander Gerikhov, called the amount of 30-35 thousand rubles permitted for duty-free luggage permitted for duty-free luggage permitted for duty-free import (see the newspaper of January 26), that is, about half the current 65 thousand rubles, but twice as much as the Ministry of Economic Development proposes. It is clear that the second fur coat was automatically in the category of "risk goods" and with such a not so radical restriction. But importing several pairs of jeans and sneakers for yourself could be relatively safe. In the conditions of a 500 dollar barrier, a person will have to make a choice each time: either go and give up to customs officers, or rely on at chance and go with a “green” corridor. However, in any case, you will have to think in advance that the “round” amount in case of unplanned duties that will have to be paid if the inspectors still “choose” remain in the wallet.
Those who do not go abroad do not go, but nevertheless prefers imported goods to domestic goods, will also have to fork out. According to Galina Balandina, prices for goods traditionally imported by shuttles, such as clothes and toys, can soon rise "30% and higher." And the fact that from this amount, according to her, it is possible to subtract the expenses of those who have so far used the services of shuttles to import goods into the country and thereby laid these costs in the price of goods, serves as a weak consolation for consumers.
Reselling stolen
Formally, tightening the rules for importing goods to Russia are directed against shutters. According to Galina Balandina, experts are currently evaluating the volume of clothing and shoes imported into Russia in 20-30% of the total import of imports in the European territory of the country and 60-80% in the Far East. "We must be grateful to shuttles who, at a certain stage in the development of the economy, dressed and shoes the whole country. But now we have a different economy. It is time to take care of domestic manufacturers," she said.
Speaking on February 16 at a meeting of the FCS college, the head of the Ministry of Economic Development, German Gref, set the task for customs officers to bring this year the share of “gray” import of electronics, household appliances, clothes, shoes and furniture to 15% (see the “newspaper” of February 17). Obviously, the new rules for the import of goods by citizens will come to customs officers in this situation very by help. Yes, and domestic manufacturers, first of all, in the field of light industry, which, as the head of the Ministry of Economic Development of German Gref recently admitted, he can no longer “look into the eyes”, there will be nothing to bring to the Minister as new accusations. There are no complaints about innovations with large importers. Obviously, any tightening regarding shuttles is only at their hands. Although, for example, on the price of mobile phones or digital photographic equipment, in the "gray" import of which the contribution of shuttles is still great, customs innovations will probably be affected.
Are you ready to share with customs?
Andrey Makarov / Deputy Chairman of the State Duma Committee on Budget and Taxes:"I am always ready to share with the state if it has the right to do this. But I do not want to share with customs. In any case, I have never been a shuttle. But I agree that their business is normally regulated. Let them pay. The main thing is that this does not create the soil for customs officers in relation to citizens importing goods for personal consumption. And as for purchases abroad, then everything was more expensive in Russia, then everything was more expensive in Russia. Now the prices are approximately the same.
Yuri Mamleev / Writer:
"I am a law -abiding person, and I think that if they did it, then this is normal - the state is more visible. In general, I do not delve into these things."
Alexander Chuev / State Duma deputy from the Homeland faction:
“On the one hand, it turns out that these measures are aimed at maintaining a domestic manufacturer: there will be less foreign goods, and our manufacturers in conditions of reduced competition will be able to reduce prices. But if in practice it turns out that the goods that are not produced in our way are upset, it is completely inappropriate. As a result, the consumer will lose. Obviously, this is an attempt to stop the activities of shuttles. And this is completely wrong! The shuttles provide us with cheap clothes, whose replacements are not in our market. If the shuttle channel is blocked, in the end in the markets we will find the same sheepskin coats and jeans, only more expensive. ”
Victor Yun / General Director of the Standard Reserve Insurance Company:
“If I bought a thing and enter it into the country to sell and cash in, then such restrictions must be introduced. And if I bought it for myself, then why should I also overpay? I’m crying quite a few there, plus I take it here. Another thing is if a person imports cheap shoes or shirts with a container, it is clear that for sale and in this case you need to share. ”
Ivan Novitsky / Deputy of the Moscow City Duma, Yabloko faction - United Democrats:
“How is it possible? This cannot be allowed! This is nothing more than voluntarism - to create such a government decree. The real madness, from which a lot of simple poor people will suffer. Everything should be done in order to prevent such a prejudice of the human right of the document. If a sort of awkward lobbying of our manufacturer takes place at the highest level, and not due to improving the quality of Russian goods, then ... It is necessary to not only criticize such actions, but also try to cancel them in a legal way.
Eduard Vorobyov / Colonel General, Member of the Federal Political Council of the ATP:
“I hear about this for the first time. I regard such a short-sighted step as an unacceptable. The one who offers this, is it for a domestic manufacturer? We only bother it with this step: we create greenhouse conditions, make it uncompetitive. It will become more lazy! What is the prohibitions on the transportation of personal items from abroad, this undermines the prestige of Russia as a state that goes along the way of democratization. It is simply uncomfortable. When you return home, and you are about how many rubles to the grandchildren of gifts are in general, the need to collect some checks in order to prove to a person in a uniform that he does not deceive the state with such an approach that humiliates fellow citizens! ”
Sergey Kovalev / Human rights activist, chairman of the Memorial Society:
"A completely unlawful decision, a voluntarist absolutely. I don’t understand whether there can be any legal grounds for such customs restrictions and for such government decisions. In my opinion, this is a completely arbitrary decision, not based on anything and not at all in the most prosperous people. It must be canceled right away-so as not to disgrace before the whole world."
Evgeny Plushenko / Two -time Olympic champion:
"If I introduce several pairs of skates into the country, each of which exceeds the customs value, then how can I prove that all this is for personal use."
