In the main law, there is no contradiction with either the presidential or with the presidential and parliamentary form of government, a group of public figures who actively participated in 1993 in the preparation of the Russian Constitution, today convenes a scientific conference on the 15th anniversary of the Basic Law. Yesterday, part of the organizers, including the head of the History of the Russian State States of the Academy of Council of State, the former presidential speaker Rudolf Pikhoy, the president of the Fund of Socio-Economic and Intellectual Programs, the former head of the presidential administration Sergey Filatov, the president of the Constitutional Reform Fund, the former responsible secretary of the Constitutional Commission, Oleg Rumyantsev and professor of Moscow State University, former Presidential Assistant Yuri Baturi Batur It was recognized that the processes of the last eight years, in principle, took place within the framework of the Constitution, and the transition from the presidential to the parliamentary and presidential form of the board that is now being discussed will not require its renewal.“This part of the document can be changed by the constitutional majority with the approval of the regions. Probably, we will gradually come to this, ”suggested Filatov. The State Duma has a political force having a constitutional majority necessary for amendments, he noted. With the opinion of Filatov, Rumyantsev agreed. The transition from the presidential form of government to mixed is a matter of time, he believes. “You need to do something to balance the form of government,” he said.
In the framework of the scientific conference “Fate of Russia: Vector of Changes”, domestic scientists intend to share thoughts on the results of the constitution with foreign colleagues. “The conference is part of the events that the scientific community of Russia in the framework of the 15th anniversary of the Constitution,” Rumyantsev told the correspondent of newspapers. “They will end in December.”
Experts have not seen violations of the main law of the country by the authorities in the past eight years. But, as Baturin stated, this is not the merit of the president or government, but the result of the flexibility of the Russian constitution, he explained. “The political regime of the 1990s and today is significantly different. But not a single word in the Constitution has changed, ”added Pikhaya.
Filatov’s concern in the silent voice of the people is concerned. “In the past eight years, we fell silent,” said Filatov. - Power acts according to concepts. The concept of "presumption of innocence" is buried.
The people are silent, because legal nihilism reigns in society, Pikhaya believes. To comply with constitutional provisions, it is necessary to form legal awareness, he said. “First, the Constitution must open the authorities, and then the people,” Filatov added. An example can be taken from the ex-Prime Minister Viktor Chernomyrdin, who, according to Filatov, was greasy from frequent reading.
