Foreigners bankrupt the defense industry Russian intelligence agencies took control of the situation at the Stupinsky Fiberglass Plant OJSC - a unique enterprise of the military -industrial complex. The trend was clearly manifested here when foreign firms, introducing into defense enterprises as investors and shareholders, lead them to bankruptcy. Moreover, despite the three court decisions adopted in January, Russian shareholders - owners of the control package of shares - still cannot get to the SPS.SZS is a Russian monopolist for the production of fiberglass tanks of batteries for submarines. Now the plant not only does not perform state orders, but in general it was on the verge of bankruptcy. According to representatives of Russian law enforcement agencies, several years ago, 38% of the shares was acquired at the auction of the Canadian company Inline Fayberglass LTD, headed by Stanley Rokitski, a former citizen of the USSR. After that, the factory’s leadership, on the one hand, abandoned state orders, and on the other, the state could not entrust the secret production of the enterprise, the co -owners of which are foreign subjects.
Canadians promised to raise the plant, establishing the production of fiberglass bags for windows and doors.
But soon, through Interpol to Russia, it was a message that “three documents from Bank of Montreal, which look like legal letters-rates of loans, are actually fake ... Rokitski is now able to quickly take actions to lure money in order to avoid justice and our joint efforts to bring him to criminal liability, since the date of his appearance in the Canadian court is approaching every day. It seems that we are talking about millions ... ".
In a word, forgery bank guarantees were presented to the investment competition.
In addition, by agreement with his Canadian partners, Rokitski did not have the right to trade in technology for the production of profiles for doors and windows made of fiberglass. So the company was left without state orders, without windows and doors.
According to law enforcement agencies, Inline Fayberglass LTD began to appear at Russian defense enterprises in 1991. She placed the production of fiberglass windows and doors in the NGO “Composite” (city of Korolev)-the Russian head enterprise in the field of rocket and space materials and composite materials, the GPPO “Avangard” (Smolensk region, Safonovo)-produces corps for space missiles, Azimut CJSC (Orenburg).
Almost all of these enterprises after the investment policy of the Canadian company were subject to bankruptcy procedures. And by the end of 2001, OJSC Stupinsky Fiberglass Plant, OJSC.
By that time, representatives of the Ministry of Internal Affairs, the FSB and the Arbitration Court of the Moscow Region became interested in the case of the legality of the acquisition of the Rokitski shares. Then the Canadian resold his stake in the Stupinsky Plant OJSC National Oil and Gas Technologies (head - Fuad Uzbeks) at a fairly low price, obviously having an agreement on their reverse redemption, after the conflict around the enterprise is calmed down.
But the Uzbeks, according to representatives of the SPS, allegedly sold these shares of one large Russian financial and industrial company for a lot of money, and in another company tried to get a loan under them at the same time. And what is surprising, according to the State Register of Securities, these shares again found themselves among the two firms of Rokitski - Ontario Inc and Ontario LTD.
One way or another, Uzbekov should not have shares, as well as reasons to claim the ownership of the enterprise. However, he continues to lead him. Moreover, Uzbekov began to actively bankrupt the SPS. Canadian representatives, having delved into the situation, recalled their power of attorney to conduct affairs on behalf of Inline Fayberglass LTD, issued by Uzbekov and his lawyer Anvar Devalikamov.
Nevertheless, in December 2001, the Moscow Regional Arbitration Court decided to begin the bankruptcy procedure of the plant, and the representative of the Interregional Agro -Industrial Group CJSC Yuri Ryabovol (Uzbekov - one of the founders of this CJSC) was then appointed temporary manager.
The Stupinsky Tax Police simultaneously opened criminal case No. 108013 on the fact of the deliberate bankruptcy of the SPS. The first searches and excavations of documents in Uzbekov’s offices were performed.
At the end of last week, the Moscow Regional Court recognized the meeting of the SZS shareholders legitimate and their decision to choose a new board of directors. The Moscow Regional Arbitration Court decided to remove Ryabovol from the post of interim manager, and the Federal Court of the Moscow District canceled the arrest of 23% of the shares that were previously blocked at the initiative of Uzbekov.
