The deprivation of the FST of part of the functions is natural and connected with the government planned by the government to change the structure of pricing in the housing and communal services market. According to the Law “On the Basics of Regulation of Tariffs of the Communal Complex Organizations” adopted at the end of 2004, FST annually, before introducing the budget to the State Duma, establishes the maximum growth indices of prices for housing and communal services tariffs for the population in the regions. These indices are formed taking into account investment programs approved by local authorities and regional characteristics. Amendments to indices are also made by inflation forecasts of the federal government. The last time the maximum growth of tariffs will be set, as the law says, for 2010. After that, regional energy commissions should be regulated.

In addition, the government of the government should distribute subsidies to the regions. Financial support is associated with rising fuel oil prices. The government intends to allocate 3.2 billion rubles by the end of this year to the regions in which fuel oil is the main energy at energy and housing and communal services facilities.

Territories with high risks of passing maximums of energy loads in the autumn-winter period, in need of additional financial support, were classified as the Kamchatka and Primorsky Territories, the Arkhangelsk and Murmansk regions (it is proposed to provide them with 419.8 million rubles, 474.2 million rubles, 871.6 million rubles and 1,474.6 million rubles).

In addition, 400 million rubles will be allocated for the resettlement of citizens living in the landslide zone of Malgobek in Ingushetia.

The Altai Republic will receive 200 million rubles to eliminate the consequences of the earthquake, and Sakha (Yakutia) - 200 million rubles to eliminate the consequences of floods.
