The answer is negative. In the heads of state husbands, not at all accidental fermentation of minds occurs. Not accidental because state -owned men would not be state -owned men if they had not seriously thought about the inevitably approaching presidential elections. Such elections, even if they are not too burdened by the expectations of dizzying intrigues and sudden revelations, are always a historical milestone. At least in the sense that they give an occasion to nominate new political models, as Gryzlov says, or generally new political thinking, as the first and last president of the USSR used to say.
By the way, in April Vladimir Putin may make the next appeal to the Federal Assembly. Perhaps some unambiguous signals will sound there. However, the appeal may not be followed in April, but the president can save signals for 2007. Therefore, fermentation of the minds occurs so far in amateur mode. All the more curious coincidence in the views of Gryzlov and Gref.
The economic program for the next president is already in full swing in the so -called expert community. And honestly admitting that they do not know the "customer". So the experiment is almost pure form.
And here is his first and very important result: all, even those who managed to grow, then at least grow on “liberal values”, admit that the correction of economic policy towards liberalism is inevitable. The differences in approaches are reduced to the search for new "limits of permissible."
It is curious that with the "scissors", that is, with the limiting lines that outline the range, where you should look for new landmarks of economic policy, most experts agree. On the liberal side, these are clearly impracticable proposals of the recent economic adviser to President Andrei Illarionov (reducing the cutting price of a stab fund to $ 17, reduction of government departments, the abandonment of the investment budget fund and special economic zones, equating external debts of state -owned companies with the external debt of the state). On the state side - a further expansion of the practice of nationalization in oil, aviation and automotive industry. The prepared programs-2008 differ in the degree of asymptotic proximity to a particular restrictive line.
Let us return to the Lord Gryzlov and Gref. The priority in the “models” of economic policy they offer - one investment. In principle, it is non -alternative, especially if you have before your eyes the degree of wear of production funds of Russian industry. The differences are where these investments to expect.
Gref revives the structure close to the resting Gosinkor. Gryzlov for the role of a guarantor is not right and freedom, and investments are offered by a stab fund. Here, in fact, is the whole difference. Well, the continuation will definitely follow.
