The owners of undisciplined dogs and unvaccinated cats will have to fork out the Mosgorduma environmental policy commission today will discuss the draft amendments to the metropolitan administrative offenses (Code of Administrative Offenses), which provide a significant increase in fines for violation of the rules of maintenance, transportation and registration of domestic animals. The reason for making amendments was a significant number of Muscovites suffering from pets attacks - about 30 thousand people annually. “Administrative cases of such offenses are extremely rare, since the victims consider the available fines to date that are not corresponding to the social danger of offenses and prefer to deal with the owners of animals by unlawful ways“ on the spot, ”says an explanatory note to the bill. It is supposed to reduce social tension due to the increase in fines.
If the amendments are adopted, then for setting a dog on people and animals the offender will have to pay not 1-2.5 thousand rubles as now, but 2-5 thousand rubles. And the attack of an animal allowed by negligence on a person, as a result of which human health was harmful, will entail a fine of 4 to 5 thousand rubles for citizens, from 4 to 10 thousand rubles for officials and from 10 to 60 thousand rubles for legal entities. Fines can also be doubled for citizens whose animals killed and crippled wild animals and birds or alien pets. For example, for a cat caught by a cat from the owner of a cat, you can recover 6 thousand rubles.
Legislators did not bypass the more peaceful articles of the Coap. Districtly grew fines for violating the rules of the transportation of animals, for walking in parks without a leash, for maintaining pets in common areas of communal apartments and apartment buildings and for animals pollution of these public places. If the amendments are accepted, the owner will have to pay 1-2 thousand rubles for the puddle left in the entrance.
The punishment for causing physical damage to other people's property and violation of the rules of dog walking can increase even more strongly. If earlier for the offender’s boots bitched by a neighboring dog, it was possible to punish only 500 rubles, then if the amendments are adopted, the maximum fine will reach 1.5 thousand rubles. And the dog’s walk in the wrong place or in the laid, but without a leash and a muzzle will fall under a fine for many Muscovites - 2.5-5 thousand rubles.
In addition, new sanctions are spelled out for evasion of vaccination and registration of dogs and cats. After the adoption of the owner of an unregistered animal, they will be able to fined 2-3 thousand rubles (now-1-1.5 thousand rubles). The authors of the amendments explain such stricts with a threat of infection by rabies from wild animals.
