The Prosecutor General’s Office warns the officials of the General Prosecutor's Office on a number of large Russian officials about the inadmissibility of violations of laws. The warnings received: the head of Rosstroy Sergey Kruglik, the Wedemption - Grigory Balykhin, the Federal Air Transport Agency - Alexander Yurchik, Rosmorrechflot - Alexander Davydenko, Rospatent - Boris Simonov and the deputy head of the Federal Tax Service Igor Golikov. The Prosecutor General’s Office tactfully hinted to officials that subsequent violations could become the latter in their career.

We are talking about violations of legislation on public procurement. As noted in the official report of the Prosecutor General’s Office, "non -compliance with the requirements of the legislation governing the procedure for the implementation of procurement for state wards is a factor that promotes corruption."

It is no secret that the state procurement mechanism for a long time was one of the most bribe areas of the Russian economy. However, from January 1, 2006, the rules for conducting public procurement have changed significantly. In particular, in most cases, the purchase of goods and services for state -owners is now carried out at open competitions and auctions (competitive procedures are not needed only when purchasing up to 60 thousand rubles). It was assumed that such measures could be able, if not eliminated, then reduce the size of state procurement corruption. However, at a government meeting in September 2006, when discussing the implementation of the new legislation on public procurement, ministers came to the conclusion that in fact, the state procurement is not as cool as we would like. Officials use any loopholes to circumvent open competitive procedures. For example, large contracts are divided into several small ones.

What confirm the checks of the Prosecutor General. In particular, prosecutors revealed violations of the legislation regulating the procedure for procurement for state -owners in Rosstroy, Wedempted and the Federal Tax Service. According to the inspectors, "named agencies and their subordinate organizations allowed cases of placing a state order for the performance of work without a competition, inefficient use of budget funds and other violations."

"At the municipal level, the legislation on public procurement is violated," said Konstantin Golovshchinsky, head of the Institute of State and Municipal Administration of the State and Municipal Administration of the State and Municipal Administration of the State and Municipal Administration. According to him, in the new law there are provisions that are simply difficult to observe. For example, an application for a competition can now be brought at least on the day of the meeting of the competitive commission. “As a result, the prerequisites for poor -quality selection of suppliers are created,” the expert explains. Nevertheless, in his opinion, from the point of view of counteracting corruption, the law is a fairly strong tool.

However, officials are not limited to state procurement legislation. The Prosecutor General’s Office also revealed in Rosstroy, Rosobraz, the Federal Tax Service, as well as in the Federal Air Transport Agency and Rosmorrechflot, violations of the Law “On the State Civil Service of the Russian Federation” in the form of failure to provide certificates and income declarations to the tax authorities and “lack of competitive selection and replacement of civil service positions”. In the activities of Rospatent, the head of which also received a warning, "revealed violations of legislation in the field of intellectual property, patents and trademarks."
