From the very beginning of the investigation of the tragedy in the Moscow metro, three main versions were examined-the action of the suicide bomb, an accidental undermining of the explosives transported and the trigger of a pre-laid bomb. After the examination, the last two versions disappeared. According to the preliminary conclusion of the forensics, the epicenter of the explosion was in the second car at a distance of a meter from the floor. The power of the explosive device is 4-5 kg in TNT equivalent. “Experts were based on the results of the study of the remains found in the epicenter of the explosion,” explained the newspaper in the FSB. “Features of ruptures and deformation of the tissues of the human body, the chemical effect of explosives on them make it possible to determine when a person died from an explosive wave, a strong burn, and when explosives that worked on it.”
The Chekists also noted that if the investigation of the version of the Shahid metro that was not confirmed in the Metro, then the investigators will return to other, so far posted versions. By the way, more than 1000 witnesses have already been interviewed in the criminal case, two hundred addresses have been checked. In some cases, explosives were found and removed. "Over the past week, the FSB and the Ministry of Internal Affairs received more than five thousand messages of citizens, 80 of which deserve special operational attention," the FSB noted.
A mixture of nitrate and ammonia powder-"know-how" Islamic extremist organizations, whose instructors were especially actively operating in the mid-90s in Chechnya. Such a composition was often used during terrorist attacks, for example, when undermining the train under Essentuki in December last year.
Meanwhile, the Ministry of Internal Affairs continues to strengthen measures aimed at preventing terrorist attacks. For example, a special instruction has been developed, which, in particular, teaches how to recognize a suicide bomb terrorist. As the newspaper was told in the Ministry of Internal Affairs, in many cases, the martyle can be determined by the so-called contrasting behavior (the terrorist is usually noticeably nervous, seeks to go into the most dense crowd, avoids meeting with anyone, especially with policemen). For suicide bombers, a "typical set" of clothes and hand luggage is characteristic. "But you should not talk about this in detail. Why do the martyrs know how we calculate them," said an employee of the Ministry of Internal Affairs.
Now the police work is carried out in a mode close to the intensified - the density of the patrols is increased, the protection of objects of special importance, metro, railway stations, trains, airports is tightened. Employees of the traffic police with particular thoroughness check the cars when entrances to settlements. An important measure in the fight against terrorists will be two all -Russian databases, which are now being created by the Federal Migration Service. One of them will contain all the data on passports - issued, lost, stolen and destroyed. This will make it possible to record the use of illegally issued, lost and stolen passports when buying railway and aviation tickets, registration at the place of residence, etc. In addition, the base will allow you to deal with the illegal issuance of passports and other registration documents (which is often used by criminals), which has recently become a very profitable business for unclean police and OVIR workers. According to the newspaper, last year 143 employees of the passport and visa service were held liable for various kinds of offenses.
The other database will include all information about foreign citizens entering Russia and leaving it. There is one more innovation - from the refugees moving to a new place will take fingerprints, which will allow “calculating” the criminals hiding among them, including terrorists.
At the same time, the State Duma considers the issue of replacing the maximum punishment for terrorists: from a 20-year period for life imprisonment. In addition, according to the first deputy chairman of the State Duma Security Committee Mikhail Grishankov, on Thursday the committee will consider a whole block of bills. In particular, it will be proposed to make a provision to the legislation on the involvement of military personnel to combat terrorism. This is due to the fact that now military units, actually participating in the counter -terrorism operation in the North Caucasus, do not have the relevant legal powers for this. In addition, the Committee will propose to endow the Supreme Court with the right to change territorial jurisdiction and transfer the investigation of criminal cases from the district -terrorist operation area to other regions. This is caused by the need to ensure the security of the investigation participants.
