The victims of terrorists and the anti-terrorist operation on Dubrovka are increasingly remembering about the tragedy tomorrow five years of Nord-Ost. On October 23, 2002, in the theater center on Dubrovka, a musical about love, fidelity and heroism unexpectedly turned into a bloody nightmare, from which the country and peace shuddered. Terrorists, led by Movsar Barayev, captured more than 1 thousand spectators hostage. On the fourth day, at dawn, a storm began, during which, according to official figures, 40 suicide bombers were destroyed. But besides them, 129 innocent people died.Five years have passed, the pain dulled. But many questions related to that tragedy still have no answer. Who is to blame for the fact that medical assistance to hostages, poisoned during the assault, was organized so inefficiently that so many people died? Why in the official reports on the course of a counter -terrorist operation to release hostages - falsification and lies? Why did the victims have to apply to the European Court of Human Rights? Today, the lawyer of the Nord-Ost victims Igor Trunov will announce at a special press conference that he submits an application to the Investigative Committee on the prosecution of the criminal case on the fact of falsifications.
Igor Trunov’s statement to the Investigative Committee on behalf of the victims is based on the data granted by Russia to the European Court of Human Rights (ECHR). The date of the proceedings in the ECHR is still unknown, but the main judicial procedures are already completed there: complaints of 58 victims of Nord-Oste have been adopted, the Russians asked Russia on the merits, Russia sent a detailed response in the form of a memorandum of 1.5 thousand pages. Until November 15, plaintiffs must comment on this memorandum.
Looking for answers
According to Igor Trunov, his verdict of the ECHR can be taken out at the end of November. “In our opinion, the memorandum contains signs of a crime in the form of abuse of authority and falsification,” Trunov said in an interview with the newspaper. “There are many contradictions with the case materials, actual data on the operation and the passage of salvation, the number of dead, the percentage of the ratio of medical care and provided medical care.”
Non -damage is not paid The payment of compensation began immediately after the attack. The families of the dead received 100 thousand rubles from the Moscow government, the victims themselves - 50 thousand rubles and 10 thousand for the loss of property. The Moscow authorities also paid for the funeral of the dead. Former Muscovites who were in need of housing received apartments, young men were exempted from service in the army. Some of the hostages received trips to medical institutions. In addition, the families of the dead received 25-50 thousand rubles from the Fund for supporting hostages and victims of the attack in Moscow, created by private business. Some of the hostages, mainly members of the Nord-Ost organization, applied to the court demanding the Moscow government for additional compensation, including moral damage. The first three lawsuit went to court a month after the attack, November 25, 2002. The initiative to appeal the actions of the authorities in court initially emanated not from the victims of the attack, but from human rights activists - in particular, from the former Commissioner for Human Rights, Sergei Kovalev, who called for hostages the day after the release of the release. As lawyer Igor Trunov told the newspaper correspondent, 62 claims of the victims of the Dubrovka terrorist attack were currently examined. In all cases, the requirement of compensation for moral damage was rejected. The courts referred to Article 18 of the Law "On Combating Terrorism", which records that compensation for moral damage can be required only from the perpetrators, that is, from the dead terrorists. |
As an example of Trunov, the numbers in the memorandum are given by the operation as a highly effective therapeutic event. According to these data, 677 people were hospitalized, of which 21 are in a state of agony close to clinical death. That is, minus the agonizing there are 656 people, of which 18 children. The official version is that out of these 656, six died, which gives 0.9% of death and indicates the high effectiveness of medical care and treatment.
The victims of Nord-Ost are appealing to data in four Moscow hospitals, where the victims were brought. According to hospital reports, 71 people died among the hospitalized, including 4 children, that is, 10.8% of mortality. Children's mortality is generally 25%. In addition, Trunov claims with reference to the examination that 58.4% of the dead did not provide medical assistance.
The plaintiffs dispute in Strasbourg the refusal of Russian courts to oblige the state to pay compensation for moral damage. Indeed, according to the norms of anti -terrorism legislation, the terrorists themselves must compensate for this damage. And on Dubrovka, as you know, all 40 militants Baraev were killed. The victims of the attack believe that the 6th article of the European Convention on the Protection of Human Rights is violated (the right to a fair trial).

Igor Trunov also complains that the plaintiffs do not know how many witnesses were interviewed and what investigative actions were carried out. On May 19, 2007, the Russian Prosecutor General’s Office suspended a preliminary investigation in the Nord-Ost criminal case due to the fact that the whereabouts of the two accused were not established. And recently, they have not been given a matter of lawyers.
But another thing is no less important: even the victims rarely recall the terrible terrorist attack and the death of 129 innocent people in Russia. There are many reasons for this, but the "newspaper" will consider two of them.
Youth
In 2002, Maxim Maksimov was 20 years old. He studied at the Moscow Institute of Steel and Lefes and worked as a dressing room on Dubrovka. Maxim was one of the first, when the interrah ended, he saw the terrorists theater who ran into the lobby. Spectators, among whom the vast majority of youth, thought that it was part of the musical: they looked too much in the kinnoye, and Maxim - that anti -terrorist teachings. The fact that this is not a performance and not a teaching, the cloakie realized when the two suicide bombers screamed with an accent: "Everything is on the floor!" Everyone was brought into the hall, and Maxim was next to the terrorist, on which there was a shahid belt. “Together with me was the younger brother, whom I, in trouble, brought to work. The girl was sitting between us. We were alive, and she died,” says Maximov. “I was 100% sure that there would be a storm. A certain limit came when all this was tired. The terrorists, in my opinion, had similar sensations. They behaved differently: for example, women were normal for women and women. Maxim blames the hostage of terrorists in the deaths. In the hall, he managed to talk with Baraev. "I asked him:" You did it in a fig? Why don't you live peacefully? Modesty
The 54-year-old cook of the Central Hotel Lyudmila Evdokimova from Orekhovo-Zuevo, perhaps, would have subscribed under the statement in the ECHR, but she was somehow inconvenient. Although she still has not moved away from the shock and treats the sores that arose. A meeting with a newspaper correspondent for this shy woman is one of the rare reasons to speak out.

After the assault and the hospital, I found out that it died, and in general, the four were lucky for the performance of the trade union committee: when we, disconnected from the gas, were loaded with stacks, I turned out to be a pile of bodies Of course, we would have been killed in any case, the terrorists came to die and now I have not been able to protect their citizens in the capital - what can I say about the outskirts. And you know what else? Now I do not maintain a relationship with any of the comrades in Nord-Ost. For some reason, misfortune did not bring us closer. This is united in Beslan, fight together for the truth, and we have silence. "

At the Nord-Ost there was neither a proper investigation nor conclusions, and this reminds me of the situation with the Karmadon gorge. Everyone knows that there is a pulsating glacier that falls into the same place for the fourth time, and many people died there, including the crew of Sergei Bodrov Jr.. Nevertheless, the road is being held there again and the construction of housing begins. The only happiness is that he falls every 70-80 years, but this time he collapsed earlier, and now, due to the general warming, this can happen much more often. People can suffer again, and the nutrient medium for repeating the tragedies has a place to be.

This year, terrorist activity decreased by more than 60% compared to last year. And if, as a reference point, to remember the year, when a tragedy in Beslan occurred, then this reduction is several times. That is, against the backdrop of the growth of terror in the world, Russia today has learned to really resist this threat, and, in fact, we now have only isolated cases.
When a terrorist attack occurs, then absolutely everyone is shocked, and this is a feature of not only the Russian soul, but also all over the world. The peculiarity of such crimes is precisely in frightening society. There are many sacrifices, children die - the most sacred that we have is a huge stress, and the whole society is shocked. But a person lives, and this gradually goes into the background.
But when this happens again, people react impulsively, because no one counts systematically. In fact, the reaction at the emotional level is exactly what terrorists count on.
Here we are told that the situation in Ingushetia this year is extremely difficult. I looked: and according to statistics, today the situation is better there than it was in past years. Of course, this should not calm anyone, and the attacks there are still happening there. But terrorists specifically impose that in Ingushetia an absolutely hopeless situation. Their goal is to infuse doubts in society and introduce him into a state of fright and distrust of power.
But the state remembers this and never forgets. The president accepted Russia when the attacks were shocked and even tried to take it by the throat and dictate the conditions. And now this is the past, to which, I hope, we will never return. But it depends on all of us.
