More than 100 billion rubles have gone to the future

The 2009 budget will be replenished at the expense of the 2008 budget over 100 billion rubles of budget funds that were not spent this year, can be aimed at the fulfillment of state obligations stipulated by the budget of the next year.

The Ministry of Finance applied to such a distribution on Friday to the Federation Council on Friday. If a special commission, which includes members of the State Duma and the Federation Council, approve of the application, then the funds will be transferred without amendments to the law on budget-2008.

A similar manual redistribution of funds between budgets of different years within the framework of one budget three -year -old occurs for the first time. The government received the right to do this thanks to anti -crisis amendments to the Budget Code adopted in November. Until now, uninitiated budget funds, as a rule, have been spent in an operational manner in the last month of the year, which led to the acceleration of inflation.

The adopted amendments to the Budget Code allow, firstly, to avoid the inflation canopy at the end of the year, and secondly, to accelerate the process of redistribution of funds.

Before changes were made to the Code, any amendments to the current budget should be approved by a separate law. At first they were considered by the State Duma within 25 days, then - within 14 days by the Federation Council, and then the president signed them.

According to the chairman of the Federation Council Committee on the budget, Yevgeny Bushmin, the anti -crisis commission may consider the materials of the Ministry of Finance on Monday, and, most likely, the decision to transfer funds will be approved.

"So far, I do not see anything superintendent in the amount of redistribution of funds declared by the Ministry of Finance. It is planned to transfer only 4 billion rubles in excess of the expected expected Ministry of Health at the request of the Ministry of Health and Social Development, everything else is within the expected one," said Evgeny Bushmin.

In the same week, senators must change the regulations of their activities, including the provisions on the commission, because there was no such structure in the Federation Council earlier.

The Lower Chamber has already made a similar decision: the first deputy speaker, deputy head of the United Russia faction Oleg Morozov, chairman of the State Duma Committee on Budget and Tax, UNIVOROSS Yuri Vasiliev, the head of the LDPR faction Igor Lebedev, the first deputy chairman of the State Duma Committee on Budget and Tax, Gleb Kleb and the United States and Taxes, were included in the commission. Vitaliy Shuba, deputy chairman of the same committee Communist Sergei Shtogrin and member of the State Duma Committee on the Financial Market Faith Russia Anatoly Aksakov. The commission will also include seven people from the Federation Council.

The government received the right to use the simplified procedure for redistributing funds between departments within the framework of the three -year budget until 2010. The decision was made as anti -crisis: in the current economic situation of time there is no time for bureaucratic procedures.

However, according to some experts, the order itself, which makes it possible to decide without public discussion how to spend budget funds, is quite corrupt.
