Trillion rubles, that is, at least a fifth of all the expenditures of the budget for public procurement, settles in the pockets of unscrupulous officials and contractors.
It is difficult for a normal person to imagine that kind of money. Therefore, we will try to compare them with something else. For example, in 2010, the expenses of the federal budget for education, culture, sports, healthcare and the media in total will amount to a little less than a trillion. And the total budget expenditures for public administration will amount to 0.44 trillion rubles. Well, or in a different way: approximately trillion rubles in the coming years will be a deficit of the budget of the Pension Fund. In order to at least partially close this hole, you have to increase taxes, and in the future, the retirement age.
Of course, I really want to complain about the word “conservatively” and discuss how realistic the rolling rate of 20%is. That is how much it happened to the head of the control department of Konstantin Chuychenko. Someone believes that it is actually lower, and someone gives an example of a story where it reached 50–70%. I had to face such. And even with those where the specific performers reached, God forbid, 10 percent of the amount of state order. However, I did not want to argue with Chuychenko here in position and access to information, he should be the most informed person in the country in this matter.
You can also remember that in addition to budget expenditures, we also have purchases of state -owned companies - there, if we rummage, you can also find a lot of strange things. It is unlikely that a trillion, but dozens, or even hundreds of billions of rubles a year - either tritely stolen, or completely wasted - will be found, I promise.
And of course, I want to catch on the word "annually." It turns out that over the past 10 years, it has been stolen from the treasury-well, let it not be ten (you have to remember that the budget was once less), and “just about 5 trillion rubles”. Yeah, about $ 200 billion. About the same amount as almost the same years, I managed to save in an almost waste stab fund. And much more than all this time has been spent on road construction.
Most likely, these grades and comparisons flashed not only in my head, but also among the participants in the presidential meeting. Fortunately, knowledge of higher mathematics is not required. And it’s not that they were supernight: the newspapers today recall that the former Prime Minister Mikhail Fradkov once spoke about the rate of a rollback of 10%-lower, but also a lot. And I well remember how, on the sidelines of the State Duma, during the discussion of the next amendments to the legislation on public procurement, much more pessimistic estimates were given. That is, for the Russian leadership, all these nightmare numbers are no secret.
But for many years it is not possible to win this type of corruption. Why? There are, in fact, two answer options. The first is that the Russian government is weak. What to her - despite all the tinsel, the vertical of power and the sovereign rattling of regalia - cannot be kept under subordination of the performers. The second is that the stability of the power vertical is ensured by corruption at all levels: take it away, and the system will fall apart as cards of the house. In other words, the country's leadership is allegedly not interested in removing theft from the system.
The third version of the answer is that it itself extracts giant dividends from the existing system- we will exclude from consideration. If only because there is no evidence for this. Well, or because Medvedev decided on a public discussion of trillion theft - he would be involved in person, would probably be silent, probably.
