The Ministry of Emergencies will leave the army

The department of Sergei Shoiga gets rid of the Heritage of the Cold War, the head of the Ministry of Emergencies Sergey Shoigu yesterday announced a serious reform of his department. If the planned changes can be made, the ministry will finally turn into a “quick response body” to emergency situations that are not related to military operations.

Already this year, the Ministry of Emergencies will prepare the reform of civil defense troops: the GO special formations will be created, and the troops themselves will be equipped with modern technologies.

The reform will go in the direction of changing the functions and the status of the Troops in accordance with today's realities. Recall that these troops were created during the Cold War as units designed to maintain the combat effectiveness of the army and the viability of the population during bombing, including the use of poisonous, biological and nuclear weapons. The Cold War is over, but the danger of terrorist attacks, natural disasters and technogenic disasters has increased. In these conditions, they believe in the Ministry of Emergencies, the Troops of the GO must withdraw from army subordination and enter the national system of law enforcement agencies in Russia.

Such as the minister put it, "Devenization" will entail significant stratification and shakes of the personnel composition of rescuers. "Most of them should become either civilian or go to a law enforcement service, in the system of which such a part as a fire and rescue service will appear," Shoigu said. For the personnel composition of the GO troops, this is not so bad: today police officers, for example, get more military. But for the draftees this is bad news: it will no longer be possible to serve the "urgent" in the army or avoid the army by led to firefighters.

However, all this will not be soon: "Devhenization" of the Ministry of Emergencies is planned by 2011. By this time, perhaps, the army is still reformed.

For the best performance of the functions of the "anti -crisis manager" of the Ministry of Emergencies under the auspices of the Ministry this year, the creation of the National Center for Management in Crisis Situations (NTsux) will begin.

The center is created as part of a single stateist in the prevention and elimination of emergency situations that combines operational services of various ministries and departments of the country: from the Ministry of Health and Social Development to Rosstroy. By the way, yesterday, the All -Russian collection was held to summarize the activities of this system, where Sergei Shoigu criticized the Ministry of Health and Social Development and the Ministry of Transport for the slow formation of the relevant units of the Unified Stateist.

In the Ministry of Emergency Situations, as the minister noticed self -critically noted, not everything is okay either. "It is necessary to improve the mechanism of supervisory activity: the analysis of large fires shows that there are still many problems in the work of the state supervision," Shoigu said. Now, the head of the Ministry of Emergencies assured, his department plans to conduct joint raids with the police department to prevent fire safety. Apparently, the department no longer hopes to increase the efficiency of the campaigns of the inspectors of the state supervision.
