Technoparks (7 of them are expected) are as attractive as innovative SEZ (4) high -tech industries of the Russian economy should receive budget support this year. Yesterday, in the State Duma, at the “round table”, dedicated to the legislative support of technology parks, representatives of business and government agreed with this.

Recall that at the beginning of last year, Vladimir Putin instructed the mininforms for the development of a program for creating technology parks. In March of this year, the state program “Creation of Technoparks in the field of high technology in the Russian Federation” was signed by Prime Minister Mikhail Fradkov. The government has determined: in four years, 7 technology parks should be created in the country (in the Moscow, Novosibirsk, Nizhny Novgorod, Kaluga and Tyumen regions, in the Republic of Tatarstan and in St. Petersburg).

Technoparks, as well as four technical and united SEZs (in Zelenograd, Dubna, St. Petersburg and Tomsk), must implement an innovative model of economics development. True, unlike the SEZ, they are not provided for by either tax or customs benefits. Nevertheless, state support for technology parks from the budget is promised. So technology parks can become no less attractive for investors than technical andondo OEZ.

Initially, it was assumed that money from the budget should be allocated in 2007. But yesterday, the director of the Department of State Programs, the development of infrastructure and the use of a limited resource of the Ministry of Information Technology and Communications, Maksut Shadaev, said that the funds will come from additional budget revenues this year. In his opinion, technology parks should be controlled as large construction. And there it is possible to work out models of private-state partnership. In fact, technology parks should become investment projects with the participation of the state.

But, it seems, this state support for technology parks may not limit himself. According to the first deputy chairman of the Duma Committee on Energy, Transport and Communications, Vladimir Gorbachev, it is necessary that the state conduct open tenders for the purchase of technological equipment.

In turn, the President of the Union of Manufacturers and Consumers of Communications Equipment Nail Ismailov believes that first of all, the support lies in the guaranteed volume of orders for a certain period - so that manufacturers of telecommunication equipment have development prospects.

In general, the participants in the "round table" decided that at the legislative level it was necessary to create mechanisms for the implementation of state policy of support and technological control over the entire life -park life cycle - from development to post -warranty service.
