The penalty for storing cars on special parking lots will be limited to the owners of evacuated cars will no longer pay giant fines for long -term storage of cars at special parking lots. According to yesterday the head of the State Unitary Enterprise "City Transfer of Vehicles" (GSPTS) Sergey Lukyanov, the capital's authorities are preparing an order, according to which the size of the fine for a long simple car will be limited. If the order comes into force, the maximum amount of the fine will be 116 thousand rubles, which is equivalent to a fine for two months of downtime. In addition, according to Sergei Lukyanov, the new document will allow paying the amount of the fine for parking in installments - within three years without interest. This innovation is caused by the fact that a large number of ownerless cars have accumulated on the special parking lots. “Now there are about 300 abandoned cars at our parking lots,” said Sergey Lukyanov. Many owners decided to abandon their cars, since the amount of the fine has long exceeded their real value.
The disputes around the fines for storage at the GSPTS parking began after several high -profile cases against the owners of unclaimed cars. A large number of cars were discovered, as a rule, old domestic, which were once sold by proxy, and then abandoned by new owners and evacuated. The fines for cars that grew every month and often reached 1 million rubles, the GSPTS demanded, however, from car owners, which caused indignation among motorists and human rights activists.
As the newspaper already wrote in the issue of April 16, the Public Chamber decided to form a working group that will prepare recommendations for amendments to applicable regulations regulating the activities of the evacuation service. It is possible that in the near future they will limit the places where an incorrectly parked car can be evacuated, they will prohibit the evacuation at night and simplify the procedure for decorating papers and issuing cars.
But they will not evacuate cars less. According to Lukyanov, by the end of the year, new evacuators will be tested in Moscow, capable of loading cars to platforms in about one minute, and not in three or four, as it is now. This will make the horizontal loading system, the essence of which is that the tow truck clings the car to the bottom with special forks and puts it on the platform.
