The Ministry of Finance clamps budget expenditures of the federal budget revenues in this year with a leading pace, and the box office fulfillment of budgetary obligations, as always, is sluggish. The Ministry of Finance, of course, holds money. As a result, by the end of the year, a budget canopy is growing, promoting inflation. Cash results of the first quarter also do not inspire optimism. And at today's meeting of the government (it will be gathered in full force for the first time after the formation of the Presidium) will have to take comprehensive measures so that expenses finally catch up with income.

In January - March, the budget received 1.932 trillion rubles of income. This is 6.4% more planned. In the second and third quarters, if prices on raw materials exchanges remain at the current level, budget revenues will grow even faster. Since June, the amount of export duty will be $ 398 per ton of raw oil, now - $ 340.

Worse with expenses. By tradition, a budget canopy began to form from undomfortable state -owned money, which at the end of the year will contribute to the already record growth in inflation. For the first quarter, the cash (actual) budget execution amounted to 18.3%. Problems with the development of budget money in the White House are explained by the complexity of the state procurement mechanism, the lack of necessary regulations, as well as a seasonal factor: most state construction projects begin in late spring and summer.

Traditionally, with the creak of state investments, they go through federal target programs (FCP). There are 47 of them, the box office was 6.3%. Through 27 FCP, this indicator did not exceed 1%, and 16 of the performance was completely absent. For example, the money “Development of the village until 2012” and “Development of the Far East and Transbaikalia until 2013” remained on the budget accounts. But money was actively spent in the framework of the FCP "Development of the Criminal Executive System" and "The fight against the turnover of narcotic and psychotropic drugs." The coordinator of the last program is the Federal Drug Control Service. In 2008, the program provides, for example, testing the electronic system for detecting areas of illegal cultivation of plants containing narcotic substances.

The most difficult situation with the development of budget money has developed within the framework of national projects, for which 231 billion rubles were allocated this year. Of these, 2.6 billion should go to the national project of the development of the agricultural sector. However, so far the money was not spent. In the White House, this is explained by the fact that in the near future the state program for the development of the village and the money laid down within the framework of the national project will be accepted into the outback already as part of the state program. The situation is no better with other national projects. So, in the framework of the Health National Project, only 11.9 billion out of 109.9 billion rubles was spent for a year, “affordable housing” - 3.1 billion out of 80.4 billion rubles, “Education” - 8.1 billion out of 45.5 billion rubles.
