The post offices will become universal financial centers of the business community as soon as possible to correct anti-missile legislation and allow post offices to provide a full range of financial services. If this happens, in any branch of the Federal State Unitary Enterprise "Russian Post" it will be possible not only to pay for utilities or on a loan, but also to open an account with any bank, open a deposit, apply for a loan. True, the mail will not become a bank, we are talking about intermediary services that could be found in numerous branches of the Russian Post. However, the government, as the Vice President of the Russian Union of Industrialists and Entrepreneurs (RSPP) Alexander Murychev admitted yesterday, is in no hurry to weaken the control of the movement of finances. The RSPP initiative to create the problem of creating in the central apparatus of the Bank of Russia the department for supervision of system -forming banks with branches throughout the country. Both of these topics were discussed yesterday at a meeting of the Bureau of the Board of the RSPP. The head of the Central Bank Sergey Ignatiev supported the idea of popularizing financial services through post offices. But to the idea of creating separate supervision for the largest banks (Alexander Murychev believes that this should concern no more than 10 organizations, and not necessarily state -owned ones) was ambiguous. Ignatiev did not rule out that the special supervision will be created, but there are other solutions to the problem.
Argumentation of Alexander Murychev: The country is facing a national project. The business community is ready to assist the presidential candidate Dmitry Medvedev, who oversees national projects. "This is both mortgage lending and agricultural loans, but we cannot work when different territorial administrations of the Central Bank impose different requirements for the branches of one bank." Having gathered a special department for the "supervisory service" of the largest and socially responsible banks in the central office, the Central Bank will greatly simplify the lives of bankers working with national projects. True, it all depends on whether the supervision of the branches of these banks in the regions will remain. If so, then the special government for the largest banks will become only an additional administrative barrier, since control will not be simplified. This has already happened with tax control: the largest taxpayers submit reports to the specialized inspection of the Federal Tax Service, but this does not exempt them from reporting at the place of registration.
An alternative is the emergence of particularly close banks in the financial market, which actually entered into an agreement with the state: inexpensive financial products for the population and a mortgage in exchange for weakening supervision. Other market participants, of course, do not like this. “The approach should be the same, and the rules should be united for all banks,” says Alexander Schalenkov, senior vice-president of Svyaz-Bank. - We have repeatedly faced the fact that the territorial administration of the Central Bank can interpret the standards differently. If the Central Bank decides to create such an organ, then there should not be the allocation of some banks, everyone should play according to understandable rules. ”
However, the Central Bank has not yet decided on a position on special supervision for banks having a large number of branches and therefore performing a social function. But the proposal of the RSPP, actually implying the liquidation of the Sberbank monopoly on serving the population, was approved by Sergey Ignatiev. Amendments to the anti -wasching legislation will allow you to open credit cards and deposit accounts directly in the Russian Post department. In addition, the new director of this FSUP Andrei KazMin has 12 years of experience in managing Sberbank.
In practice, the creation on the basis of postal departments of universal centers of financial services for the population can be useful not only in remote areas, where, in addition to the post office, there is nothing, but also in large cities, where, on the contrary, the services market are oversaturated. The idea of opening banking retail companies has long been in the air: so that the client can pay for a loan to one bank in one window, for housing and communal services to the other, open a deposit in the third, and at the same time buy automobile or medical insurance.
You will trust the money?
Mikhail Delyagin, Director of the Institute of Problems of Globalization:
At first I will wait for her to trust her letters: they are still losing there, or they are going from Moscow to Moscow for two months. Anyway, mail exists to transfer letters, not money. But when a postal bank is created, it may be a good bank. When they reach the level of Sberbank in quality and reliability, in relation to the client, then the question will arise about the cost of the service.
Garein Tosunyan, President of the Association of Russian Banks:
Many trusted the money in the Soviet period when the banks did not carry out these services. There were still high interest rates there. So here the question is not trust, but competition at a price. And now banks win this competition.
But if, firstly, using the infrastructure, the creation of the post-bank will occur and, secondly, due to the fact that a number of financial services will include a number of financial services and receive a license for this, then real competition will arise, which will only be beneficial for the market. In the meantime, all this is in its infancy, and it all depends on what priorities the new mail leader Mr. Kazmin will put.
Valery Belotserkovsky, Head of the MEGAPOL advertising and producer center:
The system of transferring money by mail is completely different than sending letters. After all, we put the money not in the envelope, but make a postal transfer, but this is the same banking service. So we can assume that it is carried out by the State Bank, which is responsible.
In this sense, I do not see the fundamental difference between mail and the bank. Whose separation will be closer, I will go there. But I am pleased that they finally paid attention to the mail, because this is an institution that would be sorry to lose.
Alexander Lebedev, State Duma deputy 2004-2007 (United Russia faction), Doctor of Economics:
Given the appearance of Kazmin there, my trust in the mail will increase. He is a professional person, with an impeccable track record.
There is still to work and work. It is no secret that mail is a planning and guided enterprise, and I would not have trusted her money yet, but would go to some system of money transfers under the western brand. But after some time I can go for this and by mail: potentially it is an amazing mechanism for the development of various kinds of financial services. So Andrei Ilyich should work a little, and I am sure that in a couple of years he can turn this into a serious organization.
Alexander Voroshilo, People's Artist of Russia, Entrepreneur:
Why not? I am for competition and will compare who is better providing services. I would like the electricity to be sold not only by RAO UES, but by the mass of the companies that I would come to, I got acquainted with the conditions and chose what suits me. I want to buy gas not only from Gazprom, which every new year or more often reports on raising tariffs (and on which, interestingly, the basis, if we have these natural resources - gas and oil - at least pour, they can bell over the entire population of Russia).
I want to choose what is better - mail or bank. Maybe this will spur banks, or maybe make the mail itch. And when only state structures are created, I know that they will squeeze out the entire initiative, especially if it is private. They will say: they say, these are private traders, let's sell them more expensive. This is the whole trouble.
