Accordingly, no matter how much statements about the prevention of a return to protectionism may sound, in fact, everyone will primarily protect their manufacturers, postponing compliance with the WTO for later.

It is clear that the third path is preferable. However, the effectiveness of home -made programs is not yet impressive. I will give only two examples. The collapse of the Russian stock exchanger broke all records. Of course, the flight of capital, which is characteristic of all developing economies, that is, the trends of the world economy, is to blame. But the quality of the economic policy of the authorities should manifest itself in the ability to smooth out the negativity of world tendencies or, conversely, to disperse them.
Another example. It took a loss of a third of international reserves, a step -by -step devaluation of the ruble to the total to the dollar by 40% and to a bivalyut basket by 22%, so that the Central Bank finally acts with the clear landmarks of its course policy. In Norway, for example, everything is wrong: a single sharp devaluation of the crown was carried out by 30%, now recovery is taking place.
The question is reasonable, why was the tail cut cut off in small pieces? The first answer is the smoothing of socio -political upheavals. Citizens were given time to take measures to save their savings. The second answer is bureaucratic fear. There are no people who want to show the initiative and risk the chair, as there is no courage even on the appropriate hint. The third answer, in my opinion, is decisive. So so far the fight against the crisis was primarily on the scale of large enterprises. Of course, the economy from enterprises, primarily large, consists. But the crisis is wider, therefore, the struggle with it should look different. You should wait for "additional" measures, including "not yet declared." I would like to hope that they will become universal.
