The three main Karelian security forces were resigned yesterday, Russian President Vladimir Putin fired the entire leadership of the law enforcement agencies of Karelia. By decree of the President, the head of the Karelian Department of the FSB, Major General Aleksey Dorofeev, and the head of the Ministry of Internal Affairs of the Republic, Major General of the police Dmitry Mikhailov, were dismissed. In addition, the Prosecutor General Yuri Chaika by his order sent a pension "for the length of service" by Karelia prosecutor Vladimir Panasenko. This administrative stripping of the power structures of Karelia is directly linked in violation of the rights of the local population, which could not ensure the local power structures. It looks especially symptomatic against the background of the last exacerbation of Russian-Georgian relations. The decision on resignations was made the day after the statement of Vladimir Putin on the need to “protect the interests of Russian producers and the population, the indigenous population of Russia”, which was at a meeting with the leaders of the Duma factions. In fact, the current mass cleansing of the Georgian business was on a par with the campaign to protect the interests of the indigenous population of Russia, which began after the scandal with the Chechen diaspora in Kondopoga.
“We cannot pass by the tragic events of the last time, and the point is not only in Kondopog,” Vladimir Putin said at a meeting of the Council on National Projects. He called the lawless power of crime in wholesale markets. This "lawlessness" has been prevailing in the markets for not the first year.
Recall that the riots in Kondopog began with a fight with the participation of Azerbaijanis and Chechens on the night of August 30 at the Seagull restaurant. The brawl overgrown with the massacre with the participation of several dozen representatives of the Chechen diaspora. Two Kondopozhets - Sergey Usin and Grigory Slyzov - died on the spot, six more were hospitalized with injuries. On September 2, the pogroms of stores belonging to Caucasians began in Kondopog. About a hundred people were detained, 16 criminal cases were instituted. The first of them, on charges of two residents of Kondopoga, Sergey Mozgalev and Yuri Pliev, have already been transferred to court in beatings and hooliganism. According to the investigation, it was they who provoked the ill -fated brawl in the restaurant. Six Chechens accused of murder are now waiting for the end of the investigation in the pre -trial detention center. Five more Kondopozhsev, accused of riots, are under the subscription about the lower room.
In relation to police officers who were on duty on the night of August 30 in a local city department and did not react to events in the "Seagull", the case was opened under the article "negligence". In addition, the investigation intends to separately give a legal assessment of the actions of employees of the GOVD during the riots on September 2. So, perhaps, another criminal case will appear.
The leadership of the Ministry of Internal Affairs of Karelia tried in every possible way to repay the erupted interethnic conflict. The head of the department Dmitry Mikhailov repeatedly talked with representatives of religious faiths and national associations. One of these meetings with the participation of the mufti of Karelia Visama Ali Barville took place the other day.
“Kondopoga is a collective image, potentially Kondopoga today in every Russian city,” commented the State Duma of the State Duma of the State Duma Ivan Melnikov. “And this is the result of social inequality, corruption and lack of a well -thought -out migration policy. These problems cannot be solved with two or three resignations.”
According to the deputy Sergei Baburin, these resignations are only the beginning of large -scale cleaning in the Ministry of Internal Affairs. "The bloodshed in Kondopoga took place with the connivance of the police. If this were not there, it would not have reached ethnic clashes," he said.
The head of the Duma Committee on Legislation, Pavel Krasheninnikov, also shall be held by the same opinion. “Everything that happened in the Kondopoga was prepared. Without corruption, support for the police and officials, this simply could not happen,” the deputy of the newspaper said. “It is obvious that these persons lost their positions on merits. And I think we will also hear about new resignations. We cleared the places for new people not related to these crimes. It has already been said that new persons will come to these places. Absolutely the right thing. The solution should not be left without personnel consequences. "
