Dmitry Medvedev set himself five for national projects in the White House yesterday summed up the results of two -year work on the implementation of priority national projects. First Deputy Prime Minister Dmitry Medvedev gave himself a positive assessment. He noted that the investment conducted by the government in human capital was one of the most effective in our entire history. As a result, financing of national projects will be increased.National projects without agriculture
If 400 billion rubles were spent over the previous two years for education, healthcare, agriculture and housing construction, then in 2008, 300 billion rubles were invested at three industries (not counting agriculture).
Speaking about the results of national projects, Medvedev emphasized: "They brought the return not only to those industries that were directly directed, but also in the development of the economy and society as a whole." The first deputy prime minister reckoned with the merits that the Internet was held at schools, some teachers received grants, and precinct therapists - a solid salary increase. However, the last measure turned out to be quite controversial and was perceived in hostility by a professional community.
There are no visible successes in the agro -industrial national project. Of course, the volume of lending to farms has increased. According to Mart, the agro -industrial complex is already attracting significant investments. However, it is too early to talk about filling the shelves with high -quality domestic goods.
The national project "Development of agriculture" will no longer be. Not because the government has no money; The increase in the authorized capital of the Rosselkhozbank will continue, and the head of the Ministry of Agriculture, Alexei Gordeev, is waiting for huge revenues (see p. 13). Agriculture expenses will simply go to the category of the state program, that is, they will remain in the same or larger volume, having lost the status of a national project. The national project must be successful, and before the elections - especially.
Medvedev project
However, Dmitry Medvedev understands the shortcomings of national projects. The main conclusion to which the First Deputy Prime Minister came: point financing is clearly not enough to reform the whole industry.
"It is obvious that the reserve of the growth of the social sphere, housing construction, and the agro -industrial complex only has been exhausted today," Medvedev is sure. "We need to move on to full and comprehensive decisions, actively use the experience that is to modernize the relevant industries."
Complex solutions are already being developed in ministries. In the Ministry of Education and Science, they try to find a way in which the transition to per capita financing in education will not lead to a decrease in the level of income of qualified teachers. Moreover, the head of the Ministry of Education and Science Andrei Fursenko announced yesterday that the level of salaries in education now surpasses secondary in economics.
The Minister of Health and Social Development Tatyana Golikova is actively working on a long -term concept of modernization of healthcare. Medvedev requires that the basis of transformation is the transition to a single -channel healthcare financing system through the compulsory medical insurance system.
The head of the Ministry of Regional Development Dmitry Kozak is developing a program of mass social housing construction. The minister will find a way to increase housing construction from 60 million to 140 million square meters. m per year.
"Plans for the development of these industries should be integrated into the country's development plan until 2020, which we are preparing today," Dmitry Medvedev said yesterday. The ministries have little time left: the government at the meeting will discuss the concept of development until 2020 in February 2008.
The First Deputy Prime Minister explained what he would like to see in ministerial programs. “The main criterion here should be a criterion for competitiveness, demand. This applies to education and healthcare,” he emphasized.
Evaluate the competitiveness of national projects on a five -point system
Evgeny Gontmamer / Head of the Center for Social Policy of the Institute of Economics of the Russian Academy of Sciences:
Speaking briefly, I would appreciate the National Project “Health” at the deuce, and “education” - at the four (namely the national project, not the situation with the formation as a whole). "Development of the agro -industrial complex" would have received, I think, a trie. And "affordable housing" is the same. Finally, "demography" can be put "four". Moreover, if we talk specifically, for example, about housing, then, of course, in terms of accessibility, we see a problem. Nevertheless, the foundations that can have an effect in the future are still laid down here.
Lev Ponomarev / Leader of the All -Russian Public Movement "For Human Rights":
I would put three or deuces to all national projects. In particular, the "development of the agricultural sector" is exactly a deuce: I did not notice the movements there, but there is rural raiding. How can it coexist with the national project? I can’t professionally evaluate “health”, but the problem with preferential medicines, as far as I know, has not been solved, and so on. In particular, in a well-known system of punishment, the situation is simply monstrous: with tuberculosis and HIV infection, an epidemic is observed. Yes, some modern complexes are being built, but these are Potemkin villages, you need to look at the situation as a whole. Further, in education on the basic problems of consensus, it was not found: take questions of history, confessional education and others. Schools may be computerized, but the ideological issues that I follow are resolved not with society, but backstage. Then, “affordable housing” is generally, as they say, a paragraph: the construction schemes for cheap housing is not proposed and young families have no prospects. I am sure that the necessary projects could be developed, but this was not done, despite the fact that it was the housing that Medvedev was engaged in housing. And I have nothing to say about “demography”. If you look at an increase in the birth rate, from a one-time manual, maybe there is some benefit. But if you keep in mind the key point - a demographic problem in decades, there should be a completely different migration policy.
Mikhail Delyagin / Director of the Institute of Problems of Globalization:
To begin with, the national projects deserved the name "Medvedev villages" assigned to them. And if we see each of them separately, then the “education” will be, perhaps, at the “Four” mark, because the reforms are not fully brought. Moreover, if until recently we were second in the world in functional literacy, now we are in the tail. Nevertheless, while several universities are preserved in which they teach to think: the remnants of the Soviet register are still functioning. Then, "health" will receive a three - for the same reason. Since what is done within the framework of the national project is to instill money into the earth, with rare exceptions. Further, the state of the agricultural sector is "two". Although this is not so little, there could be a unit. Judge for yourself: the situation is better than in Africa, where people die out. Potatoes are grown in our gardens, and modern companies exist. But the situation with housing is just a unit. And the folk answer to the question about the result of the project "Available Housing" is as follows: the housing has finally inaccessible, and the julier - on the contrary: anyone can be deceived. As for the "demography", things are still better here. Although the connection with the national project is also a small, you can put a well -deserved deuce. The level of income in the country has grown, and people began to think about the future.
Ilya Konstantinov / Secretary according to the ideology of the Party of Social Justice:
All those areas that the implementation of national projects affected were terribly launched. But in recent years, a noticeable jerk has been made. Therefore, the answer to the question depends on what to take as a reference point. Of course, the situation is now far from perfect, but there is evidence in all areas. Take, for example, the agricultural sector, where the growth was first outlined (and in some regions is significant) after a long decline. If you take housing, then an increase of 30%, which will be this year, is generally huge. It is more than seven years under Khrushchev, when mass housing construction was carried out. Another thing is that this is not enough: 1.5 square meters are needed. m per person per year, but we are far from this. However, there is progress, and essential, I would put the five to him. The ideal result is still not obtained immediately, for this it is necessary for five to seven years while maintaining the pace.
