Amendments to the Code of Administrative Offenses, tightening punishments for drivers, were adopted by State Duma deputies in the third reading despite the protest of public movements of motorists and deputies from the opposition, the State Duma adopted in the third and final reading of the 12th “automobile” head of the Code of Administrative Offenses. This happened on Friday - the last day of the spring -summer session of the chamber. 304 deputies from the United Russia faction spoke in favor of the Dragon measures. The LDPR factions, the "fair Russia" and the Communist Party opposed, but they managed to collect only 109 votes. The initiators of the bill were deputies from United Russia Vladimir Vasiliev, Alexander Moskalet, Alexander Strelnikov, Alexander Kharitonov and, finally, Vladimir Pligin, the head of the Committee on Constitutional Law and State Building, which turned out to be the main lobbyist of strict amendments.
The vice-president of the movement of Russia's motorists, lawyer Leonid Olshansky calls this bill not only anti-constitutional, but also "bribe-intensive" and anti-people.
“All the repressive norms that the deputies introduced will help not improve the situations on the roads, but corruption and bribery by the traffic police,” he told Gazeta. “The more sanction, the more bribe.” Now the fate of the bill is in the hands of the Federation Council. If there he does not meet resistance, then the amendments will enter into force since 2008.
