The Ministry of Agriculture took up land reform, the new Minister of Agriculture Elena Skrynnik intends to do what nobody managed before it - to restore order with agricultural land. She spoke about the plans of the Ministry of Agriculture to regulate the turnover of agricultural land and on the progress of land reform at the government hour in the State Duma.

According to Rosnedvzhini, over the past 15 years, arable land has declined by more than 10 million hectares. Moreover, more than 30 million hectares of agricultural land are used for other purposes. The land rights of the vast majority of agricultural producers are not properly formalized.

According to Elena Skrynnik, out of 12 million owners of land shares, only 3.5% have state registration of rights. The unreleased land plots into property prevents the involvement of long -term investments on the security of agricultural lands.

The Ministry of Agriculture intends to solve the problem comprehensively. First of all, according to Elena Skrynnik, it is necessary to simplify the procedure for allocating land in the expense of land shares. This issue today is solved by the general meeting of participants in shared property, which is quite difficult to collect. The Ministry of Agriculture considers it necessary to establish a clearer procedure for determining the composition of the owners, holding their collection and making decisions.

The ministry intends to suppress the improper use of land plots. This will need to be amended by the Land Code that would establish the criteria for improper use of land. The Ministry of Agriculture also considers it advisable to increase the amount of the fine for non -targeted use of land and reduce the costs of registration of land.

According to Elena Skrynnik, to account for agricultural land, control over the effectiveness of their use, as well as for redistribution, it is advisable to create a fund of agricultural land. It can be created after the legislative base in the field of land management in the agro -industrial complex is formed. The head of the Ministry of Agriculture calculates the formation of the legislative framework in the field of agricultural land land until the end of 2009.

In turn, the Communists reacted to the endeavors of the ministry skeptical. According to the member of the Committee on Labor and Social Policy of Nikolai Kolomeytsev, Russia had 12 land reforms and 6 of them ended with a rebellion.
