Dmitry Medvedev approved the project of mininforms and the Ministry of Education and Science to provide schools licensed according to the first deputy prime minister Dmitry Medvedev approved joint proposals of the mininforms and minibrnauks aimed at ensuring the use of licensed software (software) on computers in Russian schools. This was reported by the press service of the mininforms. According to the developers, the project is aimed at contributing to the compliance with the norms of international copyright protection in Russia.Particular attention will be paid to ensuring complete licensed cleanliness of software installed on school computers, as well as on personal PC teachers. Events for providing schools with licensed software products will be financed from the federal budget as part of the priority national project "Education".
The implementation of the project will allow Russian schools to solve the financial problem of acquiring licensed software and save school directors from possible accusations of using "pirate" products from law enforcement agencies.
Now in Russian schools there are about 670 thousand computers. Based on the results of the analysis carried out by the mininforms of Russia, more than two thirds of them need to be installed by licensed according to the pirate. According to the Mlovs of representatives of two ministries, given the high growth rate of the number of school computers in Russia (about 15-20% per year), it is obvious that it is necessary to ensure preferential conditions for the acquisition of licensed software for schools.
Having studied the needs of schools and taking into account the requirements of the federal educational standard in computer science, the mininform communications formed a single basic software package for installation on school computers. The software package for a school computer includes an operating system, office package, development tools, as well as graphics editing programs and antivirus software. It is assumed that this package will be installed on each personal computer in all schools in the country. This will ensure equal training conditions anywhere in Russia, the mininforms reported.
The mininforms of Russia held negotiations with the main manufacturers on the possibility of organizing a unified central purchase of licensing products. A special licensing scheme used by schools is provided for a refusal of one -time payment for it. Instead, a one -time centralized license payment will be carried out by a validity period of 3 years. As noted in the project developers, the implementation of this model will save up to 95% of budget funds. The ministry managed to convince manufacturers of the optimality of the proposed licensing scheme.
Federal support for the project is designed for three years. About 3 billion rubles will be allocated from the budget for these purposes. It is assumed that the main payment will be made before the end of this year, the mininforms report. This will allow this year to provide all Russian schools with licensing software. It is planned that since 2010, licensing software support will be paid at the expense of regional budgets, mark Prime-Tass .
In addition to this, Medvedev supported the initiative of the mininforms for the development of a domestic software package for educational institutions based on the so -called free license (SPO). In several regions of the Russian Federation, by the end of the year, it is supposed to implement a pilot project related to the use of SPO. In case of successful implementation, the state -based package based on the SPI will be additionally installed on all school computers in Russia.
