Officials seek to solve the problems of the aviation industry due to the reduction of airlines Minister of Transport Igor Levitin decided to ensure the safety of air transportation once and for all. The main means of achieving this goal is the revision of the existing certification system, he said on Monday at a press conference. According to the minister, in the near future the Ministry of Transport plans to make a number of amendments to the legislation, which, in particular, provide for the return of control by the state for certification of flight fit to the Federal Service for Supervision of Transport (Rostransnadzor). So far, however, we are talking only about the conceptual idea of the minister, not clothed in specific sentences.Igor Levitin is not the first official to pay attention to the safety of air transportation in recent months. Recently, Deputy Prime Minister Sergei Ivanov, and the head of the Federal Air Transport Agency Alexander Yurchik, and State Duma deputy Alexei Mitrofanov spoke on this subject. The grounds are the frequent cases of a plane crash with human victims. And if Sergei Ivanov sees the root of evil in a large number of airlines operating in Russia (about 180), and Alexander Yurchik is in the wear of the majority of cars in operation, then Igor Levitin believes that the problem can be resolved by legislatively, by transferring the existing certification procedure to the hands of one overseas authority - the Rostransnadzor. According to him, now the law on technical regulation records that certification has passed to private companies.
In fairness, it should be noted that the so -called private “certification centers” really assess the conformity of the aircraft instance, airport conformity, ground support, and the organization of TO. However, they do not have supervisory functions and cannot withdraw a license - this function still belongs to Rostransnadzor.
Airlines reacted to the statements of the minister mostly positively. The largest Russian carriers, such as Aeroflot and Volga-Dnepr, do not see serious consequences for the market and support the creation of the Unified National Certification Center. The main thing, in their opinion, is that such a structure does not interfere with the work of any of the companies. “It doesn’t matter how many aircraft has, the main thing is to have its own niche,” said Leo Koshlyakov, vice president of Aeroflot.
“The creation of a single national civil aviation governing body would be useful for the country and would fully correspond to international practice,” says Boris Rybak, CEO of Consulting company InfoMost. - In Western countries - in the USA, Great Britain - such functions are performed by one organ. And here this is fragmented between the three instances - the Department of Regulation of the Ministry of Transport, the Federal Civil Aviation Agency and Rostransnadzor. ” The issuance of a certificate of the species in Russia is involved in the air register of the Interstate Aviation Committee - an independent structure created in 1991 at a meeting of the heads of the CIS countries in Minsk.
“The positive factor is that it really does not depend on Rosprom, Levitin, nor on Rostransnadzor,” said Deputy General Director, Technical Director of OJSC Ilyushin Finance Co. (IFK) Yuri Ostrovsky.
In any case, the market participants believe, the head of the reform of the supervision system should not set a criterion for reducing the number of airlines. “In no case should you set to reduce the number of companies,” says Boris Rybak. - In such a huge country as ours, on the contrary, you need to have more different air carriers. There are several thousand airlines in the USA. The main criterion is compliance with the requirements of international conventions. ”
