Herman Gref found a place to relax in Russia will become even more interesting. MECTR and the Federal Agency for Management of Special Economic Zones (Rosuez) selected seven projects of tourist-recreational special economic zones. Yesterday, at the traditional Monday meeting, ministers with President Vladimir Putin, the head of MECHAR, Gref, said that this was only the beginning. In the tourist zones, unlike technical, informational and industrial (there are six of them now), tax benefits are not provided. But the federal budget takes on a significant part of the expenses for infrastructure facilities. This explains the resort hype.
According to Gref, the main criteria for the selection of winning projects "were the potential of territories, the promotion of brands and the preparedness of the proposals of the constituent entities of the Russian Federation." The possibilities of arranging additional jobs were also taken into account. Of course, the Caucasian and Baltic coasts, the city of Minvoda, Lake Baikal and the Altai Mountains “untwisted” Russian brands in the qualifying commission. It was decided to create tourist and recreational zones in the Krasnodar, Stavropol and Altai Territories, Altai and Buryatia republics, Irkutsk and Kaliningrad regions.
There will be four subzones on the Black Sea coast: in the area of the children's resort Anapa (Blagoveshchenskaya braid, high shore), in Gelendzhik (Krinitsa - Arkhipo -Osipovka), Tuapse (Agria) and Sochi (Small Akhun). It is planned, including budget money, additionally create more than 100 thousand places for tourists. Moreover, not Sochi was at all lucky: 8 thousand vacationers will be placed in the small Akhun, and in Anapa - 55 thousand.
It is planned to attract significantly fewer new tourists to other zones. In the "turquoise katun" (Altai Territory) - 3.5 thousand. On Mount Sinyuhu (ski resort in the Altai Republic) - 4.5 thousand. How many tourists will go to Buryatia is still unknown. But it is supposed to allocate 14.6 billion rubles for their reception. True, the budget will be connected to the zones no earlier than 2008. In 2007, according to Gref, it is also necessary to "create very clear, investmently attractive concepts for the development of zones."
However, the Ministry of Finance, as it turned out yesterday, is in no hurry with financing. The head of the Ministry of Finance, Alexei Kudrin, admitted that the travel agencies were not taken into account in the budget three-year-old (2008-2010), but as part of all investment, they will be taken into account later.
