The change of governor Jalal-Abad region in Kyrgyzstan turned into protest for the first time during the reign of Kyrgyzstan President Kurmanbek Bakieva, the province of the republic expressed his decision. It is curious that the opposition was the residents of the Jalal-Abad region, 90% of whose voters in August last year supported their fellow countryman in the presidential election. The beginning of the political scandal laid the presidential decree on the appointment by the Governor of the region, Isender Aydaraliev, instead of the resigned of Zhusup Zheenbekov. The decree was published by the Deputy Prime Minister of Kyrgyzstan Medetbek Kerimkulov at a meeting with an asset of the region on January 19. However, on the same day, more than three thousand inhabitants of the region expressed disagreement with the dismissal of Jeenbekov and organized protests, urging the president to cancel the decree. They were supported by the leaders of more than 30 districts and cities of the region, who urgently arrived in Jalal-Abad and surrendered their certificates in protest. By that time, hundreds of citizens blocked the building of the regional administration, demanding to return the dismissed governor. Under the pressure of the protesters, Perfril Aydaraliev was forced to leave the office of the head of the region, saying that he could not work if the people did not agree with his appointment.
The next day, the protest shares were resumed already throughout the region, and the head of the presidential administration, Usen Sydykov, arrived in Jalal-Abad to resolve the conflict. At a meeting with public representatives, he explained the President’s decision with his desire to introduce the principle of rotation into a personnel policy. He himself, who was fired, participating in the discussion, asked Sydykov to leave him in the governor's position for at least a week, during which he would try to personally agree with the president. The head of the administration of Bakiev explained that he was unlawful to change the decree of the head of state, but he promised to bring to him all the requirements of the protesters. The encouraged participants in the shares on their hands carried the governor to his office.
Zhusup Jeenbekov, one of the most active participants in the overthrow of the authorities of Askar Akayev, was elected head of the administration in March last year in the People’s Apgy in Jalal-Abad. At the moment, he remained the last governor -revolutionary - the rest are either retired or in other positions. At a press conference collected on January 20, he stated that "he began the revolution with Bakiev and was not afraid of any oppression." “The support of the people is above the decision of all authorities,” he said, saying that on January 25 he intends to “meet with the president face to face.” “If the people are against it, I will abandon any position proposed by the country's leadership,” Zheenbekov said, not excluding his appearance among the opposition.
According to political scientists, the initiation of such scandals can lead a new government to the next political crisis.
