The government will warm the Minister of Regional Development Vladimir Yakovlev and the head of the Federal Agency for Construction and Housing and Communal Services Sergey Kruglik reported yesterday before the Dumans about the readiness of housing and communal services (housing and communal services) for the heating season. Housing and communal services to winter, according to these officials, is completely ready.

According to Kruglik, partially or completely in 62 constituent entities of the Federation, the heating period has begun. The Glavgosexpertiza and the Housing Inspectorate was checked by 750 million square meters. m of housing, and this is about 25% of the total housing stock. More than 350 thousand violations were identified, which, however, were eliminated almost, as Kruglik assured, along the way.

However, the official is nevertheless dissatisfied with how his department is preparing for the winter, the blame for this, however, is municipalities. Communal objects have long been transferred to the wing of the municipal authorities, but the work, according to Kruglik, is still being conducted traditionally, as in the good old days, "created the headquarters, selective meetings, everything is as always in preparation for winter."

Preliminary results of preparation for winter look like this. On October 1, the housing fund was prepared by 96.3%, boiler rooms and heat -power equipment - 96.8%, heating networks - by 98.8%, water networks - by 97.8%.

However, Kruglik agreed that although the results of the preparation, of course, are at first glance good, but unforeseen circumstances cannot be discounted. These circumstances primarily include the fact that on October 1, the financing of the preparation of housing and communal services for winter was carried out by only 76%, and the creation of reserves - by 69%. “Together, with the growing wear of the fixed assets of the housing complex, these factors cannot but cause serious fears for the trouble -free work of life support systems in the upcoming heating period.”

The question of insufficient financing was not seriously excited deputies. And they, as it were more than once when discussing the problems of housing and communal services in the Duma, decided to ask Yakovlev for everything that happens to this sector of the economy.

The Communist Party deputy Vladimir Kashin asked Vladimir Yakovlev how the municipal authorities could normally lead the housing and communal services in the absence of proper funds.

To which the Minister of Regional Development replied that since the municipal authorities bear a similar responsibility, let them include the necessary work related to this schedule in the budgets. True, he noticed that the housing stock is worn out and municipalities cannot fully repair them in full. But today, no one will allocate money for panting holes from the federal budget. We need complex projects.

In turn, the Vice Speaker of the Duma Vladimir Zhirinovsky asked Vladimir Yakovlev how much money was needed to change the entire outdated engineering system at once.

It turned out that at least 1.5-2 trillion rubles.

“Let's take a decision once, determine in the budget how many percent we will send annually for these purposes. And now everything is hiding behind the fact that before that we have adopted the Housing Code, according to which everyone was transferred to the local authorities, and now pour the Minister of Regional Development for not making decisions, ”Yakovlev summed up irritably and resentfully.
