Baumanka teachers know better what to teach students
Moscow State Technical University named after N.E. Bauman received the right to independently establish educational standards and requirements for his educational programs. The corresponding decree of the President of Russia Dmitry Medvedev was posted yesterday on the Kremlin website.
In accordance with the Baumanka document, the existing list of federal state educational institutions of higher professional education, independently establishing educational standards and requirements for the educational programs of higher professional education, independently. Earlier, in September last year, this right was received by Moscow State University named after M.V. Lomonosov and St. Petersburg State University.
The rector of the Institute of Educational Policy "Eureka" (one of the developers of educational standards for higher education), Alexander Adamsky believes that it is better to determine the specialty to the university itself. “The bulky system of departmental standards does not really contribute to the rapid response to labor market requests,” he told the newspaper correspondent. “If the university has the opportunity to independently monitor technological changes, then it can react very quickly to the economic situation. Such a university will be popular.”
In his opinion, approval within the framework of departments often last too long, while teachers can develop training programs much faster.
Earlier, the deputy head of the Department of State Policy in the formation of the Ministry of Education and Science of the Ministry of Education and Science Nelly Rozin said that under the current legislation, universities should accept graduates in 530 specialties and 120 standards of bachelors and masters. "As part of so many specialties, the children are prepared so narrowly that this does not suit the employer. No more than 30% of university graduates go to work exactly in a specialty," she said.
The situation should change next year. According to her, the ministry is completing work on new standards: in vocational education, 140 bachelorial standards were developed, 150 - the magistracy, 110 - secondary vocational education and 120-130 - primary vocational education, which is 50-70% of the necessary.
"By the end of the year, all standards will be approved, as well as a list of 70 specialties approved by the government," Rosina promised.
