The road company will solve the road problem and independent supervision in Sochi today is expected by serious traffic jams. Prime Minister Vladimir Putin arrives on a visit to the city, for the sake of which, according to the protocol tradition, the roads will block along the path of the motorcade. This time, Putin goes to Sochi in the irony in order to take part in the annual transport forum, within which a meeting on the development of transport infrastructure of the future Olympic capital will be held.Like Moscow, Sochi turns into one large cork every year. According to the Ministry of Transport, in Russia in Russia, the number of cars is growing five times faster than the throughput of roads. This has already led to the fact that in Moscow almost 60% of the road network operates in overload mode, and 80% of transport units completely exhausted the throughput. If traffic jams are a problem of large cities, then the poor quality of roads and their lack of periphery. According to experts, annually from these and other problems, Russia loses 3% of GDP, which is six times more than in the European Union.
In order to solve them once and for all, at the end of April the government approved the FCP "Development of the transport system of the Russian Federation from 2010 to 2015". A colossal amount will be allocated from the budget and private sources - 13.9 trillion rubles. In addition, the Ministry of Transport lobbles the idea of creating a state -owned company in Russia, which would become a single customer during the construction and maintenance of all roads.
The cost of building the road depends on several factors. In particular, from the category of roads (federal, trunk, etc.), traffic intensity, relief and climatic conditions, the presence of bridges and other structures. Estimates vary from 1 million rubles to $ 1 million per 1 km. According to experts, unlike the countries of Europe, in Russia, due to the characteristics of the climate and soil, the roads are destroyed faster, which means that they need to be stricter to monitor them. “The hardest for the road is temperature differences. In the spring, sedimentary rocks swell with water and go down. And if the clay does not raise heavy houses, then the relatively light roads suffer from this,” says Sergey Vorobyov, an expert at the Safety Safety Center for Russian Roads.
Nevertheless, any amount will be not enough if the government does not cope with the scourge of any construction - kickbacks. According to the source of the "newspaper" in the industry, at least half of the money allocated always goes to these "costs".
“An independent examination with local authorities should fight them. Special commissions should accept all the stages of work, and not as it is now, when they allocated money from the budget, they held a competition, drew up an act, and a year later the road crumbled,” Vorobyov notes.
