The capital’s authorities are ready to increase the number of subsidies for novice entrepreneurs in 2008 in the competition program to support novice entrepreneurs, declared by the capital's government, expressed their willingness to participate 110 small businesses. True, as the newspaper was informed at the Agency for the Development of Innovation Entrepreneurship, on November 1, 50 participants presented a full set of documents. 15 applications have already been supported (last year - 20). However, in the near future, the number of applicants can grow significantly, because in a crisis, making a start-up is becoming increasingly difficult, and the capital’s authorities are ready to support a larger number of projects.For small entrepreneurs of Moscow, for more than a year, there is an opportunity to receive from the regional authorities subsidies for innovative projects. In the capital, there is a special "Integrated target program for the development and support of small business in the city of Moscow for 2007-2009", which prescribes a mechanism for receiving money for the development of new projects. Responsibility for its implementation is assigned to the Department of Support and Development of Small Enterprises.
True, as the agency for the development of innovative entrepreneurship participating in the implementation of the program is recognized, not all potential participants know about these possibilities.
A small entrepreneur has the right to take part in a competitive selection organized by the Department. The competition is held constantly during the year from January 1 to December 1.
An examination of applications received is periodically conducted.
The subsidy for the implementation of innovation is provided in the amount of up to 0.5 million rubles on a joint financing basis. Up to 1 million rubles can be obtained to pay for the costs of patent licensed work, branding and intellectual property protection. Up to 250 thousand rubles are provided to pay for participation in specialized products to promote products.
The examination of projects takes place in several stages. First, prepared documents for the application are checked. Then, an on -site inspection of a small enterprise is carried out, during which points are set according to various evaluation criteria. The decision to support the application is submitted at the scientific and technical council, which acts as a collegial body. The Council includes representatives of science, investors, experts in various areas of the economy. The agency of the Gazeta correspondent said that the backbone of the Council is 45 people from the expert community and business sphere, at least 20 people are present at each meeting.
An approved application is received by the Department, which usually supports the opinion of the Scientific and Technical Council. Within a month from the date of approval of the project, the Department of Funds enters the developer's account.
Supported applications are also monitored during the implementation of the project. The agency is supporting the process of developing and introducing innovation during the year, and monitoring of the project can last longer.
The General Director of the NP “Agency for the Development of Innovation Entrepreneurship”, the Executive Director of the Moscow Wendency Fund, Alexei Kostrov, told the Gazeta correspondent that they are trying to support a variety of industries as part of the program, there are no priorities here. However, experts, as a rule, distinguish innovative projects related to instrumentation and mechanical engineering, biotechnology and medicine, information technologies. There are no statistics in areas, but the experts of the Fund note a significant number of projects in the IT field.
However, it would be wrong to think that there are no problems with the implementation of the program at all. Thus, the agency experts note the insufficient awareness of potential participants - novice businessmen often simply do not know about the existence of the program. There are other examples when socio-economic goals indicated in the application remain on paper. Starting from the simplest: entrepreneurs could not create the promised number of jobs or did not fully perform the declared work.
As for the size of the subsidy, inflation eats part of it, and 0.5 million rubles today no longer give the same opportunities for innovative activities as the same amount in 2007. It can be assumed that if the new target program is adopted, the amount of subsidies will be indexed.
There are also problems of subjective property. According to Kostrov, not all domestic businessmen are ready to work with budget money. Until recently, among the developers, it was widespread that since they came up with some new product or technological solution, then their participation in the project ends. Actually, innovations, they say, let someone else introduce. Today, there are fewer such developers, but they are still found, notes Alexey Kostrov.
It is too early to evaluate the results of this program. So, one of the criteria for making a positive decision on the application is the number of jobs created and raising tax revenues, but whether the 35-year-old start-ups supported in two years, no one is taken to say a significant contribution to the city economy.
At the same time, a subsidy from the Moscow government is one of a few of the possibilities for obtaining assistance in the framework of the innovative activity of a small entrepreneur from the capital. “One of our most important tasks we consider the correct informing about what are the possibilities for attracting funds to innovative projects,” Kostrov told the newspaper correspondent. “Our opportunities are not exhausted by the project competition.”
For example, the Little Capital Small Business is helped by the Fund for the Promotion of the Development of Small Forms of Enterprises in the Scientific and Technical Sphere, formed by the Decree of the Government of the Russian Federation. 1.5% of the federal budget for science is sent to the fund. In 2008, this figure already amounted to more than 1.5 billion rubles.
Also in Moscow there are several technology parks in which small business can receive premises on preferential conditions.
At the meeting on the problems of youth entrepreneurship recently, the first deputy head of the Department of Support and Development of Small Enterprises, Alexander Karpov called other ways of supporting small businesses.
For example, the capital’s authorities are ready to take on part of the guarantee obligations upon receipt of the entrepreneur of the loan (recently, the share in warranty by the capital's government increased from 50 to 70%).
In addition, the Moscow government has already announced that it is ready to compensate for small businesses for the growing rates on loans (actually return them to the pre -crisis level of 14% per annum from the current level of 24%).

The applicant does not have overdue debts to the tax authorities, as well as, according to the financial statements at the latter before applying, the procedure for eliminating the legal entity, bankruptcy procedure, and bankruptcy proceedings are not carried out,
The applicant’s activities are not suspended in the manner prescribed by the Code of Administrative Offenses on the day of consideration of the application,
The subject of small business is an innovative and (or) scientific and production business entity producing competitive products (technology, work, services).
Reception and submitting applications for participation in the competitive selection is maintained by the Department of Support and Development of Small Entrepreneurship of the city of Moscow. In 2008, all applications submitted in the period from January 1 to December 1 were adopted for consideration.
The participant has the right to submit only one application. If he is refused, he has the right to submit a new application one more time on the period established for submitting documents.
