Favorite weapons of private security guards can be banned by Russian private security enterprises (PSC) unexpectedly found themselves on the verge of total disarmament. The Russian Ministry of Internal Affairs discovered a gap in legislation, which allows the IZH-71 pistol to be attributed to combat weapons. Previously, this model was unambiguously considered official and at the moment is about 90% of the total number of Pistols and revolvers existing. The combat weapons are not supposed to have military security structures.

According to law enforcement agencies, in total in Russia there are more than 25 thousand private security structures in which 703 thousand employees work. They have 120 thousand units of weapons in service. 83 thousand - pistols and revolvers. Absolute leadership - 75 thousand - belongs to IZH -71. It is made on the basis of the famous Makarov pistol by the Izhevsk Mechanical Plant. The difference is that the service modification of the weapon is designed under special cartridges of 9x17 mm caliber, which does not allow you to shoot with standard combat cartridges. In addition, IZH-71 in accordance with the law significantly reduced the power of the shot. Until now, private guards have used IZHAS without any problems: the gun is certified as an official and in accordance with the 4th article of the Law on Weapons to use by usual persons with special charter tasks ”(these include Choppa).

The situation changed a few months ago, when the metropolitan chip "General" filed a lawsuit against the Ministry of Internal Affairs. His interests were represented by the president of the human rights association of security business Svetlana Ternova. The leaders of the security structure appealed several instructions of the ministry, which limited the turnover of service weapons. It was during preparation for the court hearings that the experts of the Ministry of Internal Affairs discovered a clear, in their opinion, puncture in the current legislation.

As it turned out, by Decree of the Government of the Russian Federation No. 847 of December 30, 2005, the IL-71 pistol was adopted by the Federal Bailiff Service. And the 5th article of the Law "On Weapons" establishes that state paramilitary organizations "use military weapons to solve combat and operational and service tasks. On this basis, experts of the Ministry of Internal Affairs came to the conclusion that the status of IZH-71 has been formally changed, and now, according to the law, Chopa do not have the right to use it.

So far, no one takes exactly how the events will develop. The Ministry of Internal Affairs itself "Gazeta" only reported that "measures are being taken to resolve the existing legal conflict." In particular, the Ministry is preparing relevant requests to the government and the Ministry of Justice. In addition, the lawyers of the department intend to clarify the status of IZH in those courts where claims associated with the turnover of service weapons are now being considered.

The Ministry of Justice has not yet heard about the situation. "If the Ministry of Internal Affairs sends the corresponding document - we will consider it, then we will be able to say something specific," the representative of the Ministry of Justice told the newspaper. Agained from comments in the Federal Bailiff Service. And Svetlana Ternova believes that there are no obstacles to the further use of the Pistol Pistol. "If the state cadastre of service and civilian weapons qualifies IL-71 as service, then the 4th article of the Law" On Weapons "allows private security structures to use service weapons," she told the newspaper.

Meanwhile, according to the "newspaper", the Ministry of Internal Affairs has already imposed a veto on issuing licenses for this weapon model. The registration and re-registration of IL-71 as an official is suspended. Prior to resolving the issue of the legal status of a pistol, the validity of previously issued licenses and permits will not extend. Until the conflicts in the legislation, any violation of the storage rules of IZH-71, admitted by a private security company, will entail the removal of pistols of this model. Finally, a temporary ban on the use of IL-71 private security structures is possible: the licensing and permissive units of the police are required to suppress the illegal circulation of military weapons. In this case, the majority of Russian chokes will have to be urgently re -equipped, or carry the service unarmed.
