The combat weapons are not supposed to have military security structures.According to law enforcement agencies, in total in Russia there are more than 25 thousand private security structures in which 703 thousand employees work. It is made on the basis of the famous Makarov pistol by the Izhevsk Mechanical Plant. The difference is that the service modification of the weapon is designed under special cartridges of 9x17 mm caliber, which does not allow you to shoot with standard combat cartridges. The situation changed a few months ago, when the metropolitan chip "General" filed a lawsuit against the Ministry of Internal Affairs. His interests were represented by the president of the human rights association of security business Svetlana Ternova. The leaders of the security structure appealed several instructions of the ministry, which limited the turnover of service weapons. It was during preparation for the court hearings that the experts of the Ministry of Internal Affairs discovered a clear, in their opinion, puncture in the current legislation.
As it turned out, by Decree of the Government of the Russian Federation No. 847 of December 30, 2005, the IL-71 pistol was adopted by the Federal Bailiff Service. And the 5th article of the Law "On Weapons" establishes that state paramilitary organizations "use military weapons to solve combat and operational and service tasks. On this basis, experts of the Ministry of Internal Affairs came to the conclusion that the status of IZH-71 has been formally changed, and now, according to the law, Chopa do not have the right to use it.
So far, no one takes exactly how the events will develop. The Ministry of Internal Affairs itself "Gazeta" only reported that "measures are being taken to resolve the existing legal conflict." Meanwhile, according to the "newspaper", the Ministry of Internal Affairs has already imposed a veto on issuing licenses for this weapon model. The registration and re-registration of IL-71 as an official is suspended. Prior to resolving the issue of the legal status of a pistol, the validity of previously issued licenses and permits will not extend. Until the conflicts in the legislation, any violation of the storage rules of IZH-71, admitted by a private security company, will entail the removal of pistols of this model. Finally, a temporary ban on the use of IL-71 private security structures is possible: the licensing and permissive units of the police are required to suppress the illegal circulation of military weapons. In this case, the majority of Russian chokes will have to be urgently re -equipped, or carry the service unarmed.
