- The foundation of Mikhail Sergeyevich, Anatoly Sergeyevich Chernyaev, is also working in Gorbachev, a former employee of the International Department of the Central Committee.
All of them wrote speeches and other documents, which were then published and voiced personally by Secretary General by comrade Leonid Ilyich Brezhnev.
Unlike them, the former general director of TASS, the factory of the Central Committee and the Soviet Ambassador to the UK Leonid Mitrofanovich Zamyatin (now he serves in one of the Russian banks), the composition of the British, participating in the pseudonym Leonid Brezhnev, participating in our programs, but took part in the organization of the creative process, and even in the distribution of the ideas attributed to Leonida among us. Ilyich, was one of the key figures.

In November 77, when Leonid Ilyich uttered this festive speech, he was already a seriously ill person. He warned his speakers in advance: a report no more than 50 minutes.

Brezhnev himself, during a meeting with fellow soldiers, proud of the stitched uniform of the marshal, said: "Here, he rose." - Brezhnev, when he came after the Khrushchev coup, as a statesman was quite not easy, because Leonid Ilyich was a compromise at the Plenum of the Central Committee, when the question of who would be the successor to Khrushchev was decided.
Indeed, at the same time, he also claimed power, primarily a person whose name is never mentioned in this connection. And I, perhaps, is one of the few that I want to say now: the main contender and organizer of the conspiracy against Khrushchev was Podgorny, who created this group and who was looking for power. He always said that "I want to be the head of state."
I have heard this many times, and, in fact, when Brezhnev came to power, it was a compromise due to the fact that, on the one hand, I claimed this position, a Podgorny person is limited, but with great ambitions, on the other hand, this is the former head of the KGB and the entire Schelepin security service, who practically loomed to the healthy Brezhnev, who was in power, for a long time as a contract for this power.
That's when we study the history of the first period, we do not need to discard these two points. This much weighed down by Brezhnev’s position and influenced his decisions.

Brezhnev was initially not going to assign autocratic rights. And initially he seriously counted on the collegial leadership (with the help of this principle, he was overthrown, by the way, Khrushchev).
I would pay attention to such a fact that, despite attempts, very strong, from the environment and not only from the close environment - Moscow, but also from the country's surroundings, the pressure on the resuscitation of Stalinism, Brezhnev still did not go to the XXC Congress. Now many memoirists and historians (Chernyaev and previously quoted Burlatsky, here is an exception) discussing Brezhnev, they say as if two different people.
One is in the first decade of government - an energetic, prudent party progressive, the other - after the 74th year - a political puppet with progressive insanity.
This scheme, even if we omit the political rudeness of its definitions, just a scheme. Life, as always, is more complicated and multi -color.

Like all the other speeches of Leonid Ilyich, this was written by the participants in our today's program and their colleagues - several teams of intellectuals, professionals selected by Brezhnev personally or inherited by him from the overthrown Khrushchev.
Here is one of them - Georgy Arkadievich Arbatov. (He was involved in the compilation of Brezhnev speeches from the 64th, when Brezhnev replaced Khrushchev as the head of the CPSU Central Committee and as long as Leonid Ilyich was able to read his speech publicly.)
Georgy Arbatov:

- Among those who worked with him during this period, say, speakers, the majority were people energetic, with independent thinking and ideas often diverged or, in any case, walking much further than the official course. I mean Nikolai Nikolayevich Inozemtsev, George Arkadyevich Arbatov - they played a very large role in this period. And they were preserved and subsequently. (This also speaks of some of the character traits or thinking of Leonid Ilyich: he selected just such people.)
Another question, what they could do and what it ultimately gave, because it is known that the texts that were written and which he approved, to which he made his contribution, (especially at the first stage, at the second it was already less) they then passed through the sieve very thin, and very many things simply fell out of those that he even approved.
And on the other hand, even those statements of issues that were issued and which had an innovative nature, I would especially identify the XXIV party congress - this is the 71st year - they were simply not realized, they were recorded, made decisions, the congress supported these recommendations and proposals that sounded from his lips, but then, practically, they went to “no”.

- Vadim Valentinovich, so you took a direct part in the process of drawing up speeches of the Secretary General. In the process, in fact, the creation of a embellished image of this, at the last stage of his reign, non -self -state, decrepit and weak person.
Tell us how, in the process of writing speeches, your personal interaction with Leonid Ilyich took place?
Vadim Zagladin:
We worked as a team: the contribution was more than one, less than the other, ultimately the contribution of the team. Of course, I would like to emphasize that Georgy Arkadievich Arbatov and Nikolai Nikolaevich Inozemtsev, they made, perhaps, more than others.
He was very tolerant of the opinions expressed. One Brezhnev was a person, it was a man, not just a general secretary, just a person who worked with those whom he himself attracted. And here he was open, straight, allowed to argue with himself, and prove, and accepted something. He did not accept any proposals when they went very far beyond the generally accepted, or rather, accepted by him for an unshakable basis - here he, of course, did not agree. But these frames were wide enough, it was possible to make proposals, and to defend them, and to ensure that they would be included in the text. This applies to all participants, absolutely.
Another Brezhnev, whom I knew, is the one who participated in the discussion of the already prepared texts, but with the participation of members of the country's leadership. This was another person who mainly listened, I would say this: he did not defend every phrase that was written by him along with his employees before, he listened very carefully to the voices of the leadership members. Not everything accepted of course, but still he was very restrained in this sense and here it was not very convenient to argue with him.
And the Third Brezhnev is in the Politburo, when the text was already tested and entered the Politburo after discussion, here he tried to achieve consensus.

I continue to ask one of Leonid Ilyich Vadim Zagladin’s spokesmen.
- Vadim Valentinovich, here some of your colleagues now recall that then they were extremely depressed by their mediocrity service, and how did you then perceive your work?
Vadim Zagladin:
- And tell me, what did we have a choice then? There was no choice, there was a person who was the head of the party, in fact, the state who instructed us to do certain developments, and we had to do them, trying to do something better, something closer to the true needs of the country, offered their ideas.
We simply had no other choice. Refuse? It was possible, of course, to refuse, but what would it be in return? This is completely unknown, because there were other teams and other people who were close to him and who had completely different positions, much less positive than those that we proposed.

Brezhnev spoke about the political, creative and personal purposes of the speakers of Brezhnev and George Arkadyevich Arbatov.
Georgy Arbatov:
-At first for some, it seemed to be a big honor, then more as a necessary burden, and for completely mature people as, in fact, the only way to try some ideas still, I do not like the word “ voice ”, it entered our vocabulary just as “ spelled out ” when it is “ written ”, well, in general, he will say when the other has said that you wrote an article.
The attitude was different: some wanted to please, others, on the contrary, wanted to introduce something new, to some extent dissident, opposition and thereby legalizing this point of view. So it was different ...

- And what goals did you personally set yourself when you wrote speeches for Brezhnev? I asked Alexander Evgenievich Bovin.
Alexander Bovin:
- It was my job, I worked, tried to work well. But since my colleagues and I belonged to the category of now mercilessly abused sixties, of course, we had a certain liberal mood, we tried as it was possible in the texts that we wrote and composed to enter all kinds of motives.

The word is provided to the Secretary General. Stormy ovation, everyone gets up. The session of seniority follows. Bovinsky oratory techniques sound in the tongue of the speaker completely ridiculous, the farther - the worse. The more - with every minute the speaker was tired - the more obvious it became that he hardly grabbed the connection between the phrases. Спрашиваю академика Арбатова:
- Георгий Аркадьевич, а вот после 76-го года какое участие принимал больной уже Леонид Ильич Брежнев в составлении своих "эпохальных" рещей?
Георгий Арбатов:
- Он просто выслушивал: ему читали то, что написали, иногда он какие-то вопросы задавал, иногда просил что-то убрать, что-то поправить. Но гораздо более пассивно. И у него небольшой был период времени в течении которого он мог сохранять внимание, поэтому требование было писать короче, проще.
У него трудности с речью начались: у него, видимо, были поражены какие-то нервы, которые ведали голосовыми связками. Так что довольно грустная была картина.
Tolz:
- Георгий Аркадьевич, именно в это время те люди, которые писали за больного Леонида Ильича его речи, его "эпохальные выступления", именно те люди, которые пытались отстаивать свою позицию политическую в этих речах и получили довольно хлесткое, (я не знаю насколько справедливое), название "кукловоды". Насколько оно справедливо, как Вам кажется?
Георгий Арбатов:
- Вы знаете, эти люди никогда не имели большого влияния на политику. И в этом плане это неправильно.
Но было несколько человек к которым он прислушивался. К одним - по внешнеполитическим вопросам (и не потому что они в речах участвовали, а просто он их приглашал и советовался).
И у меня было несколько таких разговоров с ним. Ну, они могли как-то, в какой-то мере дать ему какую-нибудь идею или что-то... Но что бы кто-то им так руководил - этого не было. Он сохранял удивительным образом, уже будучи больным... Его боялись члены политбюро и беспрекословно слушались...

А вот что ответил на мой вопрос о "кукловодах" Леонид Замятин.
Леонид Замятин:
- Кто был его "кукловодами"? Видите, он приблизил в какой-то определенный период, когда понимал свою немощь, он приблизил к себе трех человек. И по существу был триумвират власти. Я бы расставил так людей в этом триумвирате: первый - это Дмитрий Федорович Устинов, министр обороны, это человек пришедший во власть еще из времен Сталина, бывший министр вооружения при Сталине, человек очень энергичный, способный, резкий, и он был, собственно говоря, одним из тех немногих людей, который претендовал на положение будущего преемника, если что-то случалось бы с Брежневым. Неожиданно для меня, например, это было то, что Устинов внезапно ушел через какое-то время из жизни, причем довольно неожиданным образом. Я сам с ним разговаривал накануне того, что он уходил в больницу и лечили его от одного, а оказалось все другое, и наступила смерть уже когда Горбачев был возведен в ранг одного из членов политбюро. Вторым человеком в этом триумвирате был в тот период Андропов Юрий Владимирович. И третий был Андрей Андреевич Громыко.
Вы знаете, мы в шутку называли всегда, что это "ореховое политбюро". Why? Потому что они всегда собирались для решения вопросов накануне большого политбюро, то есть избранного политбюро, они собирались в Ореховой комнате в Кремле, недалеко от кабинета Брежнева и предварительно, (иногда это было несколько часов), они между собой вырабатывали решения, которые считали, что оно является тем, которое должно быть принято, тем, с которым можно было уже выйти на решение в политбюро.
Но должно быть согласие этих трех. Это касалось прежде всего вопросов обороны, стратегии, внешней политики, крупных внутренних вопросов. Вот эта группа и была по существу тем триумвиратом, который правил в период Брежнева властью.

Итак, если обратиться к официальной политической лексике тех лет, заметно оснащенной почему-то орнитологическим словарем, в отличии от троицы "ястребов" из политбюро, речеписцы Брежнева были "либеральными голубями".
- Так каких же либеральных целей удалось достичь им своей работой?
Георгий Арбатов:
- Вот что удалось, хотя я не хочу это приписать всем, кто писали речи, тем более себе, у него была такая идея с самого начала, но вот с разрядкой это удалось.
Поначалу удалось и как-то с реформой продвигаться, но потом используя какую-то ревность, которая была между Косыгиным и Брежневым, некоторые аппаратные работники сумели у него разжечь недоверие к этому, и вообще затухла реформа.
Tolz:
- Ну, это все проблемы глобальные... А вот для людей, отдельных людей, что вам удалось либералам сделать?
Георгий Арбатов:
- Спасать Любимова удавалось несколько раз (Юрия Любимова из театра на Таганке, над которым нависали грозовые тучи). Но это просто не в речи, а просто во время работы начинали с ним говорить, удавалось убедить; он брал трубку, звонил и как-то это делал. За некоторых писателей заступиться... Но какие-то такие мелкие вещи, но они для людей отдельных не мелкие...
Tolz:
- А вот еще об интересах отдельных людей. Позиция Брежнева, отраженная в ряде его выступлений: позиция по правам человека, по выполнению Хельсинкских договоренностей в гуманитарной сфере, его отношение к проблеме свободы выезда и въезда из страны, отношение к диссидентам - насколько эта позиция была сформирована теми, кто писал речи Леонида Ильича?
Чего вы здесь добивались и чего достигли?
Георгий Арбатов:
- Ну какую-то лепту эти разговоры все, не просто то, что писали, а разговоры, когда иногда в течении недели или двух идет работа над чем-то - таким крупным документом, и идут разговоры, и отвлекаются, и все это в какой-то мере могло влиять.
Но я не думаю что определяющее влияние имели, потому что самые серьезные разговоры у него были, конечно, с теми, другими членами политбюро, с людьми, занимавшими более высокое положение и там решались эти вопросы.
Но все-таки как-то расположить, как-то его предостеречь от каких-то вещей все-таки немножко удавалось. Потому что ведь очень настраивали, ведь от него хотели (нажим был страшный) чтобы на ХХIII съезде отменить решения ХХ-ХХII съездов. Вот это удалось отбить. Удалось отбить усилиями многих людей, но в том числе и тех, кто помогал ему в написании его речей.
Насчет выездов и невыездов, Вы знаете, какие-то отдельные вопросы может быть поднимались, о ком-то или о чем-то, но так, чтобы этот вопрос серьезно обсуждался - нет. Тем более по этому вопросу и у нас были разные мнения. Некоторые думали, что если выделить одну национальность и разрешать только им выезжать, то это только вызовет подъем каких-то нехороших чувств в стране, которые решат, что эти люди этой национальности (я о евреях говорю) это люди второго сорта, граждане второго сорта, не только граждане Советского Союза, но еще граждане, лояльность у них есть в другой стране. Если разрешать, то всем. А так выделять одну национальность не надо.
Tolz:
- Но ведь евреи и были в это время гражданами второго сорта?
Георгий Арбатов:
- Но это - утвердить государственно... Это все-таки было большое лицемерие, но все-таки интернационалистская была психология , и никто не признавался, что у нас антисемитизм существует, поддерживаемый государством.
Tolz:
Из совершенно секретной докладной записки главы КГБ Андропова "о враждебной деятельности, так называемой Группы содействия выполнению Хельсинкских соглашений в СССР", направленной Брежневу 15 ноября 1976-го года.
Список Хельсинкской группы с указанием, и случайным, и фальшивым при этом, национальности каждого:
- Гинзбург Александр Ильич, 1936-го года рождения, еврей;
- Григоренко Петр Григорьевич, 1907-го года рождения, украинец; профессиональный уголовник Марченко Анатолий Тихонович, 1938-го года рождения, еврей;
- Щаранский Анатолий, 1948-го года рождения, еврей;
- Слепак Владимир, 21927-го года рождения, еврей;
- жена Сахарова - Бонэр Елена Георгиевна, 1922-го года рождения, еврейка; Бернштам Михаил 1949-го года рождения, еврей.
Ну и так далее... Документ ставил целью создать впечатление, что движение за соблюдение хельсинкских соглашений инспирировано международным сионизмом. Собственно Андропов тут, до некоторой степени, ломился в открытую дверь: Брежнев, как и многие другие члены партийного ареопага, склонен был источником многих своих проблем считать сионизм. (Что это на самом деле - он не представлял.) Однако если сравнить его отношение к фантому еврейской угрозы с андроповским, нельзя не отметить, что брежневский подход был более трезв и прагматичен.
Вот отрывки из рабочей записи заседания политбюро 20 марта 1973-го года, на котором Брежнев потребовал от Андропова и Щелокова (он был тогда министром внутренних дел) срочной приостановки указа Президиума Верховного совета об обязанности выезжающих на постоянное место жительство за границу возместить затраты на их обучение, поскольку американские законодатели увязали предоставление Советскому Союзу статуса наибольшего благоприятствования с отменой этих ограничений прав человека.
Вот что говорил тогда Леонид Ильич:
" Сионизм нас глупит, а мы деньги берем со старухи, которая получила образование. Раз у нее высшее образование - плати деньги Щелокову. Он тебе даст бумажку, когда поедешь в Израиль. /.../ Я не ставлю вопрос об отмене закона. А если хотите - и этот вопрос можно бы поставить. То ли мы будем зарабатывать деньги на этом деле, или проводить намеченную политику в отношении США./.../ Джексон успел внести поправку еще до внесения Никсоном законопроекта о предоставлении [нам] режима наибольшего благоприятствования./.../ Что стоит тогда наша работа, если так оборачивается дело?/.../ Или у нас есть закон, преследующий евреев? А почему не дать им маленький театрик на 500 мест, который работает под нашей цензурой, и репертуар под нашим надзором. Пусть тетя Соня поет там свадебные еврейские песни. Я не предлагаю этого, а просто говорю./.../ А что если открыть школу? Программа вся та же, что и в других школах, но в ней национальный язык еврейский преподается. Что от этого изменится?/.../ Я эту дерзкую мысль задал сам себе. Но так как я всегда полон откровения, то, я думаю, никто ни разу не предложил: а что если разрешить еврейскую еженедельную газету? /.../ Не все ее прочтут на еврейском - прочтет еврей, старый Абрамович, а там-то, что ТАСС передает ".
Было бы ошибкой представлять Леонида Ильича этаким политическим добряком, недалеким и косноязычным. На всех этапах своего правления он прекрасно понимал безжалостную тайную механику своей власти и внимательно следил за безотказностью ее карательного действия.
Вот что писал о последних годах его жизни Дмитрий Волкогонов:
" Генсек уже мало интересовавшийся государственными делами, тем не менее всегда с большим интересом и одобрением следил за деятельностью Андропова и его мрачного ведомства. Он лично одобрил высылку за границу Солженицына, Чалидзе, Максимова, Красина, Литвинова, Есенина-Вольпина и других диссидентов. "
По словам того же Волкогонова, прошерстившего эпистолярное наследие Брежнева, тот имел непосредственное отношение и к ссылке в Горький Андрея Дмитриевича Сахарова, и к обмену Владимира Буковского на Луиса Карвалана:
" При всей бытовой простоте и сентиментальности, Брежнев был идеологически жестким человеком по отношению к инакомыслию, той швали (выражение генсека) которая думает не так как он и его соратники ".
" Брежнев - писал много позже его смерти один из биографов генсека - не был тупым реакционером и как прагматик был способен поворачивать руль немного вправо или влево, идя по фарватеру своей власти ".
Но, замечу я уже от себя, "Титаник" советского государственного коммунизма в период правления Леонида Ильича уже начал неотвратимо тонуть, хотя иные пассажиры первого класса старались это не замечать. Для некоторых провозглашенная Брежневым стабильность и по сей день кажется реальным достижением его правления.

Я считаю, что глобально если посмотреть на правление Брежнева в течении 20 лет великой страной, что он сохранял в силу и окружения своего, и активности многих людей, которые были членами политбюро тогда, он сохранял величие государства. Он сохранял единство этого государства. И вот сейчас, когда мы изучаем почему же развалилась страна, то корни надо искать, конечно, частично в брежневский период.
Но в значительной степени то, что Михаил Сергеевич Горбачев решил растоптать всю брежневскую политику, а точнее политику великой страны того периода - вот это была его большая ошибка. Ее надо было перестраивать, надо было добавлять.

- Люди все же чувствовали себя уверенными. Во всяком случае считали все, что завтра хуже не будет, будет, ну может быть, так же, может быть чуть лучше, но хуже, во всяком случае, не будет. И вот эта вот уверенность, которая была у людей, при том, что они жили неважно, а многие просто плохо, при том, что страна постепенно сбавляла темп развития и дошла до нулевой точки, эта уверенность - это то чувство, которое люди потеряли и которое, мне кажется, не приобретением того времени, но во всяком случае то, что оно было сохранено это чувство тогда - это было определенным достижением.

Конечно, для переживших горбачевскую перестройку и бурю посткоммунистических реформ, очевидно, что не только перемены, но и устойчивость жизни имеет самостоятельную ценность.
Но сегодня, когда Брежневу исполнилось бы 90, важно осознать, что именно во время его правления она - эта стабильность жизни - и превратилась в угасающую фикцию.
