Terrorists are not required registration
Leading Lev Roitman
Lev Roitman:
The monstrous acts of terror in Russian cities undoubtedly require purposeful actions by the authorities. It is targeted - against terrorists, against terrorist infrastructure. This requires skill and professional, agent knowledge. Neither professionalism, nor knowledge, nor skills are needed for catching brunettes and for total verification of documents on the streets. Result? Muscovite's voice:
"I think that all the bandits have well -straightened documents, have legal permission, legal registration and, in my opinion, are the innocent ordinary people. I think this is not a method of combating terrorists."
"Witch Hunting" as a method of combating terror - our conversation today. Participated: Zakhid Godzhaev - International Azerbaijani Civil Assembly; Guram Dekonidze - Georgian Society in Russia; And Roman Spector is a congress of national associations of Russia.
Roman Spector, you are the chairman of the Presidium of the Congress of National Associations of Russia, some complaints are probably flowing to you, some reaction of those who were a victim of this campaign, in particular, in Moscow. How do you react what you intend to do?
Roman Spector:
First of all, I want to say that these complaints come to us through our main factions, their leading leaders are present today at the Moscow Bureau of Radio Liberty, these are my colleagues Zakhid Adygezalovich Godzhaev and Guram Evgenievich Dekonidze. I am very sorry that today the leader of the Armenian faction, Vartan Mushegian, cannot take part in this program. But I want to say that in addition to this, these complaints come to us through a number of refugee organizations that are in the structure of the Congress of National Associations of Russia. Indeed, you have already identified all the main semantic points, and the random voice of the girl that sounded on the air today very accurately means this situation. Whatever it may be called - “Witch Hunting” or just total control, in the end, ordinary Muscovites and, first of all, guests of our city suffer from this. The situation is highly depressing, because I recently had to return from the nearest Moscow Region along the Leningradskoye Shosse, on which we were stopped by representatives of the traffic police or, simply put, traffic cops. Inviting to their salon, they asked about documents, about the purpose of our passage. And, the most characteristic, right in the front seat lay a well -published, typographic in such a clear language, it is written: "Accounting for the movements of the faces of Chechen nationality." That is, the whole production is put to ensure that some part of the Russian citizens are subjected to total control, including all the movements that they are capable of. And, on the other hand, when you go into the subway and see this new situation: the number of uniforms, on average, is higher than the number of ordinary citizens, you see that they talk to people of a very definite racial color. The most interesting thing is that it is not clear which course they learn to separate the Caucasians from the Non -Caucasians, but many other people similar to them fall under the category of Caucasians, regardless of whether they came from the Far East or from the near. The situation is highly depressing, at our meetings they say that it is impossible to freely go around the city. Undoubtedly, this makes us react. And we adopted a statement at the Congress of National Associations of Russia, at which we stated our point of view, which indicated that this regime of a special position, these explosions are anonymous, all this unfolding military campaign in the North Caucasus, apparently, reflect all those showdowns that are today in the federal government, at the highest political level in our country. On the nose, the elections are one and the second. One of these scenarios is the development of a state of emergency in order for those forces that will be able to get powers and funds on this, to win, so that those that grab the power and the benefits that it promises them could extend this prosperity of the individual. And that all this, in the end, turns into a series of campaigns, which very quickly completes the period of sorrow through the innocently killed and actually plunge the country into stagnation and chaos.
Lev Roitman:
Thank you, Roman Spector. This is one of the possible versions of what is happening, but we will hold on facts. The facts are such that the deportations of citizens who do not have registration in Moscow began, or those who did not manage to re -register, as it was prescribed by the mayor of Moscow Luzhkov. All this is completely illegal, not based on the Russian Constitution, is not based on those international documents on human rights whose participant Russia is not based on the European Convention on Human Rights. And in this regard, the Commissar of the European Council for Human Rights Alvaro Hil-Robble has already stated, "that we are, of course, a gross violation of human rights and I, as a commissioner, will simply be obliged to intervene." Of course, it is necessary to fight terrorism, but, of course, not shooting in the areas. And on these squares, the victims are just those people about whom you, Roman, talked - these are Caucasians in this case. And, of course, the Moscow policeman, and not only, obviously, he is not able to distinguish the Chechen from Lakz, a lacquer from Avartz, Avarz from Georgian, Georgian from Azerbaijanis - for him all on one person, and this is the face of the Caucasian so -called nationality. And in this regard, Zakhid Adygezalovich Godzhaev, I presented you, but I’ll clarify: you are the president of the International Azerbaijan Civil Assembly and the First Deputy Chairman of the Presidium of the Congress of National Associations of Russia. What complaints do you come from your compatriots?
Zahid Godzhaev:
You know, and before we had not sweetly, social activists, those people who are engaged in a voluntary basis of the problems of our diaspora, more than a two millionth of the Azerbaijani diaspora in Russia. But in connection with explosions and terrorist acts in Moscow and other places, our task was complicated by 10, 100 times. For the past 15-20 days I don’t know any rest, day, nor night, I don’t get out of the prosecutor’s office, from the courts, from the police, I pull out one or the other. I have no status except the assistant deputy Yushenkov. This is the only Duma certificate helps me everywhere and everywhere, somewhere I can somehow help. There are a lot of complaints, sometimes there are anecdotal cases, for example, my grandfather was found in my compatriot and kept the police all night, saying that this photograph is similar to Maskhadov’s photograph. It is difficult, of course, but we understand that the Moscow city authorities and the Russian federal authorities must take some actions, organize events in order to still protect people, citizens from such terrorist acts. The Muscovite was right at the beginning of the program that still real perpetrators, they always remain safe, they have all sorts of legitimations, documentation, all with this case O'Kay, in order. Ordinary citizens will suffer from this, especially those citizens who have neither Russian citizenship nor Russian passports here, come to visit, temporarily stay and are not registered. From this, students, graduate students, graduate students will suffer. You see - by inertia, a lot of Azerbaijanis will suffer, who study in absentia at institutes, in graduate school. Many come to hospitals for treatment, many have their own doctors, many come to scientific work, and in the end, to their relatives. 2-2.5 million Azerbaijanis in Russia, they have roots in Azerbaijan, but, of course, human communication does not end with the onset of terrorist acts. We do a lot, I think that in the last 15-20 days through the line of the Azerbaijani Assembly and along the Congress of National Associations of Russia. But I have such a fear: the fact is that we had a conference in the month of June, we planned, we have already announced everywhere in the media, on October 24, we have planned the constituent congress of the federal, national cultural autonomy of the Azerbaijanis of Russia. But now I am afraid whether we can at the proper level of the story of this congress, ensure the safety, normal stay of our delegates from the Russian regions, their arrival in Moscow and normal pastime here. I have such a fear due to the fact that a total test of everyone is everywhere. Probably, it will be very difficult for us with the congress, but, nevertheless, we will, of course, will hold the congress.
Lev Roitman:
Thank you, Zahid Adygezalovich. And let's hope that you will still hold your congress on the basis of the Russian Constitution, which reads: "Everyone who is legally located in the Russian Federation has the right to freely move, choose a place of stay and residence." Article 27. Guram Evgenievich Dekonaidze, what complaints come to you, and simultaneously ask you the following question: were people who were accused of involvement in terrorist acts - as a result of these total inspections on the streets?
Guram Denaidze:
I will allow myself to answer the second half of your question. Of course, none of the persons of Georgian nationality was identified involved indirectly or in the direct way of the participants of these terrorist acts and could not be revealed.
Lev Roitman:
Excuse me, Guram Evgenievich, since you answered the second part of my question, I will give you the line again, but I will ask the same question with a request for a very short response to Zahid Adygzalovich Dojaev: And among Azerbaijanis, members of your civilian Assembly, your compatriots who became the object of control in Moscow, persons involved or suspected of joining areas were identified terrorist acts in Moscow?
Zahid Godzhaev:
No.
Lev Roitman:
Thank you very much, that's enough.
Guram Denaidze:
As for complaints from our compatriots against oppression related to the latest events in Moscow, there are probably no less than that of the Azerbaijani diaspora. And at the same time, I would like you to take into account this: those people of Georgian nationality that are in Moscow today, most of them are refugees who have experienced, and more than once, the tragedy of expulsion from their houses, the tragedy of exile from their historical homeland, and they already live in terribly difficult conditions both in the economic and moral sense of the word. And when they are still suspicious of such a terrible crime as terrorism, you can imagine how they feel. And this is what I would still like to say in terms of setting your most important question, what will give "witch hunt" as a way of combating terrorism. It seems to me that if you analyze this issue, then purely from a professional point of view, “witch hunt” does not help, but interferes with the fight against terrorism. Because imagine a person, the same policeman or an employee of the FSB who stands and checks hundreds of a day, and maybe many hundreds of people who are absolutely involved in anything and with whom he immediately said goodbye, or even if they are allocated to the police and so on, it still turns out that this person has nothing to do with nothing. And so he checks hundreds of times a day. You understand that if the real one passes through his hands or comes across to him, then he probably does not notice with this weakened attention, and will not find it. "Witch Hunting" is more a hindrance for a real hunt for terrorists than help, it seems to me so. The experience of Israel, for example, in the fight against terrorism, convinces us that we should work clearly, professionally, and the methods of searching for gold miners - to sift thousands of tons of sand in order to find a gram of metal, are not suitable here, we need other methods, more professional and more clear ones. I’m not saying that “witch hunt”, as a way of combating terrorism, violates human rights.
Lev Roitman:
Thank you, Gum Evgenievich. And another voice from the survey conducted by Marina Katys. The question was asked: do these measures increase, this passport control, these inspections of the level of security?
"It can increase some safety, but it is impossible to resist the terrorists exposure at home. In my opinion, not only immigrants from the Caucasus can be exposed at home, they can use others, thus protecting themselves as if. Any person of any nationality can make an explosion. And even if it is Russian, it will be easier for him to be suspicious."
The opinion of the Muscovite. In my opinion, a highly sound opinion.
Roman Spector:
I agree with the opinion of this Muscovite. And since we cannot find clear political goals that the so -called terrorists, we are most likely due to those forces that would like to introduce a state of emergency. Those convulsive attempts to restore the constitutional order with the help of bombing today, according to the Federal Migration Service, have already given tens of thousands of refugees. We, as in the case of Kosovo, are faced with a new humanitarian disaster. And since all this strategy, all this policy is not thought out and is reactive, it seems to me that no attempt to introduce a special position or emergency will solve the situation in the Caucasus.
Lev Roitman:
Thank you, Roman Spector. And in conclusion, the question of Zahid Adygezalovich Dozhaev, but, in essence, I could ask the same question to Guram Evgenievich Dekonidze: how are these measures, this network “witch hunt” can affect the interstate, and, perhaps, on the interethnic relations of Azerbaijan, could Georgia and Georgia, with Russia?
Zahid Godzhaev:
This connecting vessels are the most direct connection. Of course, we are representatives of the Azerbaijani diaspora on ourselves. Sometimes, for example, such rumors are distributed through the media: they say that one of the authorities in Azerbaijan said that Basayev is engaged in the national liberation movement, struggle or, they say, militants pass through Azerbaijan or through Georgia, weapons are transported. Also, we feel the attitude here: here, yours are supported there, yours help, that is, accordingly, hence the attitude. I must say that the Azerbaijanis who constantly live in Russia are those people who have accepted Russian citizenship, citizenship, they are full -fledged citizens of Russia, and do not do themselves large patriots than we, we are the same patriots and full -fledged citizens of the Russian Federation, and we are also interested in safety, in power, economic, political well -being, and civil consistency in this consent in this. state. Of course, to put everything in one pile and blame the diaspora, they say you are all immigrants from there and look at them as not at Russian citizens, but as if immigrants from Azerbaijan, I think this is simply unacceptable. And the authorities must understand that Russia is not only the homeland of Russians, and we, representatives of national minorities in the Congress of National Associations of Russia are talking a lot about this. I believe that representatives in the Congress of Georgians, Greeks, Armenians and others, about 20 national fractions, no less Russia's patriots than, say, the grore patriots of Russia left-wing.
Lev Roitman:
Thank you, Zahid Adygezalovich. I think that this problem, the solution of this emotional problem will come only over time, and it will be very long, because it will take an increase in the political and humanitarian culture of the whole society, and this requires, possibly, decades.
