Let's start the story about the election campaign with a report from the Amur region. Our correspondent in Blagoveshchensk Anton Luzgin will tell you how the communists are fighting their former party comrade.

For just over six hundred thousand Amur residents who have the right to vote, there are eleven candidates to the State Duma. The media demonstrate all styles and genres of election campaigns better than any textbooks.
As we have already reported, the current State Duma deputy from the Amur region, Leonid Korotkov, was expelled from the Communist Party of the Russian Federation “for disobedience.” His comrades-in-arms did not want to re-nominate Korotkov as a deputy, but the party’s decision is not a decree for him. Korotkov is nominated as an independent candidate.
It would seem, what should the communists of the Amur region, called the “red island” in the Far East, be afraid of? Support for any candidate from the Communist Party of the Russian Federation is guaranteed. But the communists themselves, apparently, don’t think so. How else can we explain the abundance of articles in the Amur press against the former communist, deputy Korotkov?
Using all known literary techniques, the authors of the publications accuse the negligent deputy of plotting to split the regional party organization, having connections with local millionaire Yuri Bobylev, who is aiming for the governor’s seat.
It is interesting that under the most prominent articles in the corner there is a signature: “Payment for publication from the election fund of deputy candidate Konstantin Gumbel,” who is not a communist. However, this is not important, because the best way to combat one’s own obscurity among the masses is to criticize a well-known opponent.
Korotkov’s authority in the Amur region is quite great, and therefore the efforts of his competitors are not accidental. Among the deputy’s allies is the mayor of Blagoveshchensk, Alexander Kolyadin. Leonid Korotkov supported and continues to support projects of the city administration, in which the regional authorities, to put it mildly, are not interested.
A distinctive feature of the 1999 elections from previous ones is the play on the anti-Western sentiments of the majority of voters, the promise of strong borders, independence from the United States, and so on.
The already mentioned Konstantin Gumbel promises to organize positional pressure on Northeast China through the economic, military and demographic strengthening of Transbaikalia and the Amur region along the Chita-Blagoveshchensk-Komsomolsk-on-Amur-Khabarovsk axis. To intensify Russian-Mongolian relations, in the future - the creation of Russian military bases on the Mongolian-Chinese border.
The head of the Svobodny cosmodrome, Alexander Venediktov, is also building his campaign around calls for, I quote, “the revival of Russia’s authority in the eyes of the world community.” Promises to solve social problems come second for almost all candidates.
A month before the State Duma elections, no sensations are expected in the Amur region. Analysts are unanimous in the opinion that two candidates have a real chance of getting into the Duma, two deputies of the current Duma - Leonid Korotkov and communist Gennady Gamza.

After the famous businessman Anatoly Bykov did not become a candidate for the Duma, but ended up in a Hungarian prison, the campaign in Krasnoyarsk became calmer. The contenders for a seat in parliament, as our correspondent Alexander Makarov reports, are only playing “petty dirty tricks” on each other.

While the contenders play petty tricks on each other. One of the well-wishers of ex-governor Valery Zubov placed several commercial advertisements in the running line of two or three Krasnoyarsk television companies. More detailed information could be obtained by calling the phone number indicated there.
For several days, employees of Valery Zubov's election headquarters had to answer calls from those wishing to purchase flour or sugar at a reasonable price; many townspeople really wanted to get a Persian kitten for free. Now the excitement has subsided a little, but this is hardly the last provocation against Valery Zubov, who is considered the most realistic contender for the mandate of a State Duma deputy from the Krasnoyarsk electoral district.
There are also the first victims of the election race. In a car accident under circumstances that have not yet been clarified, Anatoly Potekhin, the head of the election headquarters of Yuri Abakumov, a candidate for deputy from the Communist Party of Russia, died. The applicant's son was driving the car; he escaped with light scratches.
Now operatives of the Krasnoyarsk Road Safety Inspectorate are looking for the truck into which Anatoly Potekhin’s car crashed. However, the leaders of the Krasnoyarsk Committee of the Communist Party of the Russian Federation are confident that there are no political motives in this tragic incident.
According to the correspondent of the Moskovsky Komsomolets newspaper in Krasnoyarsk, State Duma deputy Valery Sergienko, one of the real contenders for the mandate of a deputy from the notorious Achinsk electoral district, received an offer to withdraw his candidacy from his closest competitor Oleg Pashchenko, editor of the pro-communist Krasnoyarsk Newspaper. These two parliamentary candidates are indeed “playing” on the same field. Valery Sergienko traditionally enjoyed the support of the regional organization of the Communist Party of the Russian Federation. But now Oleg Pashchenko, a relatively new person in the Krasnoyarsk political beau monde, not seen in various kinds of compromises with ideological opponents, is more interesting from the point of view of the communists. It is unlikely that such a proven political fighter as Valery Sergienko will refuse the opportunity to become a deputy of the State Duma for the third time.

In the Omsk region, opposition candidates experience great difficulties in registering. Election commissions do not comply with court decisions on registration. Tatyana Ilyina reports.

In the Omsk region, two candidates for State Duma deputies still cannot achieve official registration. At the same time, both communist Vladimir Dorokhin and businessman Valery Kokorin already have in their hands verdicts of the regional court to cancel the decisions of the district commissions.
In the one hundred and twenty-ninth rural-urban district, regional authorities support the railway chief Valery Larin and the director of the plant Vladimir Sedelnikov. At the same time, Eduard Smolyagin, who had practically no chance of being elected, was rejected for the standard reason - selling a car through a power of attorney - after the decision of the regional court, he quickly received a candidate’s certificate.
Another rejected applicant, director of the construction company Valery Kokorin, proved in the regional court that he does not have real estate in Sochi, but the district commission again refused to register him. During the discussion, members of the commission were keenly interested in whether Valery Kokorin had a foreign currency account and accused him of conducting campaigning before official registration.
According to the chairman of the city election commission, Alexei Nesterenko, the justifications for the refusal are more like reproaches like “what a bad person.” The chairman of the regional election commission, Alexander Kushnarev, supports the position of his colleagues from the district commission. Speaking about the prospects for Kokorin's registration, he noted that the commission has other arguments against it, for example, shares of enterprises not indicated in the declaration.
Experts consider Valery Kokorin a fairly serious contender for a deputy mandate. And many explain the desire to prevent him from participating in the elections by close ties with the Omsk administration and the bias of the commission, which is clearly biased by the regional authorities.
In the rural one hundred and twenty-eighth district, Alexander Podgorsky, the director of the Omsk Bacon, is confidently moving towards the deputy seat, supported by the regional administration. His main rival could be the secretary of the regional committee of the Communist Party of the Russian Federation, the leader of the communist faction in the Legislative Assembly, Vladimir Dorokhin. He is running for the State Duma on a party list, and his documents have been verified by the Central Election Commission. But in a single-mandate constituency, based on the same documents, he is not registered.
The regional court twice considered Vladimir Dorokhin's protest and sent its decisions to the district commission. But again and again she refuses registration to the opposition applicant. According to the chairman of the commission, Tamara Povilyaikina, registration can take place after the appeal of the district commission is considered by the Supreme Court.
A month before the elections to the State Duma, the situation in the Omsk region is far from certain. The biased position of district election commissions, which create clearly unequal conditions for different candidates, can jeopardize elections. A situation where even a court decision is easily overturned by officials strengthens the growing distrust in the government and democratic institutions in society.

In the Tyumen region, law enforcement agencies are interested in prominent representatives of the Fatherland - All Russia bloc. Alex Nemirov reports from Tyumen.

Five current deputies of different ranks, running for the State Duma of Russia in single-mandate constituencies of the Tyumen region, received a clear advantage in conducting election campaigning. Their reports, without particularly worrying about regulations, are published by almost all local media. In this case, the surname “Raikov” is most often heard.
Gennady Raikov, who is seeking re-election to the State Duma of Russia in the one hundred and seventy-ninth district, wins over the audience with spectacular statements. For example, he worked for three years on a law on terrorism, which turned out to be very relevant.

When we adopted the law on terrorism, the deputies said: “Where are you rushing?” But today a situation has arisen in the Caucasus, and only the law on terrorism gave legitimacy to the use of military force.

Meanwhile, Raikov’s main potential competitor in the Tyumen district, Vadim Bondar, is trying to achieve candidate registration. He filed an application with the regional court demanding that the decision of the district election commission, which denied him registration, be overturned. Bondar is the only one of the rivals in this single-mandate constituency who sought to obtain a candidacy certificate by collecting signatures, rather than by paying an electoral deposit. He, as the chairman of the executive committee of the socio-political movement "Western Siberia", has long had the image of a social activist, so collecting five thousand signatures was a matter of honor for him.
However, it is in the signatures that the reason for his refusal to register lies. Without going into details, we can say that Vadim Bondar fell victim to a formal approach. He himself blames the imperfection of the election law.

The law that was adopted, in my opinion, is frankly weak. There are so many inaccuracies, so many ambiguities, that is, places that can be interpreted in different ways. And this allows the election commission to take upon itself the right to make this choice for the voter, that is, “to allow or not to allow.” An ideal democracy means that anyone can run and the people will choose.
Alex Nemirov:
Further ahead than Bondar is Yuri Aksenov, who is running in the neighboring Ishim constituency. Aksenov is the only one of the rejected applicants who achieved a re-examination of his documents. But members of the election commission of the one hundred and seventy-eighth district again refused to register Aksenov. And the chairman of the commission, Yakov Schmidt, said that the Central Election Commission uses illegal methods of pressure.

They hinted to us in Moscow that it needed to be registered. Then, when we talked to the zonal guy here, he said: “You see, you’re right, but that’s what had to be done.”

But Yuri Aksenov still has a chance to get into the State Duma as candidate number one on the regional list of the “Bloc of General Nikolaev and Academician Fedorov.” The second number on this list is Vladimir Kropchev. On November 12, his meeting with voters was disrupted. According to candidate Kropchev’s proxies, he was detained by employees of the Ural Regional Department for Combating Organized Crime.
He was charged with avoiding testifying in a criminal case initiated by the new general director of the Tyumenenergo joint-stock company, Artem Bikov, against the former head of Tyumenenergo, Valentin Bogan. In response, Kropchev, who is the deputy chairman of the board of directors of Tyumenenergobank, said that he could not give any evidence for or against the candidate for deputy of the Russian State Duma Bogan until the end of the elections.
Bogan's case was sent by the prosecutor of the Khanty-Mansiysk Autonomous Okrug for further investigation. Valentin Bogan himself believes that in this way they are trying to undermine his reputation.

If we had some kind of financial irregularities or something else, Chubais would have turned my head on its side long ago. This is pure discredit.

It is not yet known whether the criminal case will be completed if the person under investigation is elected as a deputy of the State Duma of Russia and receives parliamentary immunity. Valentin Bogan is second on the regional list of candidates from the Fatherland - All Russia bloc.

In the Western Urals, in the Perm region, supporters of Yuri Boldyrev chose exclusively right-wing parties, and above all the Union of Right Forces, as a target for criticism. Mikhail Kataev reports.

Yuri Boldyrev, deputy chairman of the Accounts Chamber of the Russian Federation and leader of the movement named after himself, having visited Perm on November 16, engaged one of the most influential newspapers of the Kama region, “Gubernskiye Vesti,” for the purpose of political struggle. One of Yuri Boldyrev's closest supporters in the Kama region, Sergei Levitan, is a candidate for the State Duma and at the same time the publisher of Gubernskiye Vesti.
Now “Gubernskiye Vesti” publishes offensive and mocking materials addressed to the right-wing political parties of Russia in every issue. Most often, publications are directed against the leaders of the Union of Right Forces - Irina Khakamada, Boris Nemtsov, Anatoly Chubais and, as stated in the editorials of Gubernskiye Vesti - “against their supporters in the Kama region.”
The attack on the right is not accidental. Sergei Levitan's main rival in the single-mandate district is Viktor Pokhmelkin, a right-wing deputy.
Other Perm publications also poison the right. Local Time, which sympathizes with Yuri Luzhkov, is especially successful in this.
President of the Foundation for Strategic Research, former member of the Federation Council, former Minister of National Affairs in the government of Sergei Kiriyenko, Evgeniy Sapiro, agreed to analyze the pre-election situation specifically for Radio Liberty.

We have four single-member constituencies, and there are quite well-known favorites. Well, firstly, two fairly well-known deputies of the State Duma. This is Pokhmelkin, a member of the political council of the Democratic Choice of Russia, who has already twice represented the Democratic Choice of Russia in the Russian parliament. This is the former Prosecutor General Stepankov, who is now waging a very difficult fight in the Northern District of Bereznyakovsky.
I would rate the chances... Pokhmelkin still has a plus in relation to his competitors, but for Stepankov it’s fifty-fifty.
Finally, a very interesting fight is flaring up in the Southern District, and the appearance of Sergei Shakhrai there, of course, was such an intriguing topic. So making predictions here, I think, is a futile exercise.

Evgeny Sapiro himself is one of the three leaders in the Leninsky district. His main competitors, Ilya Neustroyev and Pavel Anokhin, are known as wealthy people involved in business, charity and politics throughout the Kama region.

The pre-election situation was considered the most tense and acute in the Ordzhonikidze district of Yekaterinburg, where the leader of the notorious Uralmash OPS is once again running for the State Duma of Russia. Despite this, a series of high-profile scandals and revelations that have, so to speak, a television-criminal connotation, thundered last week in the Verkhisetsky district of the city, where several former deputies of the regional and federal level, well-known businessmen and respected entrepreneurs in the city are running.
One of them, current State Duma deputy Evgeny Zyablitsev, received an offer from unknown people to buy a videotape for twenty thousand US dollars with a recording of an interview with his ex-wife, who accused him of housing fraud ten years ago. The deputy contacted the police, and the extortionists were detained, but released literally the next day, after which both the film with incriminating evidence on the deputy and the film with footage of the capture of the criminals mysteriously appeared on almost all Yekaterinburg television channels.
Literally the next day, no less mysterious happened - the murder of the deputy director of the television company "Channel Forty-Seven", and Evgeny Zyablitsev, one of the founders of the channel, builds all these events into one logical chain.

Apparently, a person was specially sent to the television company, who supplied information, stole some cassettes, some recordings. Apparently, the criminals are either threatening me with this murder, making it clear that the same thing will happen to me, or hiding their ends in the water. Well, it’s hard to say, the investigation will have to figure it out. I regard this clearly as an organized bandit attack against me.

At the same time, the main rival of the current deputy, who owns the largest chain of grocery stores in Yekaterinburg, but does not have his own radio or television, entrepreneur Igor Kovpak, believes that the majority of deputies registered in the district were completely unprepared for such a development of the situation.

For me and for other competitors it is a misfortune that I ended up in the same district with Zyablitsev, with whom something happens every day. He is attacked - either by Moscow's hand there, or by someone else. He has some kind of adventure every day. Well, every day, every day he has some kind of wife or something else. Of the forty-seven candidates for State Duma running in the Tula region, Viktor Rozhkov should be considered the most unique. This is a police general, head of the internal affairs department of the Tula region.
It is interesting that last summer Viktor Rozhkov arrived in Tula to lead the fight against organized - and not so organized - crime, resigning as a deputy of the State Duma. In 1995, he was elected in the Tyumen region, being one of the heads of the local department of internal affairs with the rank of colonel.
Arriving to continue his service in Tula, he received general's shoulder straps, a fashionable apartment, and for almost six months he made statements in the local media about the fact that he had settled here seriously and for a long time.
In the fall, General Rozhkov got ready to go back to the State Duma. Apparently, according to a scenario developed by someone, it is he who should take away the deputy mandate from another general, Alexander Korzhakov.
In the one hundred and seventy-sixth Tula single-mandate electoral district, twelve candidates for deputies are registered. But the main struggle, after General Grachev refused to run in these elections, will certainly unfold between Lieutenant General Alexander Korzhakov and Major General Viktor Rozhkov.
But what else makes the latter unique? Yes, the fact is that literally everyone supports him. The Communist Party of the Russian Federation and "Fatherland - All Russia", the head of the city and the governor, all local administrations and heads of enterprises, this is official. Unofficially, Viktor Rozhkov is also supported by the Presidential Administration in his fight against Alexander Korzhakov.
For a whole month now, city police officers have been busy not so much with their direct duties as with organizing the chief’s election campaign. A lot of things are surprising. For example, a photograph in the Tula News newspaper. Rozhkov and Zyuganov are standing, almost hugging. Although it seems that in the pre-election photo the head of the Tula Department of Internal Affairs should be photographed, first of all, with Minister Rushailo. Or has the Tula police already become a branch of the Communist Party of the Russian Federation?

First Deputy Head of the Russian Presidential Administration Igor Shabdurasulov took part in the election campaign in the Voronezh region. Report by Mikhail Zherebyatyev.

Voronezh, which is politically one of the centers of the “red belt,” was recently visited by the First Deputy Head of the Presidential Administration, Igor Shabdurasulov.
A few days before his arrival, Voronezh newspapers, one after another, reported that an envoy from high offices was flying to deal with the chronic non-payment of salaries to public sector employees on the spot. And Shabdurasulov was allegedly invited by the current State Duma deputy from the Voronezh region, the leader of the election association of the KRO and the Yuri Boldyrev Movement, Dmitry Rogozin, who is running for the Voronezh region again.
Over the past months, Rogozin has been publicly asserting that money for state employees, as well as other categories of benefit recipients in his district, is regularly transferred from the federal budget, but people still have not received anything.
Shabdurasulov did not go where the inviting party was lucky, as is usually customary in such cases, but where he wanted, choosing the second largest city in the region - Borisoglebsk. Dmitry Rogozin's election headquarters is located there, and Rogozin enjoys very serious voter support there. There, on November 9, teachers went on an indefinite strike, demanding payment of arrears of wages for two and a half months of the past and half of this year.
Continuing to remain loyal to the Communist Party of the Russian Federation, the governor of the Voronezh region, Ivan Shabanov, decided to take advantage of the presence of high authorities and ask for the region - “increase, they say, the amount of transfers. We live in difficult conditions. “Lost defense industry”, there are no mineral resources. There are many pensioners, students are a dime a dozen.” He also said that checks confirmed that the funds were spent correctly. Finally, he begged: “We ask for a deferment on debts to the federal budget. If we don’t get this from the president, we will kneel before the government.”
And he immediately demonstrated his readiness to cooperate: “Well, we’ll solve any questions we have.” Either he was hinting at the possibilities he had to slow down the Communist Party of the Russian Federation in the elections, or to help with payments to public sector employees.
Shabdurasulov, at every step, made it clear to the Voronezh comrades that the Kremlin is not indifferent to the result of the vote in the “red belt” and specifically in the Voronezh region. Администрация президента прибегла к испытанной методе усиления нейтрального в политико-идеологическом отношении мэра областной столицы, в пику губернатору-коммунисту.
После нейтрализации блока "Отечество - Вся Россия" Кремль, впервые в Воронеже, предпринял попытку несколько выровнять ситуацию путем сдерживания коммунистов-администраторов в их вотчинах. Шабдурасулов дал понять: "Вы нужны, в президентских структурах вас считают оппозицией, отнюдь не врагами. Но возьмете вы ровно столько, сколько кремлевские аналитики сочтут нужным".
Воронеж для диктовки условий провинциальным коммунистам-зюгановцам был выбран не случайно. Здешний губернатор - хоть и коммунист, но не диктатор. Более того - человек понятливый, и если дело начинает пахнуть керосином, оказывается способным проявлять сговорчивость, о чем хорошо знают в центре. Срок полномочий Шабанова истекает через год, так что - есть, над чем задуматься.

В Краснодарском крае ни левые, ни правые не смогли выставить единых кандидатов. Репортаж Татьяны Николайчук из Краснодара.

В Краснодарском сороковом округе выдвиженцу Российского общенародного союза, депутату Госдумы двух созывов Сергею Глотову предстоит встретиться с теми, кто уже был его соперниками на прошлых парламентских выборах.
Один из них - Игорь Ханкоев, член команды прогрессивного мэра кубанской столицы Самойленко и главврач крупнейшей в городе больницы номер два и муниципального лечебно-диагностического объединения. Ему, недавнему вице-мэру по здравоохранению, прошлогодняя избирательная кампания в Законодательное собрание края принесла рекордно высокий процент голосов, что позволило ему стать одним из немногих его депутатов, которые победили отнюдь не под знаменами лево-патриотического движения губернатора Кондратенко.
Этот кандидат первым получил удостоверение о регистрации. Но он и первым ощутил на себе строгие требования нового закона. Ханкоеву пришлось вернуть часть средств из своего избирательного фонда. Формулировка основания звучит так: "Доля в уставном капитале юридического лица, сделавшего взнос, превышает тридцать процентов".
Кубанские единомышленники Лужкова и Примакова уже выразили готовность поддерживать Ханкоева, выдвинутого группой избирателей. Кстати, в этом году значительная часть претендентов на мандат предпочли именно эту формулировку, позволяющую порой маневрировать, не афишируя свои политпристрастия.
Тут не обошлось без любопытного недоразумения. Другой претендент по этому же округу - формально, как и Ханкоев, считающийся независимым кандидатом - посол России на Кипре, выходец с Кубани Георгий Мурадов заявил, что это именно он обладает верительными грамотами московского руководства блока "Отечество - Вся Россия".
То, что представители правых и центристских движений далеки от умения согласовывать действия в совместную стратегию - не такая уж новость. Но нынче и левому крылу не удалось договориться о едином кандидате по этому округу. Теперь пригубернаторский электорат вынужден теряться в догадках: предпочесть ли активного члена думской фракции "Народовластие" Глотова (которому наиболее радикально настроенные не могут простить того, что в 1996 году амбиции помешали ему снять свою кандидатуру на губернаторских выборах, принесших победу Кондратенко), или остановить выбор на вице-спикере краевого Законодательного собрания прошлого созыва, заведующем одной из правоведческих кафедр Госуниверситета - Василии Громове, родном брате заместителя губернатора атамана Громова?
Оба кандидата хорошо знакомы с известной местной особенностью: чтобы на Кубани за тобой пошла самая послушная и многочисленная пожилая часть электората - даже нет большой надобности - ссылаться на личную поддержку губернатора, чья фигура в их сознании являет собой нечто вроде живого мифа, наподобие кубанского борща. Вполне достаточно заявить, что ты сам поддерживаешь и любишь "батьку Кондрата".
И Глотов, и Громов говорят о своем большом вкладе в законотворческие дела. Последний, к примеру, гордится своим участием в разработке устава края, запретившего продажу земли. Практически неотличимы и их положительные оценки недавнего решения, принятого, по сути, однопартийным кубанским парламентом. Который внес такие изменения в краевое законодательство, что теперь жители края должны будут уступить одно из основных демократических завоеваний - право выбирать глав местного самоуправления - в том числе и мэров - депутатами нижнего звена.
Единодушны оба кандидата и в том, что отнюдь не считают такую попытку возврата в отдельно взятом крае к системе, чья суть выражалась до боли знакомым лозунгом "Вся власть - советам!", ни в чем не вступающим в противоречие с федеральным законом или Конституцией страны, ни выполнением прямого заказа, полученного кубанским парламентом от краевой исполнительной власти.

Трое незарегистрированных претендентов на депутатский мандат от Еврейской автономной области борются в судах за право участия в выборах. Vladimir Ivashchenko reports.

18 ноября суд Еврейской автономной области отказал в удовлетворении жалобы представителя "Конгресса русских общин" Валентина Козлова на действия не зарегистрировавшей его окружной избирательной комиссии единственного в автономии Биробиджанского одномандатного округа номер двести четырнадцать.
Решение суда еще может быть обжаловано в Верховном Суде Российской Федерации, хотя пока ни одному из трех здешних "отказников" не удалось доказать неправоту окружной комиссии, причем - двое уже искали поддержки не только в Биробиджане, но и в Москве, в Центральной избирательной комиссии.
Сначала в Центризбирком обратился явный претендент на победу, бывший правый секретарь обкома КПСС, ныне предприниматель Борис Корсунский. В Биробиджане не зарегистрировали по двум основаниям: в связи с неуказанием в декларации автомобиля "Ниссан-Лаури" и неоднократными нарушениями закона о выборах, выразившимися в преждевременной агитации. Борис Корсунский утверждает, что еще в начале года подарил иномарку родственнику, а с агитацией его подвел кто-то из ближайшего окружения, не уследивший за разошедшимися по области раньше положенного срока листовками. Однако Центризбирком, в итоге, этим доводам так и не внял.
В споре с окружной избирательной комиссией наиболее предпочтительными оказались шансы бывшего мэра Биробиджана Виктора Болотнова, арестованного 17 июля по обвинению в получении взяток. Дело в том, что ему было, при отказе в регистрации, вменено в вину неуказание в декларации дома в Америке стоимостью четыреста двадцать четыре тысячи долларов.
В качестве доказательства наличия такой собственности у кандидата члены Центризбиркома приняли письмо начальника Управления внутренних дел Еврейской автономной области, генерала-майора милиции Александра Цвилия, ссылавшегося на данные Интерпола, но не предоставлявшего никаких документальных подтверждений. Адвокат Виктора Болотнова назвал это чисто милицейской акцией и вылетел в Москву. Туда же срочно направился председатель областной избирательной комиссии Алексей Бублик. В итоге, как сообщили 18 ноября в окружной избирательной комиссии, Центризбирком согласился с тем, что милиция, в интересах следствия, может ограничиться лишь ссылкой на информацию Интерпола.
Таким образом, в Биробиджанском одномандатном округе номер двести четырнадцать остаются зарегистрированными четыре кандидата: представитель социалистической партии Константин Ашуров, председатель областного Комитета солдатских матерей Валентина Бычкова, лидер регионального отделения "Нашего дома - России" Анатолий Тихомиров и нынешний депутат Государственной Думы от Еврейской автономной области коммунист Сергей Штогрин.
Однако все три "отказника" не смирились и намерены продолжать борьбу с окружной избирательной комиссией, а Валентин Козлов пообещал возбудить против Алексея Бублика уголовное дело.

Let's move on to the gubernatorial elections. В Ярославской области знаменитый аграрий Дмитрий Стародубцев чуть не стал жертвой грязных предвыборных технологий. Об этом расскажет Александр Вохмянин.

18 ноября в 18:00 областная избирательная комиссия завершила прием подписных листов от граждан, заявивших о своем намерении занять кресло губернатора. Из восьми человек только пятеро сумели собрать необходимые двадцать две тысячи подписей в свою поддержку. Это - нынешний губернатор Анатолий Лисицын, спикер областной Думы Сергей Вахруков, директор филиала Всероссийского научного финансового-экономического института Владимир Сорокин, лидер КПРФ доцент Госуниверситета Владимир Корнилов и брат тульского губернатора Дмитрий Стародубцев, возглавляющий племенное хозяйство.
Последний - еще неделю назад начал собирать подписи, и за рекордно короткий срок успел насобирать их более двадцати пяти тысяч. Причем, ни копейки не потратив на оплату труда сборщиков. Как это ему удалось - так и осталось загадкой. Именно Дмитрий Стародубцев сделал скандальное заявление о применении против него грязных предвыборных технологий. Он принес в областную избирательную комиссию, помимо двадцати пяти тысяч подлинных, четыре тысячи фальшивых подписей и сообщил, что его с их помощью пытались подставить.
Эта политико-криминальная история, со слов Дмитрия Стародубцева, развивалась следующим образом. В 10 часов утра, за день до последнего срока сдачи подписных листов, ему предложил по телефону совершенно бескорыстно оказать помощь в сборе подписей Петр Бородин из фирмы "Эл-трафт", что занимается офисной мебелью. Хотя альтруизм незнакомого человека весьма насторожил Дмитрия Стародубцева, он все же решил проверить, чем дело закончится.
Затем к нему приехал представитель от Бородина и попросил четыре тысячи бланков подписных листов. 18 ноября все четыре тысячи подписей были готовы и переданы Дмитрию Стародубцеву. Соратники возможного кандидата в губернаторы провели выборочную проверку подлинности предоставленных автографов. Ни один из них не оказался подлинным, правда, адреса и фамилии были настоящими. Хотя не обошлось без курьезов. По нескольким указанным адресам располагались государственные учреждения, в том числе и сама областная избирательная комиссия.
По мнению Дмитрия Стародубцева, эта провокация была спланирована заблаговременно, а подписные листы были подделаны заранее, поскольку вернули их ему заполненными - вовсе не те листы, которые он отдавал пустыми. Дмитрий Стародубцев передал все фальшивые подписные листы в прокуратуру. Однако он вовсе не уверен, что пройдет всю дистанцию предвыборного марафона и не снимет свою кандидатуру. "Я буду действовать в порядке целесообразности, и если сниму свою кандидатуру, то это не значит, что - для того, чтобы был единый кандидат от оппозиции", - заявил Дмитрий Стародубцев. Речь идет о Владимире Корнилове, выдвижение которого на губернаторских выборах он считает ошибочным шагом оппозиции.

В Тамбовской области в центре внимания - не думские, а губернаторские выборы. Рассказывает Инна Кабанова.

В борьбу за два места в Думе, по числу одномандатных округов, вступили тридцать кандидатов. Данные ноябрьских исследований, проведенных тамбовским Центром изучения общественного мнения, основывающиеся на опросе восьмисот человек, свидетельствуют, что идеальный кандидат, в представлении опрошенных тамбовчан, - это мужчина сорока-сорока девяти лет, с опытом руководящей работы и с коммунистической, либо с центристской ориентацией.
Политические пристрастия жителей Тамбовской области, традиционно относимой к "красному поясу", стабильны как никогда. Наиболее сильны позиции КПРФ. На втором месте - "Отечество - Вся Россия", на третьем - правда, со значительным отставанием - "Яблоко".
Кстати, "Отечество", похоже, собирается составить серьезную конкуренцию компартии. За последние пару недель Тамбов посетили член политсовета движения Геннадий Кулик и целая агитбригада артистов. А на начало декабря планируется визит Юрия Лужкова. Он намерен осмотреть здание новой областной поликлиники, строящейся москвичами.
Тем не менее, думская кампания пока развивается довольно вяло, чего не скажешь о кампании губернаторской. Она уже преподнесла немало сюрпризов. Желание поруководить областью изъявили восемь претендентов. Основным конкурентом ныне действующего губернатора Александра Рябова станет представитель президента в области Олег Бетин. Оба - давние соперники. Четыре года назад на предыдущих выборах Бетин проиграл Рябову, и нынешнюю свою кампанию строит на жесткой критике экономического курса, проводимого в области, и на обвинениях в коррупции в адрес администрации.
В качестве одного из главных аргументов выдвигается тезис о причастности высокопоставленных чиновников к подпольному водочному бизнесу. Расследованием этого дела более полугода занимается областное Управление внутренних дел. Впрочем, на скандальные обвинения не скупится и противная сторона. Глава администрации неоднократно более чем прозрачно намекал, что тесный альянс между представителем президента и правоохранительными структурами основан на совместной незаконной коммерческой деятельности.
Отношения между Управлением внутренних дел и руководством области обострились до предела в октябре, после того, как был убит заместитель начальника Управления Михаил Бирюков. Совместная пресс-конференция УВД и руководства области вылилась в скандальное выяснение отношений, где обе стороны в очередной раз обменялись обвинениями в коррупции. Сразу же после этого начальник УВД Владимир Пучнин заявил о собственных губернаторских амбициях.
Конкуренцию Пучнину, Рябову и Бетину составят фигуры, менее известные в области - глава администрации одного из районов Тамбова Эдуард Немцов и сотрудник коммерческой фирмы Станислав Ляшев. Немцов известен, прежде всего, громкими обличениями местных чиновников и шумными судебными процессами против журналистов, утверждающих, что многие из обвинений, автором которых он был, не соответствуют действительности.
Что же касается Станислава Ляшева, то, указавший в документах на свою принадлежность к КПРФ, он, в глазах бывших соратников, является оппортунистом и исключен из рядов компартии. Но - не за то, что ныне трудится в коммерческой фирме, а - за то, что поддерживает кандидатуру Олега Бетина, тогда как обком КПРФ - всецело за ныне действующего главу администрации Александра Рябова.
Многие в Тамбове склонны считать, что обилие претендентов на должность губернатора на самом деле означает лишь то, что фигуры менее проходные снимут свои кандидатуры в пользу либо Рябова, либо Бетина. Избирательные штабы и первого, и второго, то и дело подбрасывают в прессу "жареные" факты и сенсации вроде фотографий особняков, принадлежащих оппонентам, или подслушивающих устройств в кабинетах кандидатов.

Кандидат в губернаторы Московской области, бывший чемпион мира по биатлону Александр Тихонов не только агитирует за себя в многочисленных газетах, но и приглашает избирателей на бесплатные концерты. Рассказывает Вера Фаат.

По частоте упоминания в средствах массовой информации по-прежнему лидируют нынешний губернатор Московской области Анатолий Тяжлов и олимпийский чемпион в прошлом, а ныне - предприниматель и общественный деятель Александр Тихонов.
Анатолий Тяжлов - как всегда, главный герой подчиненных ему областных газет, а статьи на целые полосы об Александре Тихонове появились практически во всех наиболее читаемых российских газетах, кое-где и - не по одному разу.
В период, еще предшествовавший регистрации, интервью с Тихоновым можно было прочесть, в частности: в "Комсомольской правде", "Коммерсанте", газете "Труд", "Советском спорте" и в "Московской правде". Пока подмосковные районные и городские газеты не публикуют его предвыборных материалов, но по-прежнему большим тиражом и бесплатно распространяются номера газеты под названием "Сердце России", иногда газеты "Мир новостей", тоже бесплатно, а также - газеты районов Москвы, где публикации о Тихонове тесно соседствуют с материалами о Лужкове.
Команда Тихонова удачно эксплуатирует вполне обычный образ "темной лошадки", намекая, что именно такие и побеждают уже в первом заезде. В так называемой "Мужской газете" бывший биатлонист заявлен участником конкурса "Мужчина года".
Не очень шумно, но с завидным постоянством в подмосковных учреждениях культуры проходят концерты и спектакли популярных артистов кино и театров. В пригласительных билетах на концерты под заголовком "Команда Тихонова" перечислены имена тридцати четырех известнейших артистов. Билеты на их концерты и спектакли бесплатно распространяют предвыборные штабы Тихонова, которые работают, по крайней мере, месяц в каждом городе и районе Московской области.
Спектакли проходят в тех же самых залах, где, по сценариям уже команды Тяжлова, проходили и продолжаются встречи народа с митрополитом Крутицким и Коломенским Ювеналием, в честь освящения местных храмов, посвященные встрече двухтысячелетия Рождества Христова.
Предвыборный характер таким встречам придают и сами священнослужители, обязательно отмечая, что возрождение храмов - это заслуга исполнительной власти всех уровней, и награждают их своими знаками отличия.
Кроме Анатолия Тяжлова и Александра Тихонова, еще три кандидата на пост губернатора Московской области обращаются через средства массовой информации к избирателям. Это - Борис Федоров, Борис Громов и Геннадий Селезнев.
Бывший министр финансов Борис Федоров, обращаясь к читателям местных многотиражек, предлагает, прежде всего, купить его книгу под названием "Десять безумных лет", где Борис Федоров, цитирую: "развенчивает многие мифы и рассказывает всю правду о себе и своей работе."
Только о своей работе в Государственной Думе может пока рассказывать избирателям Подмосковья еще один кандидат на тот же пост, Геннадий Селезнев, потому что лишь с 3 декабря он будет иметь право вести активную избирательную кампанию, поскольку на него распространяется положение о государственном чиновнике высшего ранга.
И еще один кандидат активно напоминает о себе через прессу, по крайней мере - один раз в неделю. Из номера в номер продолжает публикации о генерале Борисе Громове резко оппозиционная областной власти новая газета "Подмосковье", распространяемая бесплатно.
