There are some changes. In September, the Rules for filing an application for a state certificate for maternity capital changed (Government Decree No. 709 of September 22, 2008). If previously the application had to be submitted personally or through a legal representative (and this is a rather limited circle of persons), now you can issue a power of attorney to any individual from a notary. Moreover, from now on it is allowed to send the required documents by mail (notarized) and receive a certificate in the same way. Another innovation in favor of mothers is that it is now possible to submit an application not only at the place of residence (registration), but also at the place of stay or actual residence.

There are no such rules. According to paragraph 4 of Art. 218 of the Civil Code, a member of a housing, housing-construction cooperative acquires ownership of property provided that he has fully paid his share contribution for the apartment.
