The Supreme Court (SC) recently explained how to properly put drivers behind bars, i.e. clarified the procedure when a car owner faces administrative arrest.

The main problem here was this. What to do if the violation was committed when the courts are not open (at night, on weekends)? On the one hand, the Code of Administrative Offenses (CAO) clearly states: the judge must consider such cases on the day the materials are received. On the other hand, cases of this kind cannot be considered without the presence of the violator (therefore, violators do not always demonstrate a law-abiding appearance in court). As a result, zealous traffic cops detained such drivers.

Now the Supreme Court has clarified: failure to appear is only a reason to postpone the case and make a ruling on the arrest of an unconscious driver. This means that there is no need for administrative detention.

Got in the wrong place

A severe increase in fines for illegal parking is coming - the draft federal law has already passed the relevant committees.
In some cases, fines will increase 10 times, and buying a car from a fine site will be possible only after 2 days. Violating the rules of stopping or parking vehicles will presumably cost five times more - instead of 100 rubles - 500 rubles. It is proposed to replace the ridiculous warning (or a 200 ruble fine) for stopping in places designated for parking vehicles of disabled people with a “decent” 3 thousand rubles.
But what I want to sign up for is a tenfold increase in the fine for violating the rules of stopping or parking on the roadway, creating obstacles to traffic flow - from 300 to 3,000 rubles. It is also expected that stopping or parking in the tunnel will be punished more harshly.

The State Duma increases fines for lack of technical inspection and registration of cars. Deputies passed the law in the second and third readings within one week. Its meaning is this. No technical inspection - prohibition of operation, removal of license plates, and be kind enough to pay 8 hundred instead of the previous 200 rubles. If you haven’t registered the car on time (if there are no transit numbers, this period is 5 days, if you have them - 20 days), then instead of 100 rubles the driver will now pay from 500 to 800 rubles.

Breathed on the wrong one

Recently, the Ministry of Health and Social Development issued an instruction (based on the October decision of the Supreme Court): drivers must be given a copy of the medical certificate for intoxication. This innovation should to some extent limit the possibility of abuse of official powers by traffic police officers.
