While the state is publicly investing a lot of budget billions in the construction of housing for the military, officers with pregnant wives continue to be secretly thrown out onto the street.
Under siege Today's officers' wives are like the wives of the Decembrists. They follow their husband into army life, as if into wild Siberia - without money, without housing. Almost three dozen families from the garrison in Nemchinovka near Moscow now live as if in a state of siege, except that instead of tanks they were surrounded by bulldozers, and instead of the noise of cannonade, their ears were filled with the roar of pile-driving machines. The land under this military unit was given over by the Ministry of Defense for commercial development. As it turned out, it was given away along with the people who are now being squeezed out of their homes by excavators.
New high-rise buildings will appear on the site of the former medical unit, the former barracks converted into an officers' dormitory, and the former military museum, where military personnel also live in the corners. But there was no place in them for the evicted servicemen. They have one road: march at a step - to the street.
“How long did my husband and I have to wander around the garrisons,” shared one of the officers’ wives. “And when he was transferred here, the dormitory didn’t even have a floor; rats swarmed everywhere.” At our own expense, we installed the partitions and installed the electrics. True, we share a shower, but we have our own toilet - such a luxury is not available in every room. Of course, I want an apartment, even a one-room one, even a service one, but... At least leave us alone here, eh! Well where do we go?
The builders ate the dog The military really has nowhere to retreat. Behind us are Moscow and the Moscow region, where rental prices are such that no colonel’s salary is enough, let alone the 3,600 ruble compensation that the War Ministry promises to those evicted. The commander of the operational-strategic command of the aerospace defense, Leonid Tishkevich, gave the officers until August to move, but it would be better to give them apartments where they can move.
To repel the builders, the guards of the Motherland created the “Free Nemchinovka” organizing committee. Underground. They are still afraid to introduce themselves by their names - there are reductions in the army. Now, although the people in uniform were encircled, they left an escape route. The territory of the unit, which ensures a peaceful sky over the entire center of the European part of Russia, is still guarded by barbed wire and soldiers, but there are so many holes in it that the parade ground has long ago turned into a checkpoint.
“Before, we lived like under communism,” say the military. “They didn’t even lock the doors at night, and we don’t lock them during the day even now.” Our children walked around peacefully, but now only migrant workers walk around.
The construction is being carried out by professionals who have done their best in this matter. And not just one. And literally. Previously, several local dogs ran around the military town, but now there is not a single one left.
Real estate is not for you The general contractor for the construction, JSC UNR-494, was a division of the Ministry of Defense until 1995, but it still receives the most lucrative military orders. The exclusive seller of Nemchinovka, like many other UNR properties, is a company with the name “NDV”, which is mocking for the evicted military, - “Real Estate For You”. In her office, agent Dmitry deliciously eats, it seems, Chinese noodles:
– Almost all apartments in the second building have been sold. I don’t know when the third one will begin to be built, but according to the project, construction of the entire microdistrict will be completed by the beginning of 2013. Here's the layout.
The model clearly shows that in place of the current military housing, two high-rise buildings will appear at once - numbers 3 and 4. So is there really no room in them for several families that are useful for the country?
“The measures taken to build housing for military personnel in recent years are, of course, unprecedented, but there are also a lot of violations,” commented the head of the All-Russian Trade Union of Military Personnel, Oleg Shvedkov. – Regarding Nemchinovka, I personally spoke with Deputy Minister Pankov, informed another deputy (for billeting) – Naginsky, and wrote a letter to Minister Serdyukov. They only answered: “We are working on it!”
It is unclear what officials in the Ministry of Defense do. But builders are busy digging pits. The pile driving machine is just a few meters away from the rocket launcher - just behold, it will explode.
“It won’t explode, it’s no longer combat,” one of the officers reassured. And then he sighed: “Otherwise we would have turned it where it should be.”
dislocation Nemchinovka is an urban-type settlement in the ecologically clean Odintsovo district of the Moscow region, 1 km west of the capital. It is a historical dacha place: Kazimir Malevich and Sergei Eisenstein lived here at different times. Not far from the microdistrict there is an elite fishing and sports complex "Romashkovo", an equestrian center, a ski slope, an Auchan store and an entertainment center "Formula Kino" with 12 cinema halls.
summary According to documents, last year the Ministry of Defense allocated only 45,644 apartments to military personnel; this year an additional 45,300 apartments are expected to be added. All this is for 250 thousand laid off workers and 120-150 thousand people on the waiting list. At the same time, almost half of the premises already purchased are still empty - due to problems with papers, poor quality and poor location. Statistics on how many officers are not even provided with official housing do not exist at all.
plan "barbarossa" The residential part of the Nemchinovka microdistrict is planned to consist of multi-section houses of variable number of floors (7/12 floors). The following will be built on the territory: a preschool institution for 220 children, a school for 732 children, a sports and recreation complex with a swimming pool, a clinic, a pharmacy, a fire station, a Sberbank branch, a supermarket, a department store, a restaurant and a cafe.
order “Providing military housing is one of the most pressing problems that still remains today... It is necessary to quickly and accurately determine the number of military personnel and persons equivalent to them in need of housing, and control the expenditure of capital funds.” Commander-in-Chief Dmitry Medvedev.
