THE PARTY MENCLATURE IS QUIETLY REVIRING
It seems that in the Voronezh region such a “Soviet” concept as party nomenklatura is being quietly revived. In any case, information was leaked to the editorial office that in one of the regional government agencies, some official applying for a career promotion was allegedly told: why, dear man, should they “promote” you if you are not a member of United Russia. Once you join, then we’ll talk... Whether that official joined United Russia or not, the editors have no information...
Hearing test
We asked those who know better about the emergence in the corridors of power of a quiet trend of “exchanging” the EdRa party card for a leather chair and a personal secretary. Here's their reaction. Head of the Strategic Planning Department of the Regional Administration Pavel Kabanov: - I can only speak for myself. I am not a member of any party and do not intend to. Career growth in the regional administration depends on knowledge, abilities and hard work. Party affiliation has never played a role here, neither now, nor under Kovalev, nor under Tsapin, except that under Shabanov the leading majority were communists. Deputy head of the human resources department of the regional administration Anatoly Kovylyansky: - I’m hearing about this for the first time. And I don’t know which of the workers is a party member. Even under the CPSU, among the nomenklatura workers there were those who were not members of the party. And this is the first time I’ve heard that the “United Russia” party card now gives you a pass to somewhere higher. Head of the Voronezh United Russia executive committee Alexander Kolesnikov: - This information is not true. Yes, perhaps, in terms of the state approach, United Russia is today closer to the CPSU than the Communist Party of the Russian Federation. Membership in "United Russia" - as a mandatory condition for joining some leadership position - is not stated in our charter. And nothing like it exists. Press secretary of the regional prosecutor's office Galina Gorshkova: - If such a fact occurs, then the person should file a statement with the prosecutor's office. And the prosecutor's office will look into this specific issue. So far there have been no such requests.
Our comment
What kind of animal is this, nomenclature, if you forgot? And this, among other things, when all serious personnel appointments and movements in the public service were made dependent on whether the applicant for an important position was a member or at least a candidate member of the party. It’s clear which one: the CPSU, the other one, the state one, didn’t exist then. This “order” lasted until the early 90s, and was condemned by the new Russian Constitution, which declared the inadmissibility of infringement of the rights of citizens because of political, religious and other beliefs. Moreover, at one time, citizen-government officials were generally prohibited from joining any parties. However, times have changed. Now in the country both ministers and governors have acquired party cards, and mayors are not far behind. After all, a new “state-forming” party has appeared - “United Russia”, which means that sooner or later a nomenklatura may appear. So even if we assume that this rumor is really greatly exaggerated, and one of the too far-sighted Voronezh officials is “running ahead of the train,” it is possible that such a “secret directive” has already appeared somewhere. But for now it is, let’s say, advisory in nature...
DID THE SKINHEADS "RUN IN" ON THE ROUTE TRUCKS?
Yesterday, a number of Voronezh media outlets disseminated information about attempts by skinheads to block the movement of public transport. The involvement of the “skins” in the “coin” unrest in the city and, accordingly, in the paralysis of public transport, seemed exotic, nevertheless, the agencies referred to official information from the press service of the regional administration.
Hearing test
The press service of the Central Internal Affairs Directorate did not confirm the information about the involvement of skinheads in the paralysis of passenger transport in Voronezh. An employee of the press center of the regional administration, Igor Nechugovsky, denied the agency’s reference: in the report of the press center of the regional administration regarding the existing road riots, there was no mention of skinheads. According to Nechugovsky, the day before yesterday, February 2, young skinheads, whose identities have not yet been established, offered drivers vodka in exchange for not going on routes on February 3. Yesterday, really unknown people in masks, as well as the same skinheads, attacked a number of buses, broke windows and punctured tires. They drove up in red Zhiguli cars with paint-covered license plates.
Our comment
"Skins", it seems, are really not involved in "route" matters. Perhaps people wearing masks may be related to carriers who have not signed an agreement with the regional administration on free transportation of beneficiaries. It is also possible that the tour of people wearing masks is the work of individual Voronezh politicians. We also note that yesterday at rush hour in the city routes 41, 65, 6-v did not appear.
