KARELIA
According to the Chairman of the Commission of the Supreme Council of the Republic of Karelia on Interethnic Relations Z.I. UDMURTIA
At 10.00. A press conference of representatives of the Bloc of Democratic Forces of Udmurtia took place in the building of the UR Armed Forces. The press conference was opened by Alexander Lopatin, chairman of the regional branch of the Strategy Center, Nikolai Nagornykh, chairman of the regional branch of the Reform Support Fund. He said that the president’s actions on September 21 were a preventive measure, since Yeltsin had already received information about impending provocations from the White House. Chairman of the Regional Branch of the DR Vitaly Skrynnik, who spoke here, sharply criticized the Presidium of the Udmurt Armed Forces for its constant “cowardly” position in assessing the political situation in Russia. He recalled, however, the reaction of the Presidium of the Supreme Court in August 1991, when the leadership of the Supreme Court of the UR could not decide to convene an extraordinary session of parliament, and compared it with the actions of the same presidium after the Presidential decrees on September 21, when the session was convened literally the next day. The blood in Moscow is also our fault, Skrynnik said, referring to supporters of reforms and the president himself. The "democratic syndrome" prevented decisive action from being taken in August 1991 and in September 1993, the president's decisiveness could have prevented bloodshed.

We, the participants of the rally on the Central Square of the city of Izhevsk, strongly condemn the banditry actions of extremists who shed the blood of citizens and are trying to start a civil war in Russia.
Supporting the actions of President Yeltsin and the Russian government to protect democracy, we demand:
1. Bring to a legal, open and public trial the organizers and direct perpetrators of mass riots in Moscow.
2. Ensure the preparation and conduct of elections to the Federal Assembly of Russia.
3. Send a representative of the President of Russia to Udmurtia.
4. Dissolve the Supreme Council of the Udmurt Republic and call elections to the new parliament of Udmurtia, which will work on a professional basis.
5. This resolution should be sent to the President of Russia, the Supreme Council of Udmurtia and the media.
